Michael Schwarz

Deputy Head of Division ‘International Advisory Services / Cooperation with Partner Institutions’

Michael is Deputy Head of the Division ‘International Advisory Services / Cooperation with Partner Institutions’ and Senior Technical Advisor at the German Federal Institute for Vocational Education and Training (BIBB) in Bonn, Germany.

His responsibilities at BIBB include the management of VET- projects and advisory services in Asia-Pacific, the Middle East, Europe and Africa in cooperation with Ministries, government agencies, partner institutions and social partners to improve work-based learning systems. Furthermore, he is in charge of the cooperation with multilateral agencies like UNESCO-UNEVOC and is the UNEVOC- Centre Coordinator for BIBB.

Currently he is Team Leader for the BILT (Bridging Innovation and Learning in TVET) Project, which is carried out in cooperation with UNESCO-UNEVOC and funded by the German Federal Ministry of Education. Furthermore, he is heading an advisory project for the Vietnamese government in establishing a monitoring system for TVET (VET Report Vietnam) and in the development of a TVET strategy 2021-2030 and he is in charge of advising the Mongolian government on the new Education law. In recent years he has been conducting many short-term missions advising on steering mechanisms and TVET laws, on cost-benefit relations in TVET, on monitoring of TVET systems and on the development of occupational standards.
