Quality and inclusive education with gender equality

The project aims at providing access to quality and inclusive education with gender equality for 150,000 out-of-school children (OOSC) in Iraq focusing on six governorates with high numbers of OOSC (Baghdad, Ninewa, Erbil, Salah Al-Din, Babil, and Thi Qar), during three school years (2018/19, 2019/20 and 2020/21).
In partnership with Educate A Child, a global programme of the Foundation, UNESCO is implementing a project “Improving access to quality and inclusive education with gender equality for out-of-school children in Iraq”. This project started in February 2018 and will end in September 2021, with a total budget of US$ 13,430,361 donated by the Education Above All Foundation.
On 21 November 2019, the Italian Government and UNESCO Office in Iraq signed an agreement in Doha for the implementation of a joint cooperation project which is worth one million EURO contribution to this project within the same framework, focusing on Baghdad and Salah Al Din governorates, targeting 17,000 Out of School Children (OOSC) from the project total target of 150,000 OOSC.
The project is focusing on the following objectives:
- Providing safe and child friendly learning spaces especially in the areas where IDP/returnee influx puts increased pressure on social facilities or in the affected areas by military operations
- Enrollment of 150,000 OOSC (including IDPs/returnees)
- Enhancing the capacity of all national stakeholders to ensure quality of deliverables
As of 31 December 2019, 91,669 OOSC in total have been enrolled in the education system in four governorates of Iraq (Baghdad, Ninewa, Dhi Qar and Salah Al Din) since the beginning of the project.
Between July and December 2019, despite the difficulties faced during the project implementation due to the political uncertainty and on-going demonstrations and security situation, 55,151 children (24,572 girls and 30,579 boys) were enrolled in the four governorates as per below details:
Baghdad: 13,721 OOSC (5,984 girls and 7,737 boys) were enrolled in 244 schools and 25 Accelerated Learning Programme (ALP) Centres in Baghdad (129 in Karkh and 115 in Rusafa) through 34 enrolment promotion and sensitization campaigns and 24 coordination meeting in both Karkh and Rusafa districts of Baghdad. All enrolled students (in formal and ALP education) are registered in the Education Database. 13,025 children (5,624 girls and 7,401 Boys) received school kits. UNESCO, in cooperation with Directorates of Education (DoEs)/Baghdad, supervised the rehabilitation work for 22 schools (11 in Karkh and 11 in Rusafa).
Ninewa: 27,734 OOSC (12,057 girls and 15,677 boys) were enrolled in 377 schools and 13 ALP centres through 20 enrolment promotion and sensitization campaigns and 18 counselling sessions in 17 districts of Ninewa. All enrolled students (in formal and ALP education) are registered in the Education Database. 25,610 children (11,097 girls and 14,531 Boys) received school kits. Four schools were completely rehabilitated. All the rehabilitation works were jointly supervised by DoE/Ninewa and UNESCO. Those 4 schools and another 7 schools rehabilitated during the previous reporting period (February to July) are furnished with school desks, whiteboards, chairs, tables, etc. before the beginning of the school year 2019/2020.
Dhi Qar: 4,152 OOSC (1,896 girls and 2,256 boys) were enrolled in 71 schools through 40 enrolment promotion and sensitization campaigns and 32 Coordination meeting in 16 districts of Dhi Qar. All enrolled students (in formal and ALP education) are registered on the Education Database. 4,152 children (1,896 girls and 2,256 Boys) received school kits.
Salah Al‐Din: 9,544 OOSC (4,635 girls and 4,909 boys) were enrolled in 271 schools and 2 ALP Centres through 46 enrolment promotion and sensitization campaigns and 10 counselling sessions in 7 districts of Salah Al‐Din. All enrolled students (in formal and ALP education) are registered in the Education Database. 8,000 children (3,909 girls and 4,091 Boys) received school kits. UNESCO, in cooperation with the DoE/Salah Al‐Din, assessed 10 schools for rehabilitation and additional prefabricated classrooms.
