Context of the measure:

b. Key objectives of the measure: 

Resolution 33-NQ/TW of the 9th Meeting of the Central Party Committee of the 11th tenure on building and developing Vietnamese culture and people meeting the demand for national sustainable development  was promulgated in 2014 consisting of  the following important objectives:

- Complete the mechanism, legal framework and cultural institutions to build and develop culture and people in the period of promoting industrialization, modernization and international integration.

- Build a sound cultural market, enhance cultural industries and increase the promotion of Vietnamese culture.

- Gradually narrow the gap of cultural enjoyment between the urban and rural areas, regions and social classes.

This is a comprehensive renovation policy of the Party in culture, covering many fields of the cultural and social life of Viet Nam. It provides orientation and has effects on the establishment of cultural products and services satisfying the requirements for sustainable development for all fields. To implement this Resolution, the Government proposed a detailed action programme requiring the participation of multi-ministries, sectors, agencies, social organizations and cities/provinces. Programme resources come from  the state budget, sponsorship, donation. After releasing the resolution, some ministries, sectors, agencies have prepared and implemented projects, plans to assist many fields, including copyrights and related rights, changes of financial mechanisms to support the development of culture and the arts, forming funds for development and assistance for creation of culture and the arts, incentives for artists, incentives for cultural enjoyment, revision and enactment of related laws, building foundations for renovation in terms of mechanisms, policies and favourable working environment for cultural and arts creativity for individuals, enterprises and creativity groups.

The development the cultural industries is linked with the completion of cultural market put forward by the Resolution and supported by the following activities:

- Develop cultural industries to exploit and develop the potentials and unique values of Vietnamese culture, encouraging the cultural products export to promote of Vietnamese culture to the world.

- Provide incentive mechanisms for investments in infrastructure, technical equipment and modern technologies to improve the quality of cultural products. Create favourable conditions for cultural enterprises, arts, sports, tourism, attract social resources for development.

- Renovate, complete the mechanism, create favourable legal environment for building and developing the cultural markets and industries.

- Raise awareness and capacity building in enforcement of copy rights and related rights.

e. What are the results expected through the implementation of the measure?: 

In the Resolution of the 9th Meeting of the Central Party Committee (11th tenure), the Vietnamese Communist Party identified that culture is not the passive and subsidized sector. It will survive and bring about economic benefits to the whole country. All cultural values, all cultural and artistic creativity, despite coming from individual or group efforts, public or private sectors, traditional or contemporary contents, would be required to become an industry operating in a value chain with creation, production, distribution, consumption. Profits gained from cultural industries and its contribution to the development of the economy should also reaffirm the fundamental role of culture as the spiritual foundation of the society. Cultural development does not mean the total trade-off between the core values of culture and economic values. It requires harmonious development and sustains the balance between culture-based economic development and preservation of cultural identities of our peoples. The expected outcomes of the implementation of the Mission 5 of the Resolution 33 will be as follows:

- To 2020[T1] : Gradually build the cultural market, develop some cultural industries with competitive advantages,  set the position of Vietnamese culture in the international arena; build cultural environment suitable with the development conditions of the country and international integration; complete legal framework; carry out institutional reforms suitable with the requirements of building and developing Vietnamese culture and people best satisfying the demand for sustainable development of the country.

- To 2030: Synchronously develop the cultural market and cultural industries; promote the power of Vietnamese culture in regional and global integration; build sound cultural environment supporting the characteristics of Vietnamese people; complete institutional reforms, ensuring the development of Vietnamese culture and people in the period of enhancing industrialization, modernization and international integration.

National Strategy for the development of Vietnamese cultural industries to 2020, with a vision to 2030, submitted to the Prime Minister for approval in 2016

Context of the measure:

b. Key objectives of the measure: 

The development of cultural industries becomes one of key factors for economic growth, contributing to increasing GDP, creating jobs by properly mobilizing and utilizing cultural resources, intellectual capital, creative capabilities combined with modern technology in order to create diversified cultural products and services, meeting the cultural enjoyment and consumption demand of people and export demand; at the same time building cultural market, strong brands, focusing on advantageous and potential industries.

The measure is a direct and the most visible action by the Vietnamese Government to implement the Convention in Viet Nam. The National Strategy for the development of Vietnamese cultural industries to 2020,  vision 2030 prepared by MOCST since 2013, and submitted to the Prime Minister for approval in 2016 is a move forward, which reflects the changes in the approaches, policies and strategic commitments of Viet Nam in creative activities, production, dissemination and enjoyment of cultural products and services. The Strategy put forward specific measures on state management mechanism, human resources training, resources mobilization, social awareness raising, market development and enhancing international integration in the following fields related to cultural industries: Advertising, Architecture, Software and entertaining games, Handicrafts, Design, Film, Publishing, Fashion, Performing Arts, Fine Arts, Photography and Exhibition; Television and Radio; Cultural Tourism. If it is put into practice with the participation of all ministries, sectors, local authorities, social groups, creative individuals and enterprises, the Strategy will be the biggest effort of Viet Nam in realizing commitments related to the 2005 Convention, placing cultural development in the close connection with socio-economic development of the country (increase contributions to GDP, numbers of employed and numbers of enterprises in cultural industries), highlighting the economic values of cultural and artistic creativity (increase the number of creative individuals and ideas in all fields of cultural industries) and paying much attention to the diversity in creativity of individuals, groups and communities in Viet Nam (increase the number of products and services of cultural industries with great values, satisfying the needs for enjoyment of domestic people and exporting purposes).

To 2020:

  • Complete the mechanisms, create uniform legal framework, enhance the management capacity and enforcement capability of copyright and related rights, create favourable environment for the sustainable development of cultural industries in Viet Nam.
  • Strive to  increase  income and contribution of the cultural industries to  GDP at 3 % and create more jobs for the society.
  • Focus on developing some sectors with advantages and potentials: cinema, performing arts, advertising, handicrafts, software and entertaining games, television and radio.
  • Train and build capacities for staffs, managers, businessmen of sectors with advantages and potentials.

To 2030

  • Cultural industries become an important component of the national economy, creating more jobs for the society. Income from cultural industries is targeted to account for 7% of GDP.
  • Strongly develop the cultural market, widen international integration, enhance  export of cultural goods and services.
  • Mobilize investment to establish 3 centres of cultural industries in Ha Noi, Da Nang and Ho Chi Minh city and some heritage centres at UNESCO heritage sites.
  • Develop the network of domestic and foreign enterprises, forming some strong enterprises in cultural industries with advantages.
  • Improve the quality of the human resources with high professionalism and business management skills, satisfying the demands for competition and international integration.

Build the pool of high-quality artistic and cultural creativity people, with good business skills and accessibility to markets in the regional and international levels

Context of the measure:

b. Key objectives of the measure: 

By the continuous implementation of the Project to Renovate and improve the training quality of artistic and cultural schools for the period of 2011-2020 (Decision no. 1243/QD-TTg) and buiding the Project to train cultural and artistic staffs in foreign countries by state budget in the period of 2016-2030 (Decision no. 3125/QĐ-BVHTTDL dated 18.9.2015); Project to train and nurture talents in the fields of culture and arts to 2030 (Decision no. 3018/QĐ-BVHTTDL dated 08.9.2015), the measure aims to:

  • Improve the quality and broaden the scope of the system of cultural and artistic schools in Viet Nam. Complete the master-plan on network of cultural and artistic schools, ensuring the appropriateness of training scope, professional structure, levels of training, allocation of regions and specialties of the training professions.
  • Improve the capacity of training institutions of arts and culture, striving to bring some cultural and artistic, as well as professional training facilities to the regional level and approach to the world level, contributing to the gradually international tintegration of artistic and cultural training process.
  • Create fundamental changes in the quantity and quality of lecturers, artists, students and creators of culture and arts, forming the leading force that plays the key role in activities of literature and the arts, and culture as a whole in the next generation .
  • Improve the quantity and quality of creative talents in the fields of culture and the arts through the construction of a specific training and refreshment program and incentives for these talents.

The measure has been concretized by the Vietnamese Government through feasible and flexible solutions and with adjustments suitable with the practical situation related to the creation, production, distribution and enjoyment of cultural and artistic works of high quality under the annual plans and the 5-year plans in the fields of culture and the arts across localities  in the whole country. The contents of the measures are as follows:

  • Renew the training structure; develop and complete the network of training institutions in culture and the  arts in the whole country; increase investment and supplement research and training equipment, investments for new training facilities.
  • Renovate and develop programs, curricula and training methods associated with the practical needs and gradually approaching international standards. Add training programmes for new artistic professions to meet social requirements, such as: Directors of music programmes, Artistic Directors, Performance Conductors, composers of traditional theatres, fashion models, cabaret performances actors, stuntmen, sound and lighting technicians…
  • Renew and expand training methods to maximize every resource to focus on training activities for culture and arts.
  • Renovate the planning, utilization, training and retraining of trainers, teachers and managers to build and develop a team of lecturers, teachers with good qualifications, skills and qualities to meet urgent needs for the period of industrialization and modernization of the country.
  • Actively expand international cooperation in education to attract financial resources and technology transfer, contributing to improving the quality of training.
  • Renovate cultural and artistic training establishments, strengthening decentralization and improving autonomy and self-responsibility of the educational institutions in the fields of culture and arts; stepping up inspection activities, inspection, review and evaluation of the quality of training.

From now to 2020, Viet Nam is expected to form a network 7 key training establishments for high quality arts and culture; invest in 6 training institutions equivalence to the quality level of advanced schools in the region (each of the following area has a training institution: Culture, Music, Theater - Cinema, Fine-art, Dance, Circus). Meanwhile, the implementation of this policy will form a number of specific policies and incentives to encourage and support creative talents in the arts and culture such as: subsidize cost of the annual enrollments of students in the fields of arts, especially the enrollments in remote, mountainous, ethnic minorities areas; support the graduation costs for students in the fields of music, fine arts, theater, cinema, dance, circus to ensure good quality of graduation when graduation is now rated through performing works; Policies to encourage talents (People's artisan, artisan of merits, people’s artists, artists of merits, experts) to participate in coaching in training facilities to attract artistic talents at a national scale, avoid imbalance in cultural and artistic development between the regions.

Project to strengthen management skills and effective enforcement of copyright and related rights for the collective management organizations of copyright and related rights in Viet Nam to 2015 (Decision No.649/QD-TTg of the Prime Minister on 01 May 2012

Context of the measure: 
CULTURAL POLICIES AND MEASURES
b. Key objectives of the measure: 

This project aims to improve the effectiveness of state management over collective management organizations of copyright and related rights; support capacity building of the collective societies towards professionalism, protect the legitimate rights of its members, the effective law enforcement of copyright and related rights.

In Viet Nam, there are five organizations representing collective copyright and related rights, including: Center for Protection of Music Copyright of Vietnam under Vietnam Musicians' Association; Recording Industry Association of Viet Nam; Center for literature copyrights of Viet Nam under the Vietnam Writers' Association;  Viet Nam Reproduction Right Organization (VIETRRO), Association for Protection of rights of  Music  Performers of Viet Nam.

These organizations have in recent years posed an urgent request to have the support of the state in all aspects to improve the quality and effectiveness of operations. The Project to strengthen management skills and effective law enforcement of copyright and related rights for the collective management organizations of copyright and related rights in Viet Nam to 2015 was put in place to meet this critical requirement.  Beneficiaries receiving state support from this project will not only be the collective management organizations of copyright and related rights but also include state management agencies,  members, organizations and individuals using these works and objects of related rights. The scope of the project covers areas under the state management of the Ministry of Culture, Sports and Tourism, namely cinema, visual arts, photography, performing arts, sound and image recording (music programs).

