  • Call for Consultancy: Global Learning Symposium on School Related Gender Based Violence - Learning in Asia-Pacific Region

    Major duties and responsibilities

    Under the overall authority of the Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Asia and Pacific Regional Bureau for Education and under the direct supervision of Head of Yangon Project Office, working in close collaboration with the Programme Specialists and education units in UNESCO Bangkok and UNESCO Myanmar Project Office, the incumbent will provide programmatic and management support for UNESCO Myanmar Project Office education initiatives, in particular the Education Sector Plan Development Grant (ESPDG) project:

    · Provide support in the education coordination structures, working groups, donor relations, and various functions on coordination efforts through active participation and facilitation of agenda points when requested. Provide support for coordinating with Global Partnership for Education (GPE) as representing the Coordinating Agency on various grants and in liaison with the Local Education Group.

    · Provide coordinated support to Myanmar interagency work on SDG monitoring, and other UN thematic working groups when expected by the Supervisor. Liaise with UNESCO's partners and support the office in building new partnerships to expand and deliver on UNESCO Myanmar Project Office's education programming.

    · Provide research and knowledge management support for the Office work in education sector coordination, including donor engagement and in alignment with the Joint Response Framework and in accordance with stakeholders. This includes inter alia designing research approaches and methodologies, mapping and verifying data sources, and compiling data for reviews and circulation.

    · Develop Terms of References for experts and contractors, and contribute inputs and support to their work to ensure quality delivery of outputs. Expand knowledge and awareness of local needs and acquire notions of other UNESCO specialities represented in the Myanmar Project Office. Invest in personal, professional learning in respect of new trends, and maintenance of personal knowledge and expertise.

    · Provide support on project management when requested, inter alia contributing to work planning and reporting, monitoring and evaluation, budget management, auditing and donor compliance.

    · Translate relevant pieces of text and data (Myanmar/English/Myanmar). Provide support on designing communication pieces in terms of contextualizing, copywriting and translating when requested.

    · Conduct other work or responsibilities as assigned by the Head of UNESCO Myanmar Project Office to support UNESCO's education programming activities in Myanmar.

    Overview of the functions of the post:

    Under the overall delegated authority of the Director of United Nations Educational, Scientific and Cultural Organization (UNESCO) Asia-Pacific Regional Bureau for Education, and direct supervision of the Senior Finance and Administrative Officer, Administration and Finance Unit, the incumbent shall perform the following functions:

    1. Operations
    •    Check and maintain power supply system and equipment to ensure the stability of power, lighting, and tele-communication system. Carry out electrical installation, inspect, isolate, troubleshoot and repair electrical malfunctions using various test instruments. Liaise with MEA in case of power black-out. 
    •    Maintain and repair office equipment, furniture, building fixtures, etc. in perfect condition and ready for use at all time; perform basic diagnostic tests and repair/replace defective parts; 
    •    Operate audio, visual, microphone system, set-up and control lights in the conference and meeting rooms
    •    Perform routine maintenance of core building systems such as Heating, ventilation, and air conditioning (HVAC), electrical, plumbing, security (access control, alarm, cctv), hardware, and waste management system.
    •    Read and interpret specifications and technical drawings, schedules, manuals for construction projects, installations and upgrade repair of infrastructure. Prepare bills of quantities and costing for infrastructure projects. Coordinate with company and obtain quotation for renovation/construction project. 
    •    Assist in regular inspections of the physical condition of premises, provide recommendations for maintenance, alert Chief of Section or Head of Unit concerned of unusual occurrence and/or damage that have taken place or are likely to occur, inform the building management team, and prepare periodic summary reports for submission to the supervisor
    •    Carry out and complete work to high quality and in a competent manner and with the property being left in clean and tidy condition.
    •    Maintain appropriate service and be on call as required.
    •    Keep record of the electricity and water supply utilized by the office and provide recommendations to supervisor on how to improve the efficiency and lower these expenses. Keep stock records of fittings, tools, devices, electrical and other supplies.
    •    Perform all work in compliance with applicable codes, standards, safety and environmental regulations. 

    2. Administration
    •    Use standard word processing packages to produce a variety of routine correspondence, reports, tables, charts, graphs, etc., in accordance with UNESCO standards. Perform basic data entry and extraction functions. Check accuracy of simple calculations, codings, data, etc. 
    •    May initiate a low volume of transactions in automated systems and run reports or may create requisitions for purchase orders, contracts or payment from standard templates for low value items. 
    •    Record, route and/or process mail or other documents; retrieve, gather and structure pertinent background material from various sources; track and monitor follow-up action as required. 
    •    Maintain and update filing systems (both paper and electronic) and databases for inventories and work unit. Operate and maintain a variety of office equipment in the performance of basic office functions, e.g. photocopier, facsimile, printer, scanner, etc. scan and photocopy a variety of documents and other materials. 
    •    Maintain calendar/schedules; monitor changes and communicate relevant information to appropriate staff inside and outside the immediate work unit.

