Bolivian Journals Online (Revistas Bolivianas-Revistas Electrónicas En Línea) provides open access to the full-text of 49 Bolivian peer-review journals. It ia a joint effort run by the Universidad Mayor de San Andres and the Vice-Ministry for Science and Technology through the Bolivian System for Scientific and Technological Information (SIBICyT), with support from the Pan American Health Organization’s Bolivia office, and participation of the Program for Strategic Research in Bolivia, the Bolivian Catholic University and the Bolivian Association of Biomedical Magazine Publishers. SIBICyT is also the national node for LATINDEX.

INASP provides training support on bandwidth management and optimization, and dissemination of electronic resources, organized together with the government of Bolivia (Viceministerio de Ciencia y Tecnología and Sistema Boliviano de Información Científica y Tecnológica). International Open Access Week is celebrated annually in Bolivia to bring together the academic community to discuss OA-related issues in the country and advocate for open access through workshops and interactive seminar sessions.

Using OpenDOAR and ROAR, two Bolivian repositories were identified, mainly university thesis contents from the Autonomous University Gabriel Rene Moreno and the University Mayor San Andrés. In ROAR (3 repositories), and in OpenDOAR (2 repositories), mainly university thesis contents. In ROARMAP (Registry of Open Access Repositories Mandatory Archiving Policies), Bolivia has one thesis mandate registered by the Posgraduate School of the Autonomous University Gabriel Rene Moreno (Escuela de Posgrado, Universidad Autónoma Gabriel Rene Moreno). Further adoption of institutional repositories and mandates would be encouraged with participation of Bolivia in COLABORA, Red Federada Repositorios and other regional initiatives sponsored by RedCLARA, whose member in Bolivia is ADSIB-Agencia para el Desarrollo de la Sociedad de la Información en Bolivia (Government Agency for the Development of the Information Society in Bolivia).

Three university libraries from Bolivia participate with full-texts in the Biblioteca Digital Andina.

Cybertesis Bolivia, together with Cybertesis gather thesis from Universidad Autónoma Gabriel Rene Moreno (254 thesis) and Universidad Mayor de San Andrés (137 thesis).

Together with other countries of the region, Bolivia participates in open access regional subject repositories, today with a growing number of records with full-texts, examples: health (BVS), agriculture (SIDALC), science (PERIÓDICA), education (Relpe), public management and policies (CLAD-SIARE), social sciences (CLACSO, FLACSO, CLASE), work (LABORDOC), information science (E-Lis), among others.

A recent study (Open Access Indicators and Scholarly Communications in Latin America) shows that, as of 2014, 0.46% of OA journals indexed in Latindex  are published in Bolivia. This corresponds to a total of 25 locally published OA journals.

2014: "Open Access Indicators and Scholarly Communications in Latin America" is the result of a joint research and development project supported by UNESCO and undertaken by UNESCO in partnership with the Public Knowledge Project (PKP); the Scientific Electronic Library Online (SciELO); the Network of Scientific Journals of Latin America, the Caribbean, Spain and Portugal (RedALyC); Africa Journals Online (AJOL); the Latin America Social Sciences School- Brazil (FLACSO- Brazil); and the Latin American Council of Social Sciences (CLACSO).