The project is a groundbreaking effort in awareness of the government of Viet Nam on the effective enforcement of legal provisions on copyright protection by recognizing and promoting the role of collective management organizations in the protection of copyright and related rights in Viet Nam. The system of collective management organizations is responsible for licensing negotiation, collecting money for the owners in their fields. Their operation has helped reduce the heavy management workload of the state agencies.

e. What are the results expected through the implementation of the measure?: 

- Regarding the building and promulgation of policies and legislation: gradually improve policies and laws for protection of copyright and related rights. By 2015, supplement and complete the legal regulations on the state management for the collective management organizations; issue specific regulations, such as regulations on the tariffs table, methods of payment of royalties; regulation on appraisal activities of copyright and related rights... as the foundation for effective enforcement of protection laws of copyright and related rights.

- Regarding awareness-raising: Promote the publicity to raise awareness and understanding of the law on the protection of copyright and related rights through the organization of seminars, training courses, publishing, building communication programs disseminated to the public and all stakeholders;

- Improve the capacity of the system of collective management organizations: The organizations have personnel trained and obtain good professional knowledge to meet the requirements of international-level management (ISO); these organizations build and complete websites, software, database to manage the works, subjects of related rights, owners, authors of the author rights, owners of the related rights in pursuance with international standards, ensuring the responsibilities of managing, exploiting effectively the authorized rights of members, meanwhile ensuring the openness and transparency of activities of these organizations. They carry out effectively the licensing, collection and distribution of royalties; maximize the benefits of membership, users who are organizations and individuals, and the public; and can be self-financing in its activities.

- Expand international cooperation, take advantage of the support of international organizations, sign plans of cooperation and representation of protection of copyright and related rights with respective international organizations.

i.2 What were the main conclusions?: 

Activities have obtained the initial and encouraging results. The organizations have made many efforts in project activities, thus their membership has increased; some organizations have achieved certain successes in collecting royalties; some have built their own websites, and software on management system, database of authors and owners of copyright works; some have international partnership with respective organizations in other countries to receive technical assistance and sign cooperation plans based on the reciprocal basis for members of their organizations.

i.3 Which indicators were used to determine impact?: 

- The Centre for protection of music author rights has licensed use of musical works and earned VND 303,309,415,789 (approximately 14.2 million USD) from 2007 to 2014; the number of musicians, authors who entrust contracts at the Centre from 2007 to January 2015 increased from 1,153 to 3,116 Members. The Centre is an official member of the International  Confederation of  Authors and  Composers  Societies (CISAC) from 2009. The centre has signed contracts with 63 respective organizations in the world to protect music copyrights  covering 153 countries and territories.

- The Recording Industry Association had 45 members, by the end of 2014, the members increased to 59. Revenue of the Association remained stable from 2010 at 8,211,292,090VND (approximately 373,000USD), in the year 2014 the revenue was  8.526.233.751VND (approximately 387,500USD). - Centre for Literary Copyrights represents 1002 authors (prose and poetry); the work warehouse of the Centre stores 4571 works of 470 authors. In which, 441 are in hard copies, 432 works have the soft copies.

- The  Reproduction Right Association  has the membership of 1748 individuals and 167 legal entities.

- Association for Protection of rights of music performers Vietnam (APPA) was officially launched on 25 February 2016 with 130 members.

Circular 12/2015/TT-BVHTTDL dated 11 December 2015 on amending some articles in Regulations on film censorship and distribution permit

Context of the measure:

b. Key objectives of the measure: 

Facilitating the management of film production and distribution in Vietnam via a system of film classification according to specific criteria of ages.

This has been one of the most outstanding measures of Viet Nam’s cultural industries over the past 5 years in regard to support of freedom of cultural and artistic creation in the film industry. Before 2015, the film distribution in Viet Nam complied with the film evaluation and classification criteria promulgated by the Film Censorship Council (feature films, documentaries, scientific films, animated films) under the Ministry of Culture, Sports and Tourism, comprised of 7-9 members, setting up abstract, general and subjective criteria based on each member’s expertise and artistic sense such as content, artistic values in films, attraction, sound and image effects. Such classification in films has long restricted the diversity and creativity in the film industry in Viet Nam.

In accordance with the new Circular, criteria for film have been formulated specifically, in details, and can be quantitative, namely theme, content; violence; nudity, sex; drugs, stimulants, addiction; horror; rude images, sounds, language. Based on different levels of these criteria (frequency, details, rudeness, duration, etc.), films can be categorized as follows:

P films should be suitable for audiences.

C13 films are generally prohibited for children aged under 13.

C16 films are generally prohibited for audiences aged under 16.

C18 films are generally prohibited for audiences aged under 18.

e. What are the results expected through the implementation of the measure?: 

The Circular has been valid since March 15, 2016 and expected to boost the number and quality of films, with enhanced creativity, production and distribution in Viet Nam. This flexible and favourable system for the film distribution in Viet Nam allows film makers to have their own censorship and select audiences and markets for their products better.

The new policy on the development of cinema industry formulated in the Strategy to develop Vietnamese Film industry to 2020, vision 2030 has specified the State’s position towards the  film industry with clear objectives, solutions, and road maps which reflect the reality and current development trends over the last few years. This measure set up its objectives to advance the Vietnamese film  industry into an influential one in the regions of Southeast Asia and Asia through innovative film creation, production, distribution and exhibition, human resource development, technology transfer, financial investment, international cooperation, and socialized film activities nationwide.

The Strategy aims to influence the core of industry development to enhance creativity, improve  State management, human resource training, resource mobilization, social awareness and international cooperation. Moreover, the promulgation of an Action plan and the Masterplan for film development  after the approval of the Strategy will  specify the solutions formulated in the Strategy. As a result, it can be seen that at the industry level, the Strategy to develop Vietnamese  film  industry is a  measure that can bring about rapid changes and high feasibility as it directly addresses existing problems of the industry in the past several years as well as the stagnation of film producers and exhibitors in the State-owned sector, poor facilities, production techniques, and unsatisfactory supply of cinema products and services, violation of copy rights, lack of proper management and  support for development and healthy competition in Viet Nam’s  cinema market, insufficient support and development opportunities for Viet Nam’s cinema talents, audiences as well as public-private partnership mechanisms.

- Film production: Increase the number and quality of each type of films, diversifying film genres: By 2020, produce 40-45 feature films per year, 36-48 films per year for each type of documentary, scientific films, animated films; By 2030, it is expected to produce 55-60 feature films per year, 48-72 films per year for each type of documentary, scientific films, animated films.

- Film distribution and exhibition: Increase the exhibition rate of Vietnamese films in cinemas, number of cinemas and audience size/diversity.

By 2020: Rate of Vietnamese films: Screenings of Vietnamese feature films should account for at least 35% out of the total in cinemas, 30%-35% of Vietnamese feature films in all distributed films. The number of film audiences should reach 95 million per year; the number of screens: 550 (70% of which belongs to private sector).

Expected by 2030: Screening of Vietnamese feature films should account for at least 45% out of the total shows in cinemas, 40% of Vietnamese feature films in all distributed films. The number of film audiences should reach 210 million per year; the number of screens: 1050 (80% of which belongs to private sector).

- Human resources training: Priority should be given to some professions such as film directors, producers, script writers, critics, cinematographers, art designers, technical and technological artists, actors and actresses; Forms of training: Intensive short-term courses, formal training both locally and abroad.

- International integration: It is expected to develop Vietnamese film  industry by 2020 to be one of the leading cinema in the Southeast Asian region, and by 2030 to gain a firm standing in Asia. By 2020, film exports should reach 20% of the total number of films produced each year, co-production films with foreign partners to increase 15% per year.

By 2030, film exports should reach 30% of the total number of films produced each year, co-production films with foreign partners to increase 25% per year.

- The trend of public-private partnership is supported by both sides thanks to the benefits it has brought about. At the same time, some films commissioned by the State have won important prizes in different Film Festivals in Viet Nam and abroad.

- Young talented film makers with expertise and entrepreneurial ​skills have increasingly grown.

i.3 Which indicators were used to determine impact?: 

- By June 2015, there were 368 film facilities, 533 screens, and an average number of 110-130 films imported in Viet Nam per year.

- The 2014 admission of some cinema training institutions exceeds their targets in the Strategy and Development Plans for Vietnam Cinema.

- Equitizing 4 out of 5 film production companies under the Ministry of Culture, Sports and Tourism (except for the National Documentary and Scientific Film Studio)

- State commissioned films in 2015: 08 feature films for cinema screening, 36 documentaries, 10 animated films. Films produced by private companies: 32 feature films for cinema screening, 17 documentaries, 30 animated films.

- Market for films in cinema theatres: Released 40 Vietnamese feature films with an average revenue of 17.5 billion VND/film (nearly 800,000USD), total revenue of 700 billion VND (31.8 million USD) and 17.5 million cinema goers; Distributed 181 foreign films with an average revenue of 8.87 billion VND (nearly 400,000USD)/film, total revenue of 1,590 billion VND (more than 72 million USD) and 21,140 cinema goers.

- The number of cinema goers: Number of ticket buyers: 39,640,000; Number of cinema audiences watching films free of charge shown by Mobile film screening groups: 12,000,000; Total number of cinema goers: 51,640,000.

- About the market share of Vietnamese films:

+) The number of Vietnamese films produced and distributed accounted for only 18% of the total films in cinemas.

+) Revenue of Vietnamese films accounted for 30%, in which the revenue of a Vietnamese film was double than that of a foreign film.

- The number of ticket buyers in 2015 increased about 14% compared with 2014 (39,640,000 and 35,710,000 respectively).

- Revenue of Vietnamese films and imported films in 2015 increased about 21% compared with 2014 (2,290 billion VND and 1,890 billion VND respectively).

- The rate of Vietnamese people going for a film in the cinema per year has substantially increased: 2015 with 0,57 film per person vs. 2014 with 0,53 film per person.

Innovating the State’s approach to investment in the film industry via public-private partnership policies

The measure aims to  use  the State’s budget for the development of Vietnamese  film industry in a more socially and economically effective way, phase-out the  mechanism in which only State owned companies could receive funding from the State for  film production in Viet Nam for the coming years. The focus will be on public -private partnership, diversifying the financial mechanism for film production and distribution.

The State’s annual budget for film production has only funded film projects of State-owned companies for many years. Although State-commissioned films have gained some political and social success, they have failed to attract audiences to cinemas and achieve targeted revenues. The State funding mechanism in the  film industry has led to stagnation in many aspects of the cultural value chain, from creation, production, distribution, and consumption of cinema products. Under this circumstance, The National Strategy and Development Master plan for  Vietnamese Film Industry toward 2020, vision 2030  which were approved and came into practice since 2013  requires to innovate the bidding mechanism of film production from the State’s budget with a view to reshape the market of Vietnamese film in the coming decades.

Since 2014, Vietnam Cinema Department has experimented a funding policy that  opened opportunities for commissioning private film companies to produce films from the State’s budget. The results of the film projects in this model between 2014- 2015 will act as the ground for the State authority of Vietnamese film to make changes in the bidding mechanism and will come into full effect in 2016. This innovation in the  public - private  partnership in film production is to stimulate individual creativity (director, script writers, etc.), businesses development (production, distribution, promotion) and the satisfaction of Vietnamese audiences with higher quality cinema works.

The success of the film “I saw yellow flowers on the green grass”, the first work in the experimenting period of the  public private partnership policy in  film production, has proved the right direction of the State authorities of the Vietnamese film industry  (specifically Viet Nam Cinema Department). The innovation in investment policies and approaches to the management of cinema products and services, in which, the quality of cinema works that can get funding from the State’s budget is not only evaluated by its ideological, political, moral, educational or artistic values but also by its economic values, market approach capability, and audience attraction, are a prerequisite to attract investors from the private and overseas sectors for the future of Vietnamese films production.

