Tom Fleming is a leading thinker, strategist and commentator in the field of culture and the creative economy. He is the Director of the UK's leading international research and consultancy company for culture and the creative economy. He is currently leading a research project on the European Union's (DEVCO) investment priorities for culture in development, and is working with several Governments in Asia, Africa and Latin America. In Europe, he is currently an adviser to the European Commission’s Creative Europe Programme and consultant for the Creative Industries Strategy for Scotland. Tom Fleming has led multiple research and strategy programmes on behalf of governments, development agencies and major cultural bodies. Central areas of expertise include the relationship between culture, creativity and economic development; regulation; investment; clustering and creative cities; and holistic approaches to creative economy development. Tom’s work includes high-level strategy and policy work in over 50 countries. Tom Fleming was part of the first UNESCO expert Facility (2011-2015).
