Montenegro: Regulatory Bodies

Agency for Electronic Media of Montenegro

The Agency for Electronic Media of Montenegro was introduced by the Law on Electronic Media. This body replaces the former existing Broadcasting Agency; it functions as an independent regulatory body with full political, financial and institutional independence. The agency is an independent regulatory body with the tasks of adopting the Broadcasting Development Strategy; issuing licenses for the transmission and broadcasting of radio and TV signals; and monitoring compliance to the broadcasting standards. It also plans the allocation of radio frequencies. Members of the Broadcasting Agency are appointed by the Parliament.

The Agency for Electronic Media’s staff capacity has been increased to guarantee a better monitoring capacity (see EU report, p.13, pdf here). The Council of the Agency is composed of five members elected among renowned experts in the fields relevant for its work. According to Article 38, in some specific cases the Parliament can dismiss the Council.