The results have also confirmed the model in which the State invests, private companies produce will be an effective supporting trend for Vietnamese cinema by  appreciating the capacity of the individual’s creativity, production and entrepreneurial capacity of private businesses and attaching great importance to consumer tastes. This model not only financially supports the production of creative companies and individuals who have a strong foothold in the Vietnamese film market, but also progresses towards an entrepreneurial platform for start-ups and creative talents in the industry. 

i.3 Which indicators were used to determine impact?: 

The film “I saw yellow flowers on the green grass” directed by Victor Vu received a grant of 8 billion VND from the State’s budget, the rest came from 3 private companies, namely Galaxy M&E Films, Saigon Concert and Phuong Nam Film (estimated at 13 billion – about 610 thousand USD). It has earned more than 1,5 billion VND in ticket sales on the first unofficial day of screening and more than 80 billion VND (about 3.75 million USD) after two months in cinemas. oduction and distribution of individuals and businesses in Vietnam and abroad in the film industry.

Master plan for visual arts development toward 2020, vision 2030 (Prime Minister’s Decision 1253/QĐ-TTg dated 25 July 2014)

The objective of the plan is to improve the national system of training centres, complete the technical infrastructure, priotize the development of human resources (pupils, students, creative individuals such as artists, sculptors, teaching staff and researchers, critics and curators, management staff of visual arts, etc.); develop  arts, motivate the creation of applied art designs and products to satisfy the demand of consumption and export.

The main features of the Master plan for visual arts development toward 2020, vision 2030 include the formulation of a system of solutions throughout the value chain of artistic activities in Viet Nam from creation, production, distribution and enjoyment of art works. The solutions focus on: Building and enhancing the system of legal documents on arts with a view to motivating artists’ creativity, honouring artisans and applied art designers; Improving expertise, management, research, and sales of works of art as well as renovating art training cirricula in many universities and colleges so as to approach the regional and international levels, and having appropriate remuneration for talented artists and sculptors; Investing in facilities and strengthening the socialization in the creation and production of art works; Intensifying research and applying scientific and technological advances in the creation, production, distribution and consumption of art products.

Furthermore, it is noteworthy that the master plan mentioned the market development policy for Vietnamese fine arts through the supplement of legal documents necessary for the formation of a true art market in the country, at the same time, increasing the number and improving capability of curators and art work auction organisations. In addition, the master plan also aims at formulating art development programmes and projects in connection with arts, and improving their application and art product consumption.

- Investing in the construction of facilities and assisting art creation: by 2020, 4 museums will be built, 2 of which develop audiences for contemporary arts in 3 important economic regions. By 2030, 100% of all cities and provinces will have professional galleries.

- Promoting the traditional visual arts: By 2020, 100% cities and provinces will have completed the investigation, inventory, evaluation of handicraft artisans; traditional visual art professions and villages.  

- Developing contemporary visual arts: By 2020, the national centre for restoration of art works and art work assessment and auction centre[T1]  will be opened;  The formulation of mechanisms for the development of various contemporary art forms will also be completed.

- Educating and disseminating visual arts: Secondary schools will reform their fine art education programmes toward internationally benchmarked approaches to art education (inclusive of the contemporary arts).

- Socializing and cooperating to develop visual art: Localities strengthen the task of socialization in the field of visual art. By 2020, expected to open one to two more non-public visual art museums or museums on traditional professional villages. By 2030, expected to open two to three non-public museums. Of particular relevance, Chapter 3 of the Decree stipulates in details the activities of display, trading, copy, auction, examination of artworks. This is the legal foundation supporting to the development of visual arts market in Viet Nam.

The Plan emphasizes essential and urgent issues that require attention for development in the period of 2015-2030 as follows:

- Regional planning for performing arts development to 2020 based on potential availability and cultural identities of the region, in line with the direction of region’s culture and tourism development to 2020, with the purposes of preserving the traditional art forms in cultural space, and developing high-end contemporary art forms for international integration: North, Central and South of Viet Nam.

- Set up State-management mechanisms with decentralization to provinces and cities; gradually reduce licensing to be replaced by post-examination, increasing the autonomy and self-responsibility of art organizations, establishing new policies which are matched with the reality of development such as salary mechanisms, employment allowances, rehearsing and performance allowance, royalties, social insurance mechanisms, working age, retiring age, appraisal regulations of art work, training policies, and scholarship mechanisms for performing art pupils and students;

- Discover, train and cultivate fully competent human resources to satisfy the requirements of a performing arts industry, including human resource development for the section of administration, creation, production and distribution.

- Construct international-standard theatres which will be popular destinations and symbols of some provinces and cities, meeting the increasingly high standards of sound, light and visual techniques and other high-end skills required for indoors and outdoors art performances; selectively invest in some agents with advanced technology in sound and video recording, and art event organization by mobilizing social resourses.

- Continue to realize the roadmap of socializing art and performing activities by enhancing the equitized process of theaters and art troupes with high popularity; promoting public and private partnership; the Government can gradually invest in selected private organizations and individuals who create art works with high artistic quality.

The national strategy on international relations culture was approved by the Prime Minister in the Decision No.210/QD-TTg dated 8 February 2015 to promote international relations culture, comprehensively developing the culture and peoples of Viet Nam, turning culture into an internal power, strengthening the international profile and prestige of the country. To implement these orientations, the strategy provides uniform solutions, with specific measures related to creativity, production and the dissemination of cultural & artistic products, getting access to worldwide audience and markets, improving the tastes of domestic audience through foreign cultural &artistic activities and international arts festivals organized in Viet Nam. For example:

- In terms of policies: Formulating policies, mechanisms to support and sponsor cultural and artistic exchanges and cooperative activities of Viet Nam, socializing and diversifying the funding for non-public artists and artistic organizations, so that they can participate in international exchanges.

- In terms of formulating, marketing and advertising cultural products: Assisting the production of outstanding cinema products, artistic performances for the participation into international cultural and artistic events; organizing exhibitions and seminars to promote Vietnamese fine arts in foreign countries; organizing cultural days/ week or Vietnamese cultural festivals in foreign countries.

- In terms of financing resources: Create favourable conditions and encourage non-governmental organizations, associations, enterprises and freelance artists to participate to international culture activities.

- Establish and develop some famous international artistic festivals in Viet Nam, create good conditions for Vietnamese audience to get access to diversified culture and arts of the world, strengthen the capability of Viet Nam to host international events, thus improving the profile and prestige of the country.

- Create favourable conditions for countries, international organizations, cultural and tourism agencies of foreign countries to promote their country, people, culture and tourism in Viet Nam;

- Call for resources for the sustainable development, contribute to the socialization policies; Organize international cultural activities in the socialized ways, with the participation of domestic and foreign organizations, individuals.

For other targets, it takes a certain time to see the effectiveness and make proper evaluation after a period of synchronous implementation of relevant solutions and policies.

To implement this Strategy, the Ministry of Culture, Sports and Tourism of Viet Nam hosted numerous Viet Nam Cultural and Tourism Days/Weeks/Years abroad as well as sent national art groups to other countries to introduce Vietnamese unique culture and arts to international friends together with many activities on Viet Nam tourism promotion as a cultural destination (cultural tourism is considered one of the cultural industries by Viet Nam Government). In 2015, Viet Nam Cultural and Tourism Days were held in, for example, the US, Mexico, Greece, Czech Republic, Slovakia, Belarus, Bulgaria, Laos, and Japan.

Viet Nam has increased its participation in international cultural and art events such as EXPO Milan 2015. Over 6 months at EXPO Milan 2015, Viet Nam Pavilion received about 5 million visitors. The Viet Nam Pavilion was voted one of the most impressive pavilion designs by CNN. The Italian President commented that “This is one of the most beautiful pavilions and has received a big number of visitors as Viet Nam has well introduced its unique culture through the Pavilion”. To continue promoting an image of Viet Nam, a country that has stable politics, dynamic developing economy and diverse culture as well as connecting enterprises, Viet Nam is now making plan to actively attend the EXPO Astana 2017.

Negotiate and sign international treaties, agreements in the fields of arts and culture

In pursuance with the signed international agreements, the partners will be involved in planning and allocating budget, as well as implementing the activities.

The cooperative activities are wide with different fields, including traditional and modern performing activities, namely music, fine arts, cinema, cultural heritage, literature, publishing, library, author’s rights, radio and television, youth…

Forms of cooperation are very diverse, from the exchange of high-level delegations to discuss management issues and policies, to exchange expert delegations, scholarships, organizing cultural and artistic events such as the Cultural Week, the performing arts, exhibitions, film weeks... of this country in the other country, participation of this country into international art Festival held in countries that signed the agreements...

Some agreements have built the financial mechanisms based on the principle of mutual reciprocity and work out specific plans on time, number of people, number of days related to the exchange programs.

The negotiation and signing of international treaties, international cooperation agreements on culture create a legal basis for the implementation of cooperation activities between the two countries. However, in order to efficiently exploit these cooperation instruments, we should develop specific plans/programs in which identifying funding sources, timing, in-charge agencies for implementing activities... Apart from cooperation agreements between the two governments and program/plan of cooperation between the ministries of culture, cooperation agreements between cultural and artistic organizations of the two countries should be encouraged.

In 3 years from 2013 to the end of 2015, Vietnam has signed nearly 30 governmental and ministerial cooperation documents in the fields of culture and art with countries like India, Egypt, Armenia, Azerbaijan, Belarus, Bulgaria, Kazakhstan, Germany, Hungary, Greece, Italy, Iran, Laos, Russia, Japan, France, the Czech Republic, Slovakia, China, Thailand ... and nearly 20 cooperation documents between the arts and cultural organizations such as the National History Museum, Viet Nam Fine arts Museum, Viet Nam Film Institute, Viet Nam National Academy of Music, National Library of Viet Nam… were signed with foreign partners.

To implement cultural cooperation programmes between Viet Nam and the Russian Federation, the two Ministries of Culture successfully joint-organized the Russian Culture Days in Viet Nam (2013) in Ha Noi, Ho Chi Minh city and Binh Duong province. The opening ceremony and art show held in Ha Noi Opera House received the presence of President Vladimir Putin and President Truong Tan Sang; In 2014, Vietnamese Cultural Days took place in Moscow, St.Petersburg and Yaroslavl (Russian Federation) with outstanding art performances, film screenings, lacquer painting exhibition and seminars attracted the attention of the wider public and the Russian media.

Implementing the agreement of the two governments, on the occasion of the 40th anniversary of establishment of diplomatic relations, the France - Viet Nam Exchange Year 2013 - 2014 was held with nearly 100 cultural and artistic activities of France organized in Viet Nam in 2013 and more than 70 cultural and artistic events introducing Viet Nam in Paris and French localities in 2014. These cultural and artistic activities helped hundreds of artists of the two countries to widely introduce to public audience their cultural and artistic creations, to interact, to find new inspirations. Public audience in the two countries can interact and enjoy rich artistic and cultural programmes, getting access to new cultural expressions, thus enhancing mutual understanding and friendship between the two countries.

To implement signed cooperation documents, many cultural and artistic activities of Viet Nam were held in foreign countries such as Viet Nam Culture Week in Cambodia, Laos, India, Greece, Vietnamese Culture Year in the Czech Republic... In Viet Nam, the Ministry of Culture, Sports and Tourism supports embassies of foreign countries to organize dozens of international artistic and cultural events each year, introducing to Vietnamese public audience the cultural diversity of the countries in the world, through cultural days of Philippines, Kazakhstan, Japan, strings of Italian art and cultural programmes in Viet Nam...

