Brief summary of the project: 
Azmari (busker) are Ethiopian minstrels, poets and singers who perform music or other entertainment in nightclubs, ceremonies, streets or other public places for money using a single string instrument called fiddle (Kimberlin, 2003). Azmari is as old as Ethiopian state and traced aspects of its roots from Axum to Lalibela and Gondar, following the change of political seat of the state (Tigist, 2010; Ebrahim, 2013). Hence, this project is aimed at promoting resilient pathways for Azmari professionalism empowerment towards sustainable development at renowned tourism destinations of Amhara region in Ethiopia. Specific objectives are: Promoting resilient pathways for Azmari professionals to boost values and opportunities that cultural and creative industry contribute to sustainable development; Reinforcing Azmari professionals with acquiring publicizing knowledge, attitude and skills to be more visible on national and international scenes while living their passion and improve professional career development; and Strengthening broad based gender inclusiveness or gender equalities in cultural sectors and equitable access in cultural and creative industry of Azmari professionals;

Innovation and new business models are applied to creation, production, distribution and access to diverse cultural goods and services: Continuous professional mentorship and consultation will be given to Azmari entrepreneurs about innovation and new business models pertaining to creation, production, distribution and access to diverse cultural goods and services even during crisis times. ER 3.3. Participation in creation, production and distribution of cultural goods and services is widened to previously excluded regions and social groups: The project will organize practical sessions for practical demonstration in events like familiarization trips, nightclubs, weddings, funerals, graduation, and other festivals. ER 4.1. Women’s representation as creators and producers of cultural expressions is increased through strengthened professional networks and capacity development: The proposed project anticipates giving equal chances to women as they represent nearly half of Azmari community. ER 4.2. Thus, this project focuses on revitalizing resilience pathways for Azmari professionalism empowerment that are socioeconomically marginalized at famous tourism destinations (Debark, Gondar, Lalibela and Bahir Dar) through preliminary planning and sensitization meeting, recruiting trainees and surveying their need assessment, preparing training materials and supplies, conducting capacity building training, promotion, monitoring and evaluation. However, the cultural domain being promoted falls under traditional folklore and not contemporary creative expression

However, the project’s main goal is promoting resilient pathways for Azmari professionalism empowerment towards sustainable development at renowned tourism destinations of Amhara region in Ethiopia. The project is primarily focused on promoting cultural tourism, which is not a focus of the IFCD. The activities and outputs are vague, it is not clear which creative expression will be supported. Brief summary of the project: 
University of Gondar presents the project “Revitalizing Resilient Pathways for Azmari (Busker) Professionalism Empowerment towards Sustainable Development in Ethiopia”. Azmari (busker) are Ethiopian minstrels, poets and singers who perform music or other entertainment in night clubs, ceremonies, streets or other public places for money using a single string instrument called fiddle. The project is structured around three main objectives: Promoting resilient pathways for Azmari professionals to contribute to sustainable development; Reinforcing Azmari professionals with publicizing knowledge, attitude and skills for more visibility on national and international scenes and improve professional career development; and Strengthening gender equalities in cultural sectors and equitable access in cultural and creative industry of Azmari professionals. Direct beneficiaries of the project are 400 Azmari aged between 18_40 (200 men and200 women) and 4000 indirect beneficiaries during 24 months with an estimated total cost of US$120000 including 20000 usd in self-funding.
1. RELEVANCE AND APPROPRIATENESS OF THE PROJECT TO THE OBJECTIVES AND AREAS OF INTERVENTION OF THE IFCD
1.1 Please describe how the project objectives and proposed impact/long-term benefits are aligned with at least one of the IFCD’s outcomes and associated expected results.: 
The projects objectives are aligned with IFCD outcome 3. It presents EE3.1 and 3.3, whereas it seems more aligned with its EE3.2: capacity building program (Acquired knowledge, attitude and skills on arts markets, social media use, networks, public relations, and business plans to enable them to manage specific income-generation activities, establish linkages and exploit markets and enhance income.). It can be in line as presented with EE 3.3 as it targets Azmari communities as excluded traditional group. The project is aligned with Outcome 4 and EE4.1 for targeting 50% of female direct beneficiaries (200/400), but no relevance for EE 4.2.
1.2 How do the objectives of this project proposal meet the current needs and priorities of the country/ region in terms of cultural policies and/or cultural industries?: 
The project explores the untouched traditional music resource in Amhara region. The national commission considers such focus that meet current priorities of sustainable development, especially job creation and economic development activities. The project is aligned with policies of ministry of tourism, ministry of culture and sport, culture and tourism bureau, culture and tourism offices.
1.3 To what extent are the project’s objectives specific and measurable?: 
To a low extent. Objectives are very large and elements presented in the project frame work document do not allow their measurability.

To a very low extent. There is no indication on methodology in the presentation of the activities. The applicant should explain several steps of each activity and not present rough titles: no selection process, no number of meetings, no curricula of the training? How many modules and how to organize them for 400 direct beneficiaries, where? When? How many events, how? For trips also…
2.3 To what extent is the time frame realistic and coherent with the activities?: 
The time frame is not realistic since the activities are not informed.
2.4 Have the direct and indirect beneficiaries of the project been clearly identified? To what extent are the outputs/deliverables and main activities relevant to the target beneficiaries and address their needs?:

Objectives of this project are align with policies of ministry of tourism, ministry of culture and sport, culture and tourism bureau, culture and tourism offices. The overall regional, national and local policies of Ethiopia complement to the envisioned project.

The project do not address this question correctly and indicates implementation elements: basic risk management approaches, costs optimization and a participatory approach with stakeholders.

No specific measures, the applicant indicates that: Stakeholders will have excellent experience and knowledge to scale up and replicate this project. Agencies can take over to continue the process or other NGOs can be looked for support from new donors so that stakeholders have become fully empowered due to enabling core group will ensure the entire community owns the project.
