A governing body of the 1954 Hague Convention, the Meeting of High Contracting Parties gathers to study issues concerning the application of the Convention as well as the regulations for its implementation.

In addition to the representatives of the High Contracting Parties to the Convention, the representatives of Member States of UNESCO not parties to the Convention and permanent observer missions to UNESCO may participate in the work of the Meeting as observers, without the right to vote.

This Meeting is convened by the Director-General of UNESCO once every two years.
