Context/Overview

The goal is to build inputs for a better monitoring of the conditions for dignified/decent work for young artists in Costa Rica through:

  • The formulation of a definition of “dignified/decent work” and its indicators, validated by young artists, which considers both the employment and independent work’s situation. This intends to facilitate a better monitoring of the affectation in young artists by the State measures in the field of arts and culture promotion and employment formalization.
  • Carrying out a survey that allows determining key divergences between the definition of decent work and the current conditions for young artists in Costa Rica.
  • The formulation and handover to the Ministry of Culture and Youth of Costa Rica of a proposal for the evaluation and eventual updating of the National Policy of Cultural Rights, regarding its contribution to decent work of young artists. This formulation will include a review of national regulations related to the current promotion of art, formal employment and social security that affects young artists. The formulation process described above will be carried out jointly with young artists and the organized artistic community.
  • The creation and presentation of an artistic reflection about decent work, being part of the process of disseminating decent work as an aspect to be addressed within the framework of the 1980’s UNESCO Recommendation concerning the Status of the Artist. The scope of the project will be national, by contributing to the review and proposing improvements to the National Policy on Cultural Rights and by being carried out in conjunction with national labour union organizations and associations.