Viet Nam-Denmark development cooperation programme in the field of culture in the period of 2011-2015

In order to achieve the objectives of the program, the Danish side provided financial assistance for Viet Nam to implement two components: one is the "Policy dialogue among cultural managers and policy-makers" in order to help managers, policy makers and artists to achieve a common understanding for the issues in the management and development of contemporary culture and arts today, and make policy recommendations to support this growing trend; second component is “Support the arts in public space” to develop a diversified contemporary art in Viet Nam through the enhancement of public participation and cultural cooperation between Viet Nam and Denmark.

"Art Space" in Vietnam is expanding, especially the interactive contemporary art events in the public spaces organized with the participation of the audience; and the art creativity of young artists in experimental art forms is encouraged and promoted.

The components have reached its set objectives, in which the component of policy dialogue has made practical inputs for the development of the National Strategy for Vietnamese cultural industries and the National Strategy of international relations culture, as well as policy recommendations to develop Vietnamese visual art market amd incentives for film industry.

Component “Support arts in public spaces” has provided catalyst and effective financial support for the formulation of an international music festival in a large open space for the public audience, especially the youth. At the same time, through the program "the lucky duck", the young artistic talents were discovered and received the support in terms of professional counseling and finance to develop their creativity. In addition, artists have the opportunity to enhance their professional competencies and find new collaborations.

The International Monsoon Music Festival consecutively won the award “Music programme of the Year” in the Dedication Award programme in 2015 and the award “Music programme chains of the Year 2016” in the Dedication Award programme in 2016, resulted from the votes of journalists specialized in culture and arts across the country.

Intensive training program on arts management provided by DeVos Institute, USA with the sponsorship from the Government of Norway through the Transposition project

The training programme on arts management took place for 2 years from 2014 to 2015 with 5 training workshops and regular counseling activities via email and online conference on the practical operations of arts organizations and applying the acquired knowledge to solve and overcome the challenges in governing an arts organization.

Participants of the program are those who hold executive management positions at 20 leading art institutions in the country, including the national theatres, a number of private companies operating in the field of contemporary, experimental arts and lecturers of some national training institutions in the fields of culture and arts.

The participants are equipped with the knowledge and management skills in building artistic plans, finding operational funds, creating public support from public audience and sponsors in society in terms of spiritual and financial support; formulation development and marketing strategy; building the reputation of the organization and implementing a comprehensive marketing program for artistic works and products, learning how to achieve maximum revenue and limiting cost at a minimum level.

The arts and cultural organizations in Viet Nam participating in the program have accessed to the advanced arts knowledge and management skills from the United States and has applied partly the acquired knowledge in operating the organization and building the programs. The capacity of the participating organizations is improved, especially the skills of marketing and fundraising. This is very important as many state-owned theaters, art organizations are undergoing the policy of socialization, self-financing in the market mechanism.

The art and cultural organizations participating in the program have created a network and have cooperated in several projects right away in the training process. Apart from the public organizations, the program also allowed the participation of a number of private artistic and arts organizations, so that they can share and learn experiences, building public-private partnership.

i.3 Which indicators were used to determine impact?: 

- 25 participants of the Programme were awarded certificates on arts management capacity building.

- Many project proposals were presented and discussed in the course, including some outstanding projects such as the International Monsoon Music Festival, the film "I saw the yellow flowers on the green grass" which are successfully implemented later. In addition to its good content and high quality, the film "I saw the yellow flowers on the green grass" with a good marketing campaign has gained a big success in revenue (over 80 billion dongs) and made a record of a high number of visitors to cinema theaters.

Build the brand “Ha Noi International Film Festival”

- To attract the attention of the public audience to cinema, creating new vitality and impetus to develop Vietnam cinema towards industrialization, modernization and international integration;

- Create opportunities to expand Vietnamese film market to the world, bringing Vietnamese films into international film markets;

- Make important contributions to promote the image of Viet Nam, a beautiful, stable and hospitable country, as well as the image of Ha Noi - the city for peace, thousand-year civilization, beautiful sceneries, hospitable and elegant people; promoting cooperation and tourism development.

Consistent with the cinema development strategy until 2020, with a vision to 2030 approved by the Prime Minister in 11 November 2013, the Ha Noi International Film Festival (hereinafter abbreviated as HANIFF) is the biennual event, being held for the first time in 2010 and chosen as the focus of promotional activities in branding this event as one of the prestigious international film festivals in Asia. Festival honors the outstanding cinematographic works with high artistic values, rich in humanity, creativity, discovers and encourages new talents of cinema. The festival is an opportunity for local filmmakers to exchange and improve expertise, access to modern methods of filmmaking, seeking possibilities for cooperation and also an opportunity for the Vietnamese public audience to enjoy the outstanding works of world cinema.

Besides the program for participating films, the world cinema panorama, the focus program on a guest country cinema, the festival also organizes seminars for filmmakers to exchange expertise, "Young Talent Camp" to improve the competencies for young filmmakers and "Film project market" to build and develop the film market of Viet Nam.

The festival is very successful in creating an exciting atmosphere for the audience in the country and foreign visitors to the cinema theatres. Vietnamese films attracted the biggest number of spectators, creating a "fever" for Vietnamese films at all screenings. In many screenings, organizers had to bring in more seats, and the audience even had to sit on the floor to watch movies.

The quality of films in competition and those selected for Vietnamese and foreign film screening shows received appreciation from the professional experts, the media and the public.

The scale of the festival is expanding, attracting many excellent films from various countries and territories; professional activities within the framework of the festival are increasingly rich.

The festival has gradually established its reputation with the participation of the prestigious jury comprising of renowned experts in the world, regional and international film artists and guest stars.

The festival has contributed to the promotion of the culture brand of the capital Hanoi, the national images and tourism promotion.

- The scale of the festival is expanded: the 1st festival in 2010 received 67 films from 25 cinema industries. Two years later, the 2nd festival welcomed 116 films from over 30 countries and territories . In the 3rd Film Festival (2014), organizers received 411 films from 39 countries and territories, and selected 130 movies from 32 cinema industries to participate in all categories of the Film Festival

- One of the outstanding results of the Young talent camp in the 2nd Film Festival was the discovery and giving the most outstanding film project to female director, producer Nguyen Hoang Diep with the film "Flapping in the Middle of Nowhere”. This film debut has won numerous international awards such as the FEDEORA award for the best film in the 29th International Film Critics Venice, Jury Prize for best film in the 3 continents Film Festival (in France), the grand prizes in the Fribourg film Festival, Switzerland, best director award at the Bratislava international film Festival... and Jury award at the 3rd Ha Noi international film Festival.

Participation in building ASEAN Socio-Cultural Community

Realize an ASEAN Community that is people-oriented and socially responsible through the formation of a common identity and building a sharing and caring society.

Promotion of cultural creativity and cooperation in cultural industries is a strategic objective in the formulation of ASEAN identity and linkage.

In 2015, ASEAN Community was offically established based on the three main pillars including Economic Community, Political-Security Community and and Socio-Cultural Community. ASEAN, the dynamic economic development area with 50% of population under 30 years old, the 3rd largest economy in Asia and the 7th largest in the world, has officially become a joint market, with the free movements of goods, services, investment, skilled labourers and capital flows.

To achieve this target, ASEAN Member States set out the particular actions such as promoting the development of cultural industries by cooperating and associating between Small and Medium Cultural Enterprises (SMCEs); training to improve capacity of small and medium cultural enterprises, broadening opportunities of cultural creativity and capacity improvement for the young people and all classes of the society, including ethnic minorities; enhancing marketing and distribution of cultural products and services; strengthening capacity of national institutions responsible for managing and developing cultural industries, creating jobs and commercializing local cultural products and services in domestic and international markets; encouraging the cooperation of cultural industries and economic creativity with ASEAN partner countries; encouraging the public-private cooperation, etc. In the framework of the ASEAN Committee for Culture and Information (ASEAN-COCI), some regional projects such as training on the roles of young people in the sustainable development of small and medium cultural enterprises, ASEAN art performing markets, enhancing a position of master handicraft designers of ASEAN… have been realised with the participation of managers; and young artists from 10 ASEAN countries.

Thus, by committing to cover the radio and analog television signal to all communes in the far most mountainous, remote, border and islands areas; ensuring investment, upgrading and establishment of new radio stations, this Program has created favourable conditions for people nationwide, especially those living in mountainous, remote, border and islands area, through the media (radio, TV) are able to get access to knowledge and other cultural values of other local communities in Viet Nam and other countries in the world, encouraging these difficult communities to actively preserve their cultural identity and prominent cultural and art values, ensuring the diversity and richness of traditional and contemporary cultural expressions of the country.

The National Target Programme on New Rural Construction is a comprehensive program on socio-economic, political and national security development; in which culture is both target and means of sustainable development, especially in rural areas. With the development of the cultural infrustructure and cultural community activities, local people are able to express their culture including the preservation of traditional culture and promotion of contemporary cultural expressions, and to strengthen community solidarity.

The National Target Program for New Rural Construction consists of two main components including the support for the construction and development of cultural infrastructure and cultural activities in rural areas.

- The first component develops the system of cultural and sports facilities at the grassroots level, including districts, communes and villages. This institutional system addresses local needs in rural areas in organizing community- based cultural activities, community sports activities and provides a place the community to meet and share experience. The process of planning and developing the institutions is based on the consultancies with local people about the needs of cultural expression and enjoyment and at the same time encourages the participation of the community in the construction and operation of the institutions and cultural facilities supported by the State.

- The second component enriches cultural and spiritual life of community in rural areas by creating conditions for people to participate equally in community-based cultural and sports actitivies. These activities are planned and implemented in consultation with the community in the spirit of the State and the people working together. Community-based cultural activities range from preserving features of traditional culture, customs and traditions to the creating youth-oriented creative cultural and sports activities. Those activities should be in compliance with the socio-cultural conditions of the locals and the desires of the community members.

Cultural houses at village level are assigned to the village management and use based on the actual needs of the people. Cultural activities such as the program of cultural activities in groups and community clubs and cultural exchanges between localities have also been developed with the cooperation between the State and the community.

Developing target programme in information technology industry to 2020,  vision to 2025 (Prime Minister’s Decision No. 392 / QD-TTg dated 27/03/2015) set a guideline to give priority to the development of software industry, digital content production, IC design and manufacture, provide information technology services that Viet Nam has competitive advantage and export potential.

This program is expected to be one of the key factors to ensure successful implementation of the project to put Viet Nam soon become a strong country in information and communications technology, accelerate the application, develop information technology to strongly support creative activities, manufacture, distribution and enjoyment of cultural and art products and services for people. Women's Innovation Day, which is held every two years since 2011, is an initiative of the Women's Union of Viet Nam, in collaboration with several ministries and a numbers of international organizations (World Bank, UN agencies for gender equality and empowerment of women (UN women) in Viet Nam), co-sponsored by a number of international organizations such as the International Development Agency of Australia, Development Agency of Ireland, International Development Agency of American, and Unilever. Women of all provinces across the country can register for this program through the Viet Nam Women's Union.

In 2013, 30 creative ideas and 38 innovative products were selected to attend the exhibition of the Program. In 2015, 90 innovative products were introduced in the exhibition "Women and innovation 2015" at the Viet Nam Women's Museum. Many ideas and products associated with the creation of excellent cultural products such as handicraft products (weaving, mat, embroidery), interior design and household products (rattan), cultural and tourism product design (souvenirs made of paper and rags,...), art design (gemstone paintings), ... This initiative clearly shows the priorities of the state and private institutions and society in the creative capacity and its role to contribute to the development of economy, culture and society of Vietnamese Women with the spirit of the Convention 2005 of UNESCO.

- Start-up Fund Program was established in 2007.

- Start-up clubs play the role as a bridge between sponsors and project owners. The club opens classes and tutorials on searching and navigating investors. As for the businesses, the clubs will be the source for business leaders to find new creative ideas.

