SAGA Project Implementation

In the first stage of the STEM and Gender Advancement project (SAGA), a new methodology and set of instruments were produced to support policy-makers worldwide in setting up, implementing, monitoring and evaluating gender equality in STI policies using the SAGA STI Gender Objective List (STI GOL). This innovative methodological approach, consisting of relating indicators and policies through a list of gender objectives, was developed to enable Member States to identify gaps in the national policy mix and is found in the SAGA Toolkit. During the second phase of the project, these instruments are being piloted in countries across the world.

SAGA Science, Technology and Innovation Gender Objectives List

The STI GOL configures the conceptual backbone of the SAGA project and is useful for classifying STI policies and indicators. It enables the categorisation of policies and policy instruments, and assists in analyses aimed at preparing regional or country profiles, thereby supporting policy-makers worldwide in establishing, implementing, monitoring, and evaluating gender equality policies in STI.

SAGA Toolkit

The SAGA Toolkit is designed primarily for policy-makers and statistical entities in governments. It provides practical tools to monitor and evaluate gender equality and to integrate gender aspects in STI policies, which often relies primarily on anecdotal evidence because sex-disaggregated information is not always available.

Conferences and meetings

The SAGA project has been presented in many conferences around the world, in order to introduce its innovative methodology and tools, communicate its progress and results, as well as to raise awareness among countries on the importance of reducing the gender gap in STEM. Training workshops have also been organized in several countries.

Next steps

During the second stage of the project, SAGA will be carrying out capacity building activities in selected pilot countries from around the world to test and improve the SAGA Toolkit components. These countries will have the opportunity to use innovative tools to set up, implement, monitor and evaluate indicators and improve gender related STI policies. The aim of these activities, which will result in country reports, is to build national capacity for data collection on gender in STEM. By participating in the SAGA project, these countries will thus have at their disposal enhanced tools to measure and analyse the status of women and girls in science in their country, using innovative methodologies and tested indicators on gender equality in STEM, and allowing for informed decision-making processes on such issues.  They will also benefit from continued support from the SAGA team throughout the implementation and production of the national report.

Finally, in the last stage of the project, STEM related indicators from countries who will have participated in SAGA will be synthesized and incorporated into the UIS STI Statistics Database and STI policies and instruments will be added to the UNESCO Global Observatory of Science Policy Instruments (GO-SPIN) database. A technical paper containing methodological approaches, lessons learned and best practices will be published and widely disseminated.
