Describe the multi-stakeholder consultation process established for the preparation of this report, including consultations with relevant ministries, public institutions, local governments and civil society organizations.: 

Over the past 4 years, there have been consultations with relevant professional associations regarding the contribution of the Ministry of Culture of the Czech Republic to projects that have contributed to the public cultural service. During the completation of the QPR, there was also a cooperation with the Czech Statistical Office and the Ministry of Foreign Affairs of the Czech Republic. Contributory organisations of the Ministry of Culture also intervened to the debate on cultural policy.

Executive summary: 

One of the main goals in the implementation of the Convention is the Status of the Artist, which the Czech Republic would like to adopt by 2025, the second segnificant priority is the further development of the Cultural and Creative Industries.

Strategy for Development Support of Culture and Creative Industries

The main target is to support and develop the CCIs in Czechia. The strategy solves the problems caused by pandemic covid-19. This document states strategic framework of Czech Ministry of Culture. The strategy is to be implemented from years 2022 to 2025. The document newly defines culture and creative industries and suggests main goals and the way to implement them. Development support of CCIs shall contribute to meet goals of national recovery plan.

The main goal is to ensure the development of the cultural and creative sector in Czechia. Ministry of Culture emphasizes ensuring cross-sectoral cooperation and developing the innovation potential of the cultural and creative sector, streamlining or increasing the sustainability of cultural infrastructure, and encouraging individual stakeholders to cooperate in the implementation and sustainability of the project. The aim of the investment is to create at least fifteen cultural and creative centers that will ensure the balanced development of the cultural and creative sector throughout the whole country.

The aim of the draft law is to increase the protection of consumers and minors, to increase the transparency of the environment and legal certainty, to set uniform conditions for media market operators, and to reduce the administrative burden, in response to technological developments, the convergence of technologies and services towards the delivery of content via the Internet protocol, the expansion of the range of technological means for receiving audiovisual services in the home, social and cultural changes, the fact that children are increasingly making their own decisions about what to watch and the integration of the internal European market.

Creative Czechia Website Modernisation

Describe the main features of the policy/measure: 
Creative Czechia is a web portal (www.kreativnicesko.cz) and a platform devoted to the cultural and creative industries (“CCI”) that provides information on the CCI in order to help build awareness of their importance for society and the economy. Creative Czechia is managed by the Theatre Institute (IDU), a state-subsidized organization established by the Ministry of Culture of the Czech Republic, who also coordinates a platform for organisations and individuals who are engaged in projects designed to support the cultural and creative industries. The website publishes interesting articles, interviews, and links to important studies, publications, and events. It also contains the most important outcomes from the five-year research project ‘Mapping the Cultural and Creative Industries in the Czech Republic’ (2011 – 2015). Creative Czechia also organises meetings and events where participants can share experiences and search for best practices for supporting the cultural and creative industries. Creative Czechia inspires the development of strategic solutions on the local and national level. During the second half of the year 2022, the website Creative Czechia will be redesigned in order to extend its functionalities such as setting of the funding finder for the cultural and creative actors, presenting of comprehensive information about the new National Subsidy Creative Vouchers Programme to support interlinking small and medium-sized enterprises with creative service providers on national level and establishing the National Creative Database for all creative service providers interested in providing their creative services in this Programme that last until the year 2025. The Creative Czechia Website Modernisation is planned to be continuously developing until the end of 2025. The implementation of the policy/measure is supported with the financial support from The National Recovery and Resilience Plan Next Generation EU.

Describe the main features of the policy/measure: 
The status of the artist is a key area for the further development of the cultural and creative sector and is a direct response to the crisis. It also represents one of the Council's six key priorities under the Working Plan for Culture 2019-2022 (i.e. an ecosystem supporting artists and workers of the cultural and creative industries and European content). As such, the status of the artist contributes to the European pillar of social rights and in line with the Sustainable Development Goals of the UN (SDG 8 and SDG 10). Last but not least, it should be noted that the cultural and creative sector is an essential sector for youth and women's employment.

Describe the main features of the policy/measure: 
It supports the participation of foreign experts, lecturers and personalities in festivals and events in the Czech Republic that present contemporary Czech theatre, dance and music, and in projects that develop the Czech performing arts and contemporary music scene. Through consultations of the PerformCzech and SoundCzech Dramaturgical Councils and foreign partners, it cooperates in the selection of personalities whose presence at events in the Czech Republic enriches the Czech cultural and professional public and spreads information and knowledge about Czech performing arts and the reputation of Czech culture abroad. The programme includes professional and artistic programmes for foreign dramaturgs, critics, presenters and curators working in the music and performing arts sector in the Czech Republic, such as the Czech Theatre and Dance Showcase at the Prague Quadrennial or the Prague Visitors' Programme.

Describe the main features of the policy/measure: 
The National Cultural Policy represents a new strategic framework for the role of culture and creativity in the Czech Republic. This is not just a strategy of the Ministry of Culture for a new era, but a fundamental change in the approach to culture, creativity and art. The overall objective is a broader concept of culture and creativity as a cross-sectoral area that is an integral part of society and the economy. The need for this transformation has been particularly emphasised by the current ongoing pandemic that has hit the cultural and creative sector extremely hard. In order to renew it, the role of the Ministry of Culture must be extended to be a good manager of the entire sector and not just of a selected part of it, as has been the case so far. A broad conception of culture and its cross-sectoral nature is an essential part of the renewal of the cultural and creative sector, as highlighted by the current European strategy. During the pandemic, the need to link culture and creativity to business, regional development and social areas arose more clearly, but also with the education system and health care. The Ministry of Culture must therefore be a good partner for the rest of the public administration and the private sector. State cultural policy therefore sets the general direction for culture, creativity and the arts for the next five years and serves as a basis for public and private sector cooperation in this area. The participatory nature of the preparation and the style of the whole document corresponds to the new approach to the elaboration of the State Cultural Policy. This method of processing does not change the core activity of the Ministry of Culture. Even with regard to its scope, the State Cultural Policy does not replace sectoral concepts and strategies. These are thoroughly described, in particular, in the core of the current activities of the Ministry of Culture, and the State Cultural Policy is complementary to them. The first three objectives of the State Cultural Policy focus on the more traditional areas of the Ministry of Culture. The other three develop new areas and increase the capacity of the Ministry to effectively manage the cultural and creative sector.

In relation to the gender employment gap, it can be concluded that the past decade has been characterised by a gradual increase in the employment rate of women. Since 2011, with the exception of 2014, the number of employed women has grown faster than the number of employed men. The reason for the higher growth dynamics of the employment rate of women compared to that of men lies mainly in the long-term high employment rate of men in the Czech Republic, and thus the higher initial values of the employment rate of men compared to the employment rate of women. Between the 2nd quarter of 2008 and the 1st quarter of 2019, the employment rate of women aged 20 to 64 increased from the initial 62.9% to 72.7%, i.e., by 9.8 pp, while in the same period, the employment rate of men of the same age increased from the initial 81.9% to 87.3%, i.e., by 5.4 p In addition to the growth of the employment rate of women, the educational structure of the population has also been changing in recent years. There has been a significant increase in the number of employees with a university degree especially with respect to women, with their share increasing by 11.5 percentage points between 2008 and 2019, from a starting point of 15.8%, to 27.3%. Over the past 4 years, consultations on cultural funding have been conducted through professional artist associations. These included the Czech Association of Festivals, the Festival Association, etc. We, as the Czech Republic, have also begun the process of negotiating with the professional community regarding the 1984 Status of the Artist Act. Both governmental and non-governmental organisations as well as professional associations have been involved in this process.