Since 2013, the program aims to enhance the realization of the project through the development of business start-up network, promote joint training, consulting, investment ... contributing to building a team of knowledgeable and skilled entrepreneurs. This is one of the most typical activities that Viet Nam implemented effectively over the years. Annually, this progamme attracts many students from universities and colleges across the country with many creative and feasible ideas (108 projects in 2014, 412 projects in 2015),  of which many project ideas related to the field of cultural industry, such as “Restore and develop Luy Lau ancient pottery line” of the group of authors from the University of Foreign Trade and Agricultural Institute (2015), Lovie project – a love for Viet Nam’s brand from the Viet Nam Academy of Finance, National Economics University, the University of Red Star (2015)... The awarded projects will receive an investment from the program and technical support from businesses, so this is an effective and real platform with high support for Vietnamese young creative people to strongly express creativity and reach the opportunity to start their business.

- Complete the mechanism, legal framework and cultural institutions to build and develop culture and people in the period of promoting industrialization, modernization and international integration.

- Build a sound cultural market, enhance cultural industries and increase the promotion of Vietnamese culture.

- Gradually narrow the gap of cultural enjoyment between the urban and rural areas, regions and social classes.

This is a comprehensive renovation policy of the Party in culture, covering many fields of the cultural and social life of Viet Nam. To implement this Resolution, the Government proposed a detailed action programme requiring the participation of multi-ministries, sectors, agencies, social organizations and cities/provinces. Programme resources come from  the state budget, sponsorship, donation. After releasing the resolution, some ministries, sectors, agencies have prepared and implemented projects, plans to assist many fields, including copyrights and related rights, changes of financial mechanisms to support the development of culture and the arts, forming funds for development and assistance for creation of culture and the arts, incentives for artists, incentives for cultural enjoyment, revision and enactment of related laws, building foundations for renovation in terms of mechanisms, policies and favourable working environment for cultural and arts creativity for individuals, enterprises and creativity groups.

The development the cultural industries is linked with the completion of cultural market put forward by the Resolution and supported by the following activities:

- Develop cultural industries to exploit and develop the potentials and unique values of Vietnamese culture, encouraging the cultural products export to promote of Vietnamese culture to the world.

- Provide incentive mechanisms for investments in infrastructure, technical equipment and modern technologies to improve the quality of cultural products. Create favourable conditions for cultural enterprises, arts, sports, tourism, attract social resources for development.

- Renovate, complete the mechanism, create favourable legal environment for building and developing the cultural markets and industries.

In the Resolution of the 9th Meeting of the Central Party Committee (11th tenure), the Vietnamese Communist Party identified that culture is not the passive and subsidized sector. It will survive and bring about economic benefits to the whole country. All cultural values, all cultural and artistic creativity, despite coming from individual or group efforts, public or private sectors, traditional or contemporary contents, would be required to become an industry operating in a value chain with creation, production, distribution, consumption. Profits gained from cultural industries and its contribution to the development of the economy should also reaffirm the fundamental role of culture as the spiritual foundation of the society. Cultural development does not mean the total trade-off between the core values of culture and economic values. It requires harmonious development and sustains the balance between culture-based economic development and preservation of cultural identities of our peoples. The expected outcomes of the implementation of the Mission 5 of the Resolution 33 will be as follows:

- To 2020[T1] : Gradually build the cultural market, develop some cultural industries with competitive advantages,  set the position of Vietnamese culture in the international arena; build cultural environment suitable with the development conditions of the country and international integration; complete legal framework; carry out institutional reforms suitable with the requirements of building and developing Vietnamese culture and people best satisfying the demand for sustainable development of the country.

The development of cultural industries becomes one of key factors for economic growth, contributing to increasing GDP, creating jobs by properly mobilizing and utilizing cultural resources, intellectual capital, creative capabilities combined with modern technology in order to create diversified cultural products and services, meeting the cultural enjoyment and consumption demand of people and export demand; at the same time building cultural market, strong brands, focusing on advantageous and potential industries.

The measure is a direct and the most visible action by the Vietnamese Government to implement the Convention in Viet Nam. The National Strategy for the development of Vietnamese cultural industries to 2020,  vision 2030 prepared by MOCST since 2013, and submitted to the Prime Minister for approval in 2016 is a move forward, which reflects the changes in the approaches, policies and strategic commitments of Viet Nam in creative activities, production, dissemination and enjoyment of cultural products and services. The Strategy put forward specific measures on state management mechanism, human resources training, resources mobilization, social awareness raising, market development and enhancing international integration in the following fields related to cultural industries: Advertising, Architecture, Software and entertaining games, Handicrafts, Design, Film, Publishing, Fashion, Performing Arts, Fine Arts, Photography and Exhibition; Television and Radio; Cultural Tourism. If it is put into practice with the participation of all ministries, sectors, local authorities, social groups, creative individuals and enterprises, the Strategy will be the biggest effort of Viet Nam in realizing commitments related to the 2005 Convention, placing cultural development in the close connection with socio-economic development of the country (increase contributions to GDP, numbers of employed and numbers of enterprises in cultural industries), highlighting the economic values of cultural and artistic creativity (increase the number of creative individuals and ideas in all fields of cultural industries) and paying much attention to the diversity in creativity of individuals, groups and communities in Viet Nam (increase the number of products and services of cultural industries with great values, satisfying the needs for enjoyment of domestic people and exporting purposes).

To 2020:

  • Complete the mechanisms, create uniform legal framework, enhance the management capacity and enforcement capability of copyright and related rights, create favourable environment for the sustainable development of cultural industries in Viet Nam.
  • Strive to  increase  income and contribution of the cultural industries to  GDP at 3 % and create more jobs for the society.
  • Focus on developing some sectors with advantages and potentials: cinema, performing arts, advertising, handicrafts, software and entertaining games, television and radio.
  • Train and build capacities for staffs, managers, businessmen of sectors with advantages and potentials.

To 2030

  • Cultural industries become an important component of the national economy, creating more jobs for the society. Income from cultural industries is targeted to account for 7% of GDP.
  • Strongly develop the cultural market, widen international integration, enhance  export of cultural goods and services.
  • Mobilize investment to establish 3 centres of cultural industries in Ha Noi, Da Nang and Ho Chi Minh city and some heritage centres at UNESCO heritage sites.

b. Key objectives of the measure: 

By the continuous implementation of the Project to Renovate and improve the training quality of artistic and cultural schools for the period of 2011-2020 (Decision no. 1243/QD-TTg) and buiding the Project to train cultural and artistic staffs in foreign countries by state budget in the period of 2016-2030 (Decision no. 3125/QĐ-BVHTTDL dated 18.9.2015); Project to train and nurture talents in the fields of culture and arts to 2030 (Decision no. 3018/QĐ-BVHTTDL dated 08.9.2015), the measure aims to:

  • Improve the quality and broaden the scope of the system of cultural and artistic schools in Viet Nam. Complete the master-plan on network of cultural and artistic schools, ensuring the appropriateness of training scope, professional structure, levels of training, allocation of regions and specialties of the training professions.
  • Improve the capacity of training institutions of arts and culture, striving to bring some cultural and artistic, as well as professional training facilities to the regional level and approach to the world level, contributing to the gradually international tintegration of artistic and cultural training process.
  • Create fundamental changes in the quantity and quality of lecturers, artists, students and creators of culture and arts, forming the leading force that plays the key role in activities of literature and the arts, and culture as a whole in the next generation .
  • Improve the quantity and quality of creative talents in the fields of culture and the arts through the construction of a specific training and refreshment program and incentives for these talents.

The measure has been concretized by the Vietnamese Government through feasible and flexible solutions and with adjustments suitable with the practical situation related to the creation, production, distribution and enjoyment of cultural and artistic works of high quality under the annual plans and the 5-year plans in the fields of culture and the arts across localities  in the whole country. The contents of the measures are as follows:

  • Renew the training structure; develop and complete the network of training institutions in culture and the  arts in the whole country; increase investment and supplement research and training equipment, investments for new training facilities.
  • Renovate and develop programs, curricula and training methods associated with the practical needs and gradually approaching international standards. Add training programmes for new artistic professions to meet social requirements, such as: Directors of music programmes, Artistic Directors, Performance Conductors, composers of traditional theatres, fashion models, cabaret performances actors, stuntmen, sound and lighting technicians…
  • Renew and expand training methods to maximize every resource to focus on training activities for culture and arts.
  • Renovate the planning, utilization, training and retraining of trainers, teachers and managers to build and develop a team of lecturers, teachers with good qualifications, skills and qualities to meet urgent needs for the period of industrialization and modernization of the country.
  • Actively expand international cooperation in education to attract financial resources and technology transfer, contributing to improving the quality of training.
  • Renovate cultural and artistic training establishments, strengthening decentralization and improving autonomy and self-responsibility of the educational institutions in the fields of culture and arts; stepping up inspection activities, inspection, review and evaluation of the quality of training.

From now to 2020, Viet Nam is expected to form a network 7 key training establishments for high quality arts and culture; invest in 6 training institutions equivalence to the quality level of advanced schools in the region (each of the following area has a training institution: Culture, Music, Theater - Cinema, Fine-art, Dance, Circus). Meanwhile, the implementation of this policy will form a number of specific policies and incentives to encourage and support creative talents in the arts and culture such as: subsidize cost of the annual enrollments of students in the fields of arts, especially the enrollments in remote, mountainous, ethnic minorities areas; support the graduation costs for students in the fields of music, fine arts, theater, cinema, dance, circus to ensure good quality of graduation when graduation is now rated through performing works; Policies to encourage talents (People's artisan, artisan of merits, people’s artists, artists of merits, experts) to participate in coaching in training facilities to attract artistic talents at a national scale, avoid imbalance in cultural and artistic development between the regions.

Project to strengthen management skills and effective enforcement of copyright and related rights for the collective management organizations of copyright and related rights in Viet Nam to 2015 (Decision No.649/QD-TTg of the Prime Minister on 01 May 2012

This project aims to improve the effectiveness of state management over collective management organizations of copyright and related rights; support capacity building of the collective societies towards professionalism, protect the legitimate rights of its members, the effective law enforcement of copyright and related rights.

In Viet Nam, there are five organizations representing collective copyright and related rights, including: Center for Protection of Music Copyright of Vietnam under Vietnam Musicians' Association; Recording Industry Association of Viet Nam; Center for literature copyrights of Viet Nam under the Vietnam Writers' Association;  Viet Nam Reproduction Right Organization (VIETRRO), Association for Protection of rights of  Music  Performers of Viet Nam.

These organizations have in recent years posed an urgent request to have the support of the state in all aspects to improve the quality and effectiveness of operations. The Project to strengthen management skills and effective law enforcement of copyright and related rights for the collective management organizations of copyright and related rights in Viet Nam to 2015 was put in place to meet this critical requirement.  Beneficiaries receiving state support from this project will not only be the collective management organizations of copyright and related rights but also include state management agencies,  members, organizations and individuals using these works and objects of related rights. The scope of the project covers areas under the state management of the Ministry of Culture, Sports and Tourism, namely cinema, visual arts, photography, performing arts, sound and image recording (music programs).

The project is a groundbreaking effort in awareness of the government of Viet Nam on the effective enforcement of legal provisions on copyright protection by recognizing and promoting the role of collective management organizations in the protection of copyright and related rights in Viet Nam. The system of collective management organizations is responsible for licensing negotiation, collecting money for the owners in their fields. Their operation has helped reduce the heavy management workload of the state agencies.

- Regarding the building and promulgation of policies and legislation: gradually improve policies and laws for protection of copyright and related rights. By 2015, supplement and complete the legal regulations on the state management for the collective management organizations; issue specific regulations, such as regulations on the tariffs table, methods of payment of royalties; regulation on appraisal activities of copyright and related rights... as the foundation for effective enforcement of protection laws of copyright and related rights.

