Open Educational Resources Dynamic Coalition engages a dialogue on the potential of OER for access to information

International Day for Universal Access to Information: the Open Educational Resources (OER) Dynamic Coalition joins the celebrations through a dialogue on the OER Recommendation as a catalyst for access to information.

The Open Educational Resources (OER) Dynamic Coalition celebrates annually the International Day for Universal Access to Information by engaging in a dialogue on the potential of the OER to scale up access to information.

With the overall theme of the 2022 International Day for Universal Access to Information celebrations being "Artificial Intelligence, e-Governance and Access to Information", the discussion focused on revolutionary role of diamond partnerships, digital capacity development and the potential of frontier technologies in mainstreaming OER and fostering inclusive Knowledge Societies.

The session highlighted the role of the UNESCO OER Recommendation as a catalyst for universal access to information through open learning materials. One of the main focus of this OER Dynamic Coalition Webinar was on the potential of the revolutionary partnerships, to foster inclusive Knowledge Societies under the common goal of edging closer to the achievement of Sustainable Development Goals.

Furthermore, the discussion showed how implementing the OER Recommendation helps to put into practice the good governance principles.

It is one thing to have the content and the technologies, but to use them requires a multi-stakeholder and partnership approach. We need to work with education ministers around the world.

The presentation by Ms Mihajela Crnko, Chief Communications Officer and Partnerships Lead at the International Research Center on Artificial Intelligence under the auspices of UNESCO (IRCAI) highlighted their efforts to harness technology for the promotion of OER as a key priority for improving the quality of education and thus accelerating the achievement of sustainable development goals. In this regard, emphasis was placed on the X5GON project, which is an artificial intelligence platform that provides access to multilingual OER worldwide. 

The debate was also shaped by the role of libraries and librarians in promoting universal access to information with regards to their potential to help making OER a reality, available and accessible and encourage their production, use and dissemination. 

OER are becoming increasingly important in the education sector. They have proven their benefits by providing democratic and equitable access to knowledge, supporting lifelong learning and informal learning and offering diversified sources ok knowledge.

Background 

The OER Dynamic Coalition was established further to the adoption of the UNESCO OER Recommendation by Member States at the 40th Session of the UNESCO General Conference in November 2019. The objective of the Dynamic Coalition is to support governments in implementing the OER Recommendation by promoting and reinforcing international and regional cooperation among all stakeholders in the first  four areas of the UNESCO OER Recommendation.
