2. Justification of pre-selection

What are the main reasons for having pre-selected this project proposal, as compared to other proposals received by the National Commission for UNESCO?:

1. The main focus of the project is not well stated and articulated in the sense that it will properly be implemented. Hence, it is difficult to provide the picture on how it willpromote sustainable development to youth and young women in the Tanzania. 2. It is doubted that, if the applicant is competence in financial management since, the project have not shown any experience of managing any funds given to them by funders before. Further to that, the project applicant has not proved that the organization is audited external , 3. The project lacks experience in project management which is another aspect of concern here, this includes core skills taxation matters, regulatory compliance, budgeting and forecasting.

3. The applicant institution/organization

What elements demonstrate that the applicant institution/organization is a significant stakeholder in the culture sector (locally / nationally / internationally)?:

• Complementarity, the project applicants failed to show how it compliment to other sectors; it only highlights and not demonstrates on how the projects activities compliment with other projects. • It its description, the project denotes that it engages in cultural activities, however, there no supportive evidence to prove the relevance of being associated with cultural issues.

4. Relevance of the pre-selected project proposal

4.1. What are the main current needs and priorities in your country in terms of cultural policies and/or cultural industries?:

• Cultural policy statement requires the means and strategies to be identified in order to enable culture to contribute in the economic development which include among other things; promotion of cultural industries, protection of copyright, education, training and capacity building at large [Cultural Policy of 1997, Section 7.3 (1-3)]

4.2. How do the objectives of this pre-selected project proposal meet the current needs and priorities of the country in terms of cultural policies and/or cultural industries?:

• The project proposal’s objectives are not well articulated as the result fail to identify the means and strategies which will enable the culture to contribute in sustainable economic development. • The inconsistence of the project’s objectives led to failure in providing the way on how the expected outcomes; like promotion of cultural industry, protection of copyright, education among others are attained