- Regarding awareness-raising: Promote the publicity to raise awareness and understanding of the law on the protection of copyright and related rights through the organization of seminars, training courses, publishing, building communication programs disseminated to the public and all stakeholders;

- Improve the capacity of the system of collective management organizations: The organizations have personnel trained and obtain good professional knowledge to meet the requirements of international-level management (ISO); these organizations build and complete websites, software, database to manage the works, subjects of related rights, owners, authors of the author rights, owners of the related rights in pursuance with international standards, ensuring the responsibilities of managing, exploiting effectively the authorized rights of members, meanwhile ensuring the openness and transparency of activities of these organizations. They carry out effectively the licensing, collection and distribution of royalties; maximize the benefits of membership, users who are organizations and individuals, and the public; and can be self-financing in its activities.

- Expand international cooperation, take advantage of the support of international organizations, sign plans of cooperation and representation of protection of copyright and related rights with respective international organizations.

Activities have obtained the initial and encouraging results. The organizations have made many efforts in project activities, thus their membership has increased; some organizations have achieved certain successes in collecting royalties; some have built their own websites, and software on management system, database of authors and owners of copyright works; some have international partnership with respective organizations in other countries to receive technical assistance and sign cooperation plans based on the reciprocal basis for members of their organizations.

i.3 Which indicators were used to determine impact?: 

- The Centre for protection of music author rights has licensed use of musical works and earned VND 303,309,415,789 (approximately 14.2 million USD) from 2007 to 2014; the number of musicians, authors who entrust contracts at the Centre from 2007 to January 2015 increased from 1,153 to 3,116 Members. The Centre is an official member of the International  Confederation of  Authors and  Composers  Societies (CISAC) from 2009. The centre has signed contracts with 63 respective organizations in the world to protect music copyrights  covering 153 countries and territories.

- The Recording Industry Association had 45 members, by the end of 2014, the members increased to 59. Revenue of the Association remained stable from 2010 at 8,211,292,090VND (approximately 373,000USD), in the year 2014 the revenue was  8.526.233.751VND (approximately 387,500USD). - Centre for Literary Copyrights represents 1002 authors (prose and poetry); the work warehouse of the Centre stores 4571 works of 470 authors. In which, 441 are in hard copies, 432 works have the soft copies.

- The  Reproduction Right Association  has the membership of 1748 individuals and 167 legal entities.

- Association for Protection of rights of music performers Vietnam (APPA) was officially launched on 25 February 2016 with 130 members.

Circular 12/2015/TT-BVHTTDL dated 11 December 2015 on amending some articles in Regulations on film censorship and distribution permit

Facilitating the management of film production and distribution in Vietnam via a system of film classification according to specific criteria of ages.

This has been one of the most outstanding measures of Viet Nam’s cultural industries over the past 5 years in regard to support of freedom of cultural and artistic creation in the film industry. Before 2015, the film distribution in Viet Nam complied with the film evaluation and classification criteria promulgated by the Film Censorship Council (feature films, documentaries, scientific films, animated films) under the Ministry of Culture, Sports and Tourism, comprised of 7-9 members, setting up abstract, general and subjective criteria based on each member’s expertise and artistic sense such as content, artistic values in films, attraction, sound and image effects. Such classification in films has long restricted the diversity and creativity in the film industry in Viet Nam.

In accordance with the new Circular, criteria for film have been formulated specifically, in details, and can be quantitative, namely theme, content; violence; nudity, sex; drugs, stimulants, addiction; horror; rude images, sounds, language. Based on different levels of these criteria (frequency, details, rudeness, duration, etc.), films can be categorized as follows:

P films should be suitable for audiences.

C13 films are generally prohibited for children aged under 13.

C16 films are generally prohibited for audiences aged under 16.

C18 films are generally prohibited for audiences aged under 18.

The Circular has been valid since March 15, 2016 and expected to boost the number and quality of films, with enhanced creativity, production and distribution in Viet Nam. To develop the film industry towards industrialisation, modernization, and integration, imbued with national identity, satisfying people’s demand to enjoy a rich cultural and spiritual life, especially those living in the remote, rural, under developing areas. From now until 2030, step by step develop Vietnamese film  industry into an influential one in the regions of Southeast Asia in particular and Asia in general.

The new policy on the development of cinema industry formulated in the Strategy to develop Vietnamese Film industry to 2020, vision 2030 has specified the State’s position towards the  film industry with clear objectives, solutions, and road maps which reflect the reality and current development trends over the last few years. This measure set up its objectives to advance the Vietnamese film  industry into an influential one in the regions of Southeast Asia and Asia through innovative film creation, production, distribution and exhibition, human resource development, technology transfer, financial investment, international cooperation, and socialized film activities nationwide.

The Strategy aims to influence the core of industry development to enhance creativity, improve  State management, human resource training, resource mobilization, social awareness and international cooperation. Moreover, the promulgation of an Action plan and the Masterplan for film development  after the approval of the Strategy will  specify the solutions formulated in the Strategy. As a result, it can be seen that at the industry level, the Strategy to develop Vietnamese  film  industry is a  measure that can bring about rapid changes and high feasibility as it directly addresses existing problems of the industry in the past several years as well as the stagnation of film producers and exhibitors in the State-owned sector, poor facilities, production techniques, and unsatisfactory supply of cinema products and services, violation of copy rights, lack of proper management and  support for development and healthy competition in Viet Nam’s  cinema market, insufficient support and development opportunities for Viet Nam’s cinema talents, audiences as well as public-private partnership mechanisms.

- Film production: Increase the number and quality of each type of films, diversifying film genres: By 2020, produce 40-45 feature films per year, 36-48 films per year for each type of documentary, scientific films, animated films; By 2030, it is expected to produce 55-60 feature films per year, 48-72 films per year for each type of documentary, scientific films, animated films.

- Film distribution and exhibition: Increase the exhibition rate of Vietnamese films in cinemas, number of cinemas and audience size/diversity.

By 2020: Rate of Vietnamese films: Screenings of Vietnamese feature films should account for at least 35% out of the total in cinemas, 30%-35% of Vietnamese feature films in all distributed films. The number of film audiences should reach 95 million per year; the number of screens: 550 (70% of which belongs to private sector).

Expected by 2030: Screening of Vietnamese feature films should account for at least 45% out of the total shows in cinemas, 40% of Vietnamese feature films in all distributed films. The number of film audiences should reach 210 million per year; the number of screens: 1050 (80% of which belongs to private sector).

- Human resources training: Priority should be given to some professions such as film directors, producers, script writers, critics, cinematographers, art designers, technical and technological artists, actors and actresses; Forms of training: Intensive short-term courses, formal training both locally and abroad.

- International integration: It is expected to develop Vietnamese film  industry by 2020 to be one of the leading cinema in the Southeast Asian region, and by 2030 to gain a firm standing in Asia. By 2020, film exports should reach 20% of the total number of films produced each year, co-production films with foreign partners to increase 15% per year.

By 2030, film exports should reach 30% of the total number of films produced each year, co-production films with foreign partners to increase 25% per year.

- The system of State management regulations and documents of Vietnamese cinema is gradually completing.

- The socialization of cinema activities has helped revive the Vietnamese cinema and develop with diversified genres and styles in both State-owned and private sectors.

- The trend of public-private partnership is supported by both sides thanks to the benefits it has brought about. At the same time, some films commissioned by the State have won important prizes in different Film Festivals in Viet Nam and abroad.

- Young talented film makers with expertise and entrepreneurial ​skills have increasingly grown.

- Vietnamese overseas directors came back to Viet Nam to make films, creating more human resources and generating new film making experiences.

- More foreign investment and cooperation in film production and exhibition in Viet Nam.

- There is a need for an additional focus on digitalization in the film industry – exploring digital distribution platforms, new business models and emergent market opportunities. Future strategic activities will need to focus on shifting patterns to production and consumption in cinema. 

i.3 Which indicators were used to determine impact?: 

- By June 2015, there were 368 film facilities, 533 screens, and an average number of 110-130 films imported in Viet Nam per year.

- The 2014 admission of some cinema training institutions exceeds their targets in the Strategy and Development Plans for Vietnam Cinema.

- Equitizing 4 out of 5 film production companies under the Ministry of Culture, Sports and Tourism (except for the National Documentary and Scientific Film Studio)

- State commissioned films in 2015: 08 feature films for cinema screening, 36 documentaries, 10 animated films. Films produced by private companies: 32 feature films for cinema screening, 17 documentaries, 30 animated films.

- Market for films in cinema theatres: Released 40 Vietnamese feature films with an average revenue of 17.5 billion VND/film (nearly 800,000USD), total revenue of 700 billion VND (31.8 million USD) and 17.5 million cinema goers; Distributed 181 foreign films with an average revenue of 8.87 billion VND (nearly 400,000USD)/film, total revenue of 1,590 billion VND (more than 72 million USD) and 21,140 cinema goers.

- The number of cinema goers: Number of ticket buyers: 39,640,000; Number of cinema audiences watching films free of charge shown by Mobile film screening groups: 12,000,000; Total number of cinema goers: 51,640,000.

- About the market share of Vietnamese films:

+) The number of Vietnamese films produced and distributed accounted for only 18% of the total films in cinemas.

+) Revenue of Vietnamese films accounted for 30%, in which the revenue of a Vietnamese film was double than that of a foreign film.

- The number of ticket buyers in 2015 increased about 14% compared with 2014 (39,640,000 and 35,710,000 respectively).

- Revenue of Vietnamese films and imported films in 2015 increased about 21% compared with 2014 (2,290 billion VND and 1,890 billion VND respectively).

- The rate of Vietnamese people going for a film in the cinema per year has substantially increased: 2015 with 0,57 film per person vs. 2014 with 0,53 film per person.

The measure aims to  use  the State’s budget for the development of Vietnamese  film industry in a more socially and economically effective way, phase-out the  mechanism in which only State owned companies could receive funding from the State for  film production in Viet Nam for the coming years. The focus will be on public -private partnership, diversifying the financial mechanism for film production and distribution.

The State’s annual budget for film production has only funded film projects of State-owned companies for many years. Although State-commissioned films have gained some political and social success, they have failed to attract audiences to cinemas and achieve targeted revenues. The State funding mechanism in the  film industry has led to stagnation in many aspects of the cultural value chain, from creation, production, distribution, and consumption of cinema products. Under this circumstance, The National Strategy and Development Master plan for  Vietnamese Film Industry toward 2020, vision 2030  which were approved and came into practice since 2013  requires to innovate the bidding mechanism of film production from the State’s budget with a view to reshape the market of Vietnamese film in the coming decades.

Since 2014, Vietnam Cinema Department has experimented a funding policy that  opened opportunities for commissioning private film companies to produce films from the State’s budget. The results of the film projects in this model between 2014- 2015 will act as the ground for the State authority of Vietnamese film to make changes in the bidding mechanism and will come into full effect in 2016. This innovation in the  public - private  partnership in film production is to stimulate individual creativity (director, script writers, etc.), businesses development (production, distribution, promotion) and the satisfaction of Vietnamese audiences with higher quality cinema works.

The success of the film “I saw yellow flowers on the green grass”, the first work in the experimenting period of the  public private partnership policy in  film production, has proved the right direction of the State authorities of the Vietnamese film industry  (specifically Viet Nam Cinema Department). The innovation in investment policies and approaches to the management of cinema products and services, in which, the quality of cinema works that can get funding from the State’s budget is not only evaluated by its ideological, political, moral, educational or artistic values but also by its economic values, market approach capability, and audience attraction, are a prerequisite to attract investors from the private and overseas sectors for the future of Vietnamese films production.

