Ninth Session of the Conference of the Parties (COP9) to the International Convention against Doping in Sport

The Conference of Parties (COP) to the International Convention against Doping in Sport will convene its ninth session from 25 to 26 October 2023 at UNESCO Headquarters, Paris - Room I. All States Parties to the Convention and UNESCO Member States are invited to participate in this statutory conference held every two years.

COP9 will represent a milestone in the Convention’s development and capacity to respond to States Parties’ needs and expectations, as well to adapt to the constant evolution of the global sport ecosystem and its challenges. The core agenda will focus on the delivery of outcomes and proposals requested by COP8, such as the refinement and improvement of the Convention’s monitoring system and the support provided to States Parties to enable them to take full ownership of the Convention’s provisions. COP9 will also provide the opportunity to examine potential developments of the Convention in order to increase its capacity to respond to emergent challenges.

Key items for the consideration of COP9

  • Elections of the governance of the Convention;
  • The improvement and refinement  of the Convention’s monitoring system;
  • The adoption of the Model Strategic Framework;
  • The clarification of roles and responsibilities within the global sport ecosystem;
  • No State Party left behind: use of the Fund for the Elimination of Doping in Sport and sustainable resource mobilization;
  • Strengthening the capacity of Small Island Developing States and Least Developed Countries;
  • Building on the achievements of MINEPS VII regarding sport values, ethics and integrity.

Several observers and key stakeholders are invited to participate in their respective capacity.
