The development of the Holistic Early Childhood Development Index (HECDI) was first proposed at the World Conference of ECCE organized by UNESCO in September 2010, in cooperation with the Russian Federation. At this conference, an action agenda was adopted entitled the Moscow Framework for Action and Cooperation: Harnessing the Wealth of Nations.
This action agenda called upon UNESCO “to convene a working group to explore the development of an instrument capable of tracking progress towards EFA goal 1, with particular attention to quality and the holistic aspects of ECCE.”
UNESCO worked with a wide range of partners to develop the HECDI Framework, consisting of indicators in the domains of health, nutrition, education, social protection, poverty and parent support.
The development was preceded by the commissioning of five review reports on the themes of: (1) care, education and child development indicators, (2) policy and planning indicators, (3) social protection indicators, (4) legal protection indicators, and (5) health and nutrition indicators. Based on the findings of these reports and consultations with experts and partners, UNESCO produced a technical guide to the HECDI Framework.