The results have also confirmed the model in which the State invests, private companies produce will be an effective supporting trend for Vietnamese cinema by  appreciating the capacity of the individual’s creativity, production and entrepreneurial capacity of private businesses and attaching great importance to consumer tastes. This model not only financially supports the production of creative companies and individuals who have a strong foothold in the Vietnamese film market, but also progresses towards an entrepreneurial platform for start-ups and creative talents in the industry.

The film “I saw yellow flowers on the green grass” directed by Victor Vu received a grant of 8 billion VND from the State’s budget, the rest came from 3 private companies, namely Galaxy M&E Films, Saigon Concert and Phuong Nam Film (estimated at 13 billion – about 610 thousand USD). It has earned more than 1,5 billion VND in ticket sales on the first unofficial day of screening and more than 80 billion VND (about 3.75 million USD) after two months in cinemas. oduction and distribution of individuals and businesses in Vietnam and abroad in the film industry.

The main features of the Master plan for visual arts development toward 2020, vision 2030 include the formulation of a system of solutions throughout the value chain of artistic activities in Viet Nam from creation, production, distribution and enjoyment of art works. The solutions focus on: Building and enhancing the system of legal documents on arts with a view to motivating artists’ creativity, honouring artisans and applied art designers; Improving expertise, management, research, and sales of works of art as well as renovating art training cirricula in many universities and colleges so as to approach the regional and international levels, and having appropriate remuneration for talented artists and sculptors; Investing in facilities and strengthening the socialization in the creation and production of art works; Intensifying research and applying scientific and technological advances in the creation, production, distribution and consumption of art products.

Furthermore, it is noteworthy that the master plan mentioned the market development policy for Vietnamese fine arts through the supplement of legal documents necessary for the formation of a true art market in the country, at the same time, increasing the number and improving capability of curators and art work auction organisations. In addition, the master plan also aims at formulating art development programmes and projects in connection with arts, and improving their application and art product consumption.

- Developing human resources: Buiding and improving national art training facilities in 3 art centres in the North, Central and South Viet Nam; developing visual art teams with expertise and capability; by 2020 there are high level curators in all the regional art centres; by 2020 municipal and provincial Departments of Culture can employ sufficient management staff of arts and literature, inclusive of visual arts.

- Investing in the construction of facilities and assisting art creation: by 2020, 4 museums will be built, 2 of which develop audiences for contemporary arts in 3 important economic regions. By 2030, 100% of all cities and provinces will have professional galleries.

- Promoting the traditional visual arts: By 2020, 100% cities and provinces will have completed the investigation, inventory, evaluation of handicraft artisans; traditional visual art professions and villages.  

- Developing contemporary visual arts: By 2020, the national centre for restoration of art works and art work assessment and auction centre[T1]  will be opened;  The formulation of mechanisms for the development of various contemporary art forms will also be completed.

- Developing the art market: Ensuring the stipulation and implementation of legal documents necessary for the formation of the art market. Developing the capacity and expertise of curators and establishing art work auction organisations.

- Educating and disseminating visual arts: Secondary schools will reform their fine art education programmes toward internationally benchmarked approaches to art education (inclusive of the contemporary arts).

- Socializing and cooperating to develop visual art: Localities strengthen the task of socialization in the field of visual art. - Regional planning for performing arts development to 2020 based on potential availability and cultural identities of the region, in line with the direction of region’s culture and tourism development to 2020, with the purposes of preserving the traditional art forms in cultural space, and developing high-end contemporary art forms for international integration: North, Central and South of Viet Nam.

- Set up State-management mechanisms with decentralization to provinces and cities; gradually reduce licensing to be replaced by post-examination, increasing the autonomy and self-responsibility of art organizations, establishing new policies which are matched with the reality of development such as salary mechanisms, employment allowances, rehearsing and performance allowance, royalties, social insurance mechanisms, working age, retiring age, appraisal regulations of art work, training policies, and scholarship mechanisms for performing art pupils and students;

- Discover, train and cultivate fully competent human resources to satisfy the requirements of a performing arts industry, including human resource development for the section of administration, creation, production and distribution.

- Construct international-standard theatres which will be popular destinations and symbols of some provinces and cities, meeting the increasingly high standards of sound, light and visual techniques and other high-end skills required for indoors and outdoors art performances; selectively invest in some agents with advanced technology in sound and video recording, and art event organization by mobilizing social resourses.

- Continue to realize the roadmap of socializing art and performing activities by enhancing the equitized process of theaters and art troupes with high popularity; promoting public and private partnership; the Government can gradually invest in selected private organizations and individuals who create art works with high artistic quality.

- Developing cultural industries professionally and synchronously, encouraging cultural product export to foreign markets, contributing to introducing Vietnamese cultural brands to the world and promoting national culture.

The national strategy on international relations culture was approved by the Prime Minister in the Decision No.210/QD-TTg dated 8 February 2015 to promote international relations culture, comprehensively developing the culture and peoples of Viet Nam, turning culture into an internal power, strengthening the international profile and prestige of the country. To implement these orientations, the strategy provides uniform solutions, with specific measures related to creativity, production and the dissemination of cultural & artistic products, getting access to worldwide audience and markets, improving the tastes of domestic audience through foreign cultural &artistic activities and international arts festivals organized in Viet Nam. For example:

- In terms of policies: Formulating policies, mechanisms to support and sponsor cultural and artistic exchanges and cooperative activities of Viet Nam, socializing and diversifying the funding for non-public artists and artistic organizations, so that they can participate in international exchanges.

- In terms of formulating, marketing and advertising cultural products: Assisting the production of outstanding cinema products, artistic performances for the participation into international cultural and artistic events; organizing exhibitions and seminars to promote Vietnamese fine arts in foreign countries; organizing cultural days/ week or Vietnamese cultural festivals in foreign countries.

- In terms of financing resources: Create favourable conditions and encourage non-governmental organizations, associations, enterprises and freelance artists to participate to international culture activities.

To implement this Strategy, the Ministry of Culture, Sports and Tourism of Viet Nam hosted numerous Viet Nam Cultural and Tourism Days/Weeks/Years abroad as well as sent national art groups to other countries to introduce Vietnamese unique culture and arts to international friends together with many activities on Viet Nam tourism promotion as a cultural destination (cultural tourism is considered one of the cultural industries by Viet Nam Government). In 2015, Viet Nam Cultural and Tourism Days were held in, for example, the US, Mexico, Greece, Czech Republic, Slovakia, Belarus, Bulgaria, Laos, and Japan.

Viet Nam has increased its participation in international cultural and art events such as EXPO Milan 2015. Over 6 months at EXPO Milan 2015, Viet Nam Pavilion received about 5 million visitors. The Viet Nam Pavilion was voted one of the most impressive pavilion designs by CNN. The Italian President commented that “This is one of the most beautiful pavilions and has received a big number of visitors as Viet Nam has well introduced its unique culture through the Pavilion”. To continue promoting an image of Viet Nam, a country that has stable politics, dynamic developing economy and diverse culture as well as connecting enterprises, Viet Nam is now making plan to actively attend the EXPO Astana 2017.

Negotiate and sign international treaties, agreements in the fields of arts and culture

- Improve the professional capacity of artists and experts working in the fields of culture and of cultural agencies participating in cooperative programmes.

Ministry of Culture, Sports and Tourism takes the leading role in negotiating and submitting to the Government the signing of bilateral cultural cooperation agreements, cultural cooperation programmes and plans between ministries responsible for culture, taking these as foundations for implementing cultural and artistic exchange and cooperative activities between countries. In pursuance with the signed international agreements, the partners will be involved in planning and allocating budget, as well as implementing the activities.

The cooperative activities are wide with different fields, including traditional and modern performing activities, namely music, fine arts, cinema, cultural heritage, literature, publishing, library, author’s rights, radio and television, youth…

Forms of cooperation are very diverse, from the exchange of high-level delegations to discuss management issues and policies, to exchange expert delegations, scholarships, organizing cultural and artistic events such as the Cultural Week, the performing arts, exhibitions, film weeks... of this country in the other country, participation of this country into international art Festival held in countries that signed the agreements...

Some agreements have built the financial mechanisms based on the principle of mutual reciprocity and work out specific plans on time, number of people, number of days related to the exchange programs.

However, in order to efficiently exploit these cooperation instruments, we should develop specific plans/programs in which identifying funding sources, timing, in-charge agencies for implementing activities... Apart from cooperation agreements between the two governments and program/plan of cooperation between the ministries of culture, cooperation agreements between cultural and artistic organizations of the two countries should be encouraged.

In 3 years from 2013 to the end of 2015, Vietnam has signed nearly 30 governmental and ministerial cooperation documents in the fields of culture and art with countries like India, Egypt, Armenia, Azerbaijan, Belarus, Bulgaria, Kazakhstan, Germany, Hungary, Greece, Italy, Iran, Laos, Russia, Japan, France, the Czech Republic, Slovakia, China, Thailand ... and nearly 20 cooperation documents between the arts and cultural organizations such as the National History Museum, Viet Nam Fine arts Museum, Viet Nam Film Institute, Viet Nam National Academy of Music, National Library of Viet Nam… were signed with foreign partners.

To implement cultural cooperation programmes between Viet Nam and the Russian Federation, the two Ministries of Culture successfully joint-organized the Russian Culture Days in Viet Nam (2013) in Ha Noi, Ho Chi Minh city and Binh Duong province. The opening ceremony and art show held in Ha Noi Opera House received the presence of President Vladimir Putin and President Truong Tan Sang; In 2014, Vietnamese Cultural Days took place in Moscow, St.Petersburg and Yaroslavl (Russian Federation) with outstanding art performances, film screenings, lacquer painting exhibition and seminars attracted the attention of the wider public and the Russian media.

Implementing the agreement of the two governments, on the occasion of the 40th anniversary of establishment of diplomatic relations, the France - Viet Nam Exchange Year 2013 - 2014 was held with nearly 100 cultural and artistic activities of France organized in Viet Nam in 2013 and more than 70 cultural and artistic events introducing Viet Nam in Paris and French localities in 2014. These cultural and artistic activities helped hundreds of artists of the two countries to widely introduce to public audience their cultural and artistic creations, to interact, to find new inspirations. Public audience in the two countries can interact and enjoy rich artistic and cultural programmes, getting access to new cultural expressions, thus enhancing mutual understanding and friendship between the two countries.

To implement signed cooperation documents, many cultural and artistic activities of Viet Nam were held in foreign countries such as Viet Nam Culture Week in Cambodia, Laos, India, Greece, Vietnamese Culture Year in the Czech Republic... In Viet Nam, the Ministry of Culture, Sports and Tourism supports embassies of foreign countries to organize dozens of international artistic and cultural events each year, introducing to Vietnamese public audience the cultural diversity of the countries in the world, through cultural days of Philippines, Kazakhstan, Japan, strings of Italian art and cultural programmes in Viet Nam...

Viet Nam-Denmark development cooperation programme in the field of culture in the period of 2011-2015

Component “Support arts in public spaces” has provided catalyst and effective financial support for the formulation of an international music festival in a large open space for the public audience, especially the youth. At the same time, through the program "the lucky duck", the young artistic talents were discovered and received the support in terms of professional counseling and finance to develop their creativity. In addition, artists have the opportunity to enhance their professional competencies and find new collaborations.

Participants of the program are those who hold executive management positions at 20 leading art institutions in the country, including the national theatres, a number of private companies operating in the field of contemporary, experimental arts and lecturers of some national training institutions in the fields of culture and arts.

The participants are equipped with the knowledge and management skills in building artistic plans, finding operational funds, creating public support from public audience and sponsors in society in terms of spiritual and financial support; formulation development and marketing strategy; building the reputation of the organization and implementing a comprehensive marketing program for artistic works and products, learning how to achieve maximum revenue and limiting cost at a minimum level.

