Operationalizing the Declaration

In 2022 UNESCO plans to continue its partnership with Dubai Cares to secure commitments and synergize cooperation to operationalize the Declaration in countries.

This work will model the ways that connected technology can help build brighter and fairer futures for education. Country work will focus on strategies and actions to center the most marginalized students; expand investments in high-quality digital learning content; and steer pedagogical transformations that harness the power of digital technology for education.

The operationalization of the Declaration will help share knowledge, approaches, and actions to guide the digital transformation of education in line with principles and commitments in the Declaration. It will feature three streams:

Advocacy and partnership building

UNESCO will build a strong a network of partners and alliances to support the operationalization of the Declaration and create synergies among existing initiatives on connectivity in education.

Knowledge-sharing and development of tools

UNESCO will develop a repository of good practices and tools to provide models that countries and organizations can learn from and apply in their contexts

Development of National Frameworks on Connectivity for Education

UNESCO will provide policy advice and technical assistance to governments for the development of National Frameworks for Connectivity in Education and support the operationalization of the Declaration in countries.

UNESCO's project to develop the Rewired Global Declaration on Connectivity for Education has been generously supported by Dubai Cares.

Work on the Declaration is aligned with the UN Secretary General’s Roadmap for Digital Cooperation. It further reflects and builds on the considerable work the Broadband Commission, GIGA, Ed-Tech Hub, Global Education Coalition and other groups have done to clarify the ways connected technology can expand educational opportunities. The Declaration further draws on the numerous studies and reports completed by the ITU, UNICEF, UN Women, the World Bank, and the Alliance for Affordable Internet, among other organizations focused on assuring equitable connectivity and education.
