The Intergovernmental Oceanographic Commission (IOC) of UNESCO facilitates the development of ocean sciences, observations, systems for early warning of ocean-related hazards and capacity building to monitor the ocean’s major role in the climate system and predict ocean changes. It lays the ground for the design of efficient climate adaptation and mitigation strategies. IOC focuses on the most damaging impacts, such as ocean acidification, temperature increase, sea-level rise, deoxygenation, and changes in marine biodiversity.

IOC started its preparation towards COP21 with the organization of the UN World Oceans Day (WOD) at UNESCO Headquarters on 8 June 2015, organized in collaboration with the Ocean and Climate Platform. WOD assembled Heads of State and 1,200 representatives from the youth, scientific community and civil society for a day of discussions which marked the start of global public education on the role of the ocean in the climate system, notably with the launch of the “Ocean’s Call for Climate”.

As the COP21 sought to redefine and strengthen the climate regime, IOC proactively engaged with the policy, research and civil society communities for more effective integration of ocean perspectives into climate change mitigation and adaptation mechanisms, while also promoting the importance of a robust scientific knowledge base to support policy development. It aimed to draw the attention of decision-makers to the need for an ambitious agreement at COP21.