The arts and cultural organizations in Viet Nam participating in the program have accessed to the advanced arts knowledge and management skills from the United States and has applied partly the acquired knowledge in operating the organization and building the programs. The capacity of the participating organizations is improved, especially the skills of marketing and fundraising. This is very important as many state-owned theaters, art organizations are undergoing the policy of socialization, self-financing in the market mechanism.

The art and cultural organizations participating in the program have created a network and have cooperated in several projects right away in the training process. Apart from the public organizations, the program also allowed the participation of a number of private artistic and arts organizations, so that they can share and learn experiences, building public-private partnership.

- 25 participants of the Programme were awarded certificates on arts management capacity building.

- Many project proposals were presented and discussed in the course, including some outstanding projects such as the International Monsoon Music Festival, the film "I saw the yellow flowers on the green grass" which are successfully implemented later. In addition to its good content and high quality, the film "I saw the yellow flowers on the green grass" with a good marketing campaign has gained a big success in revenue (over 80 billion dongs) and made a record of a high number of visitors to cinema theaters.

Festival honors the outstanding cinematographic works with high artistic values, rich in humanity, creativity, discovers and encourages new talents of cinema. The festival is an opportunity for local filmmakers to exchange and improve expertise, access to modern methods of filmmaking, seeking possibilities for cooperation and also an opportunity for the Vietnamese public audience to enjoy the outstanding works of world cinema.

Besides the program for participating films, the world cinema panorama, the focus program on a guest country cinema, the festival also organizes seminars for filmmakers to exchange expertise, "Young Talent Camp" to improve the competencies for young filmmakers and "Film project market" to build and develop the film market of Viet Nam.

In many screenings, organizers had to bring in more seats, and the audience even had to sit on the floor to watch movies.

The quality of films in competition and those selected for Vietnamese and foreign film screening shows received appreciation from the professional experts, the media and the public.

The scale of the festival is expanding, attracting many excellent films from various countries and territories; professional activities within the framework of the festival are increasingly rich.

The festival has gradually established its reputation with the participation of the prestigious jury comprising of renowned experts in the world, regional and international film artists and guest stars.

The festival has contributed to the promotion of the culture brand of the capital Hanoi, the national images and tourism promotion.

i.3 Which indicators were used to determine impact?: 

- The scale of the festival is expanded: the 1st festival in 2010 received 67 films from 25 cinema industries. Two years later, the 2nd festival welcomed 116 films from over 30 countries and territories . In the 3rd Film Festival (2014), organizers received 411 films from 39 countries and territories, and selected 130 movies from 32 cinema industries to participate in all categories of the Film Festival

- One of the outstanding results of the Young talent camp in the 2nd Film Festival was the discovery and giving the most outstanding film project to female director, producer Nguyen Hoang Diep with the film "Flapping in the Middle of Nowhere”. This film debut has won numerous international awards such as the FEDEORA award for the best film in the 29th International Film Critics Venice, Jury Prize for best film in the 3 continents Film Festival (in France), the grand prizes in the Fribourg film Festival, Switzerland, best director award at the Bratislava international film Festival... and Jury award at the 3rd Ha Noi international film Festival.

In 2015, ASEAN Community was offically established based on the three main pillars including Economic Community, Political-Security Community and and Socio-Cultural Community. ASEAN, the dynamic economic development area with 50% of population under 30 years old, the 3rd largest economy in Asia and the 7th largest in the world, has officially become a joint market, with the free movements of goods, services, investment, skilled labourers and capital flows.

To achieve this target, ASEAN Member States set out the particular actions such as promoting the development of cultural industries by cooperating and associating between Small and Medium Cultural Enterprises (SMCEs); training to improve capacity of small and medium cultural enterprises, broadening opportunities of cultural creativity and capacity improvement for the young people and all classes of the society, including ethnic minorities; enhancing marketing and distribution of cultural products and services; strengthening capacity of national institutions responsible for managing and developing cultural industries, creating jobs and commercializing local cultural products and services in domestic and international markets; encouraging the cooperation of cultural industries and economic creativity with ASEAN partner countries; encouraging the public-private cooperation, etc. In the framework of the ASEAN Committee for Culture and Information (ASEAN-COCI), some regional projects such as training on the roles of young people in the sustainable development of small and medium cultural enterprises, ASEAN art performing markets, enhancing a position of master handicraft designers of ASEAN… have been realised with the participation of managers; and young artists from 10 ASEAN countries.

In order to achieve common targets and promote the diversity of culture, the two Parties have agreed to strengthen the cooperation in implementing the 2005 Convention of UNESCO, focusing on policy dialogue, integration of culture in sustainable development and poverty reduction to promote the formation of a dynamic culture through developing cultural industries. Currently, concerned Parties have been completing the ratification process of the Agreement and discussing the establishment of sub-committees to implement the content of cooperation.

Thus, by committing to cover the radio and analog television signal to all communes in the far most mountainous, remote, border and islands areas; ensuring investment, upgrading and establishment of new radio stations, this Program has created favourable conditions for people nationwide, especially those living in mountainous, remote, border and islands area, through the media (radio, TV) are able to get access to knowledge and other cultural values of other local communities in Viet Nam and other countries in the world, encouraging these difficult communities to actively preserve their cultural identity and prominent cultural and art values, ensuring the diversity and richness of traditional and contemporary cultural expressions of the country.

The National Target Programme on New Rural Construction is a comprehensive program on socio-economic, political and national security development; in which culture is both target and means of sustainable development, especially in rural areas. With the development of the cultural infrustructure and cultural community activities, local people are able to express their culture including the preservation of traditional culture and promotion of contemporary cultural expressions, and to strengthen community solidarity.

The National Target Program for New Rural Construction consists of two main components including the support for the construction and development of cultural infrastructure and cultural activities in rural areas.

- The first component develops the system of cultural and sports facilities at the grassroots level, including districts, communes and villages. This institutional system addresses local needs in rural areas in organizing community- based cultural activities, community sports activities and provides a place the community to meet and share experience. The process of planning and developing the institutions is based on the consultancies with local people about the needs of cultural expression and enjoyment and at the same time encourages the participation of the community in the construction and operation of the institutions and cultural facilities supported by the State.

- The second component enriches cultural and spiritual life of community in rural areas by creating conditions for people to participate equally in community-based cultural and sports actitivies. These activities are planned and implemented in consultation with the community in the spirit of the State and the people working together. Community-based cultural activities range from preserving features of traditional culture, customs and traditions to the creating youth-oriented creative cultural and sports activities. Those activities should be in compliance with the socio-cultural conditions of the locals and the desires of the community members.

The process of developing the cultural life of the National Target Program on New Rural Construction period 2010-2020 has helped develop infrastructure network to the grassroots level. Especially, the remote communes with special difficulties have been prioritized to receive the funding support from the State for the construction and renewal of the cultural system at the commune and village level. Cultural houses at village level are assigned to the village management and use based on the actual needs of the people. Cultural activities such as the program of cultural activities in groups and community clubs and cultural exchanges between localities have also been developed with the cooperation between the State and the community.

The impact indicators include: (i) 100% of the villages have cultural houses and sports centers (ii) 100% of the villages maintain the activities of the club, the cutural and art and sports activities; and cultural exchanges activities are among localities.

By 2025, the information technology industry will become the economic sector with rapid sustainable, high revenue, and large export value growth; Viet Nam is capable in developing and producing IT products and services meeting the demands of domestic and international market, creating foundation for the development of knowledge economy, contributing to control all information systems and ensure information security and nation digital sovereignty.

Developing target programme in information technology industry to 2020,  vision to 2025 (Prime Minister’s Decision No. 392 / QD-TTg dated 27/03/2015) set a guideline to give priority to the development of software industry, digital content production, IC design and manufacture, provide information technology services that Viet Nam has competitive advantage and export potential.

This program is expected to be one of the key factors to ensure successful implementation of the project to put Viet Nam soon become a strong country in information and communications technology, accelerate the application, develop information technology to strongly support creative activities, manufacture, distribution and enjoyment of cultural and art products and services for people. This programme outlines 6 key tasks to be taken to achieve targets, specifically including:

- Support capacity and competitiveness of organizations and enterprises

- Develop key IT products

- Develop IT services

- Develop IT parks

- Develop IT human resources

- Promote investment, trade and market development

To accomplish these tasks, the program established a system of specific solutions on policy, supporting the development of information technology in a number of key areas and measures of financial resource allocation.

- Develop Vietnamese brand products in the field of hardware - electronics, software, digital content and IT services, ensure to meet the needs and strive to increase the proportion of procurement of Vietnamese brands in annual procurement budget of governmental agencies, enterprises and society.

- Develop various types of professional IT providing services to meet the needs of governmental agencies; increase the proportion of procurement of leasing IT services over the total of IT procurement budget of the ministries, branches and localities.

- Support the construction of minimum of 7 centralized IT zones.

Women’s Innovation Day

- Praise and honor the typical creativity of women in all fields and share creative experiences of women;

- Search and sponsor the innovative proposals that are potential in increasing economic right and capacity of women;

- Raise awareness of the society about the role of women in creative activities.

Women's Innovation Day, which is held every two years since 2011, is an initiative of the Women's Union of Viet Nam, in collaboration with several ministries and a numbers of international organizations (World Bank, UN agencies for gender equality and empowerment of women (UN women) in Viet Nam), co-sponsored by a number of international organizations such as the International Development Agency of Australia, Development Agency of Ireland, International Development Agency of American, and Unilever. Women of all provinces across the country can register for this program through the Viet Nam Women's Union.

In 2013, 30 creative ideas and 38 innovative products were selected to attend the exhibition of the Program. In 2015, 90 innovative products were introduced in the exhibition "Women and innovation 2015" at the Viet Nam Women's Museum. Many ideas and products associated with the creation of excellent cultural products such as handicraft products (weaving, mat, embroidery), interior design and household products (rattan), cultural and tourism product design (souvenirs made of paper and rags,...), art design (gemstone paintings), ... This initiative clearly shows the priorities of the state and private institutions and society in the creative capacity and its role to contribute to the development of economy, culture and society of Vietnamese Women with the spirit of the Convention 2005 of UNESCO.

The program was initiated in 2003 and organized annually with many activities such as:

- Training on business start-up for young participants in a number of localities with the participation of senior lecturers from the International Labour Organization (ILO) and successful businesses.

- Portal start-up with the bank of registered projects over the years to help project owners to introduce their projects and look for investment opportunities.

- Initiatives Fair to introduce and call for investment for projects

- Start-up Fund Program was established in 2007.

- Publish books for start-up activities.

- Start-up clubs play the role as a bridge between sponsors and project owners. The club opens classes and tutorials on searching and navigating investors. As for the businesses, the clubs will be the source for business leaders to find new creative ideas.

Since 2013, the program aims to enhance the realization of the project through the development of business start-up network, promote joint training, consulting, investment ... contributing to building a team of knowledgeable and skilled entrepreneurs. This is one of the most typical activities that Viet Nam implemented effectively over the years. Annually, this progamme attracts many students from universities and colleges across the country with many creative and feasible ideas (108 projects in 2014, 412 projects in 2015),  of which many project ideas related to the field of cultural industry, such as “Restore and develop Luy Lau ancient pottery line” of the group of authors from the University of Foreign Trade and Agricultural Institute (2015), Lovie project – a love for Viet Nam’s brand from the Viet Nam Academy of Finance, National Economics University, the University of Red Star (2015)... The awarded projects will receive an investment from the program and technical support from businesses, so this is an effective and real platform with high support for Vietnamese young creative people to strongly express creativity and reach the opportunity to start their business.
