Context/Overview

The UNESCO Korean Funds-in-Trust (KFIT) for the Development of Cultural and Creative Industries (CCI) is a key source of support for developing countries investing in creative sectors, as called for by the UNESCO Convention on the Promotion and Protection of the Diversity of Cultural Expressions (2005).  

Ratified by 146 countries around the world, the 2005 Convention is the first international legal instrument to recognize the sovereign right of governments to adopt cultural policies and to implement measures to promote the diversity of cultural expressions, through different types of legislative, regulatory, institutional, and financial interventions. While only 14 countries in Asia-Pacific (Group IV) have ratified the 2005 Convention, this approach is now well recognized as a global and shared priority for economic growth, social cohesion and sustainable development in the Asia-Pacific region.

The Asia-Pacific region is the world’s largest CCI market, generating a third of total revenues revenue (33% of global CCI sales) and 12.7m jobs (43% of CCI jobs worldwide) in 2015. As the potential of creative industries to boost local content production, enhance cultural cooperation and facilitate regional integration, this creates a fertile ground for vibrant sectors to flourish, and a variety of policy measures to be taken to support enabling environments and frameworks.

Component 1 of this project aims therefore to work with government policy officials from the ASEAN region to increase cooperation opportunities on policy areas related to the 2005 Convention, and help to better position culture and creative industries in regional/international cooperation and trade policies. The project includes two other interlinked components, focusing on: strengthening partnerships with civil society for cultural policy action in CCI sectors in Thailand (component 2) and supporting data collection and policy monitoring for the diversity of cultural expressions in Indonesia (component 3). 

In doing so, it will address some of the key findings and recommendations of the “ASEAN Strategic Plan for Culture and Arts 2016-2025”, in particular its key objective to “Harness the contribution of the creative industries towards innovations, generating livelihoods and supporting economic development in ASEAN Member States  (Objective 3.4).