    Overview of the functions of the post:

    Under the overall delegated authority of the Director of United Nations Educational, Scientific and Cultural Organization (UNESCO) Asia-Pacific Regional Bureau for Education, and direct supervision of the Senior Finance and Administrative Officer, Administration and Finance Unit, the incumbent shall perform the following functions:

    1. Monitor the 24-hour security service to UNESCO premises in accordance with UN Security standards.

    2. Perform and supervise security guards in performing the following assignments:

    i.    Controls entry and ensures the security of the organizational premises and staff. This will include providing 24-hour security services at UNESCO premise in accordance with the UN Security standards as follows:
    a.    Check and register license plate numbers and time for all the vehicles which enter the main gate;
    b.    Check all the departing vehicles to ensure the safety of UNESCO property;
    c.    Check and register ID/passport numbers and time of visitors who enter the main building;
    d.    Welcome and direct UNESCO’s guests to the desired destination in the premise.
    ii.    Undertakes routine patrols of assigned areas, maintaining continual surveillance against fire, short-circuit of power, water leakage and any other occurrence which might damage premises or staff and keep up to date records of patrols;
    iii.    Opens and closes buildings; Checks that all office machines, air conditioners, lights etc. are turned off after working hours;
    iv.    Investigates and reports on all incidents on organization premises that involve a breach of security procedures, injuries or theft and report back to supervisor;
    v.    In case of incidents or emergencies on the organization’s premises, instruct staff and visitors of security procedures including fire control procedures, including evacuation where necessary and ensure the physical security of premises and staff:
    vi.    Issues building passes where appropriate;
    vii.    Responds to enquiries and provides appropriate information or suggests alternative sources of information;
    viii.    Maintains security personnel lists;
    ix.    May be required to deliver and collect mail, documents and other items.
    x.    Carry out other related tasks which may be assigned by the supervisors.

    3. Report, inform and liaise with the local authorities for assistance in case of emergencies, fire, power black-out, water supply leakage, VIP visiting and other emergency cases. Compile and submit the Security Guard Force weekly (when required) and monthly reports of the supervisor’s detailing activities and statistics in his/her area of responsibility.

    4. Assist and provide proper recommendation/solution to security guards when they are encountering difficulty in their routine work.

    5. Report and provide security-related recommendation to the supervisor for better and proper security measures. Ensure that building safety plan is maintained and regular building evacuation exercises conducted.

    6. Arrange the timetable for rotation of security guards to ensure that duties are equally distributed and also to arrange substitution in case of leave, sickness, and unforeseen absence. Report for duty as and when necessary (on call).

    7. Provide and organise training sessions and workshops for the security guards.

    8. Participate in security-related meetings and training, which will be organized by UNESCO, UNDSS, Thai authorities or private sector from time to time. 

    9. Support and assist in knowledge building and knowledge sharing including developing and implementing Standard Operating Procedures for security guards and other security procedures to maintain an effective work environment by clearly outlining the policies and uniform procedures that should be adopted and applied to the daily work.

    10. May drives the Director/Head of Office, UNESCO/UN officials and staff, including senior and high-ranking officials and visitors. Ensures provision of reliable and safe driving services. Meets senior staff, officials and visitors at the airport, including assisting, when required, with basic visa and customs formalities. 

    11. Operate the security equipment and the security system. Ensure all the office security equipment is in a good condition and ready for use at all times, monitor and coordinate with the contractors, and assist in the procurement of equipment and supplies, including all works and services related to the security section when requested.

    12. Liaise with companies to obtain additional information/ clarifications. Create requisitions for purchase orders, contracts or letters of agreement from standard templates for low value items.     Major Duties and Responsibilities

    Under the authority of the Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Asia-Pacific Regional Bureau for Education and under direct supervision of the Programme Specialist for Natural Sciences, the Regional Advisors for Social and Human Sciences and Assessment Information Systems Monitoring and Statistics, the incumbent shall exercise the functions of Programme Assistant and provide secretarial and administrative support as follows:

    1. Produce complete and in final form documents, publications and correspondence related to the work of the Section/ Unit from draft texts. Search, locate, compile, review and update information and data used in the development of documents, work plans and budgets;  ensure accuracy and compliance with the approved amounts; enter data in, and run reports from automated systems in order to support preparation of regular and ad-hoc budgetary/ financial updates, reporting on programme/ project delivery, statistics and/ or projections for use and scrutiny by the supervisor(s) or responsible manager. Provide administrative support for fund raising initiatives, including preparation of budget estimates and breakdown per categories required by the donors and UNESCO.

    2. Prepare a variety of administrative documentation using examples or templates; initiate administrative procedures and ensure follow-up, including payment follow-up in collaboration with the AO/EO Office. Inform team members of specific administrative processes and related procedures to support work planning and timely and coordinated execution of work; follow-up and alert team members of outstanding payments, timeframes and bottlenecks. Perform general administrative tasks such as leave and attendance recording; maintain files (both paper and electronic) and databases for work unit and assist in providing software and office equipment support.

    3. Organize official meetings, events and workshops by booking venues, equipment and providing other related logistical support. Organize official travel in conjunction with meetings, events and workshops; make travel arrangements; track and prepare itinerary and agenda; facilitate travel by providing/ clarifying information and preparing the necessary documentation such as visa applications. Provide administrative support for the events; collate/ format information and data for presentation in final form; inform participants; organize the distribution of documentation; collect minutes/ information/ documentation and prepare associated documentation.

    4. Receive, analyze, sort, register and distribute correspondence and documents; update and maintain large distribution lists and process requests for data and reports; determine the importance and priority of documents received and follow-up, draft correspondence and emails; review, proofread and edit outgoing correspondence according to standard practices and protocol ensuring proper grammar, spelling and punctuation; recommend changes/ corrections; and handle arrangement for translations of documents. Maintain information systems and databases in both physical and electronic media by recording, updating and retrieving information, documentation and data. Assist in the preparation of presentation materials using appropriate technology/software. Provide translation and interpretation support between English and Thai languages, as needed.

    5. Respond to enquiries and follow up on routine outstanding matters; route information and queries as appropriate; provide information to supervisor(s) and colleagues; make appointments, receive visitors and take telephone calls, answering enquiries and/or referring them to the specialist/ service concerned. Liaise with various internal services to obtain additional information/ clarifications. Provide guidance to short-term/ temporary staff on general office processes and procedures, automated systems, computer applications, etc.
