Council Sessions and Documents
IPDC's Basic Texts
The three fundamental texts organizing the IPDC are :
- the Statutes of the Intergovernmental Council of the International Programme for the Development of Communication (IPDC)
- the Rules of Procedure for the International Programme for the Development of Communication
- the Financial Regulations of the Special Account for the International Programme for the Development of Communication
- the Strategic framework for the Intergovernmental Council of the International Programme for the Development of Communication (IPDC) (also available in French)
They organize the role of each IPDC stakeholders.
The Council
- elected by UNESCO's General Conference ;
- composed of 39 Members States of UNESCO, taking into account the need to ensure equitable geographical distribution and appropriate rotation ;
- composed of Member States representatives that shall preferably be specialists in the fields covered by the IPDC.
Its responsibilities are :
- Policy-making;
- Approving priorities of the Programme ;
- Ensure alignment with UNESCO's programme priorities ;
- Defining the basic areas requiring increased international cooperation ;
- Approving an appropriate system of financing for the Programme in order to secure the necessary resources for the benefit of those requesting assistance from the Programme.

Bureau Meetings and Documents
The Bureau
- elected amongst the Members of the Intergovernmental Council ;
- composed of a Chairperson, Six Vice-Chairpersons and a Rapporteur on the basis of equitable geographical representation and rotation ;
- composed of representatives of Member States of UNESCO that shall preferably be specialists in the fields covered by the IPDC.
Its responsibilities are :
- select and approve submitted projects ;
- allocate funds from the Special Account ;
- approve IPDC's provisional budget ;
- plan the organization of work of the Council session.
IPDC Secretariat
Provided by the Director-General of UNESCO, it provides the necessary services for the sessions of the Council and meetings of the Bureau. The Secretariat assembles suggestions and comments made by Member States of UNESCO and the international organizations concerned.
It manages the bodies’ meetings and documentation, as well as the organization and oversight of grassroot project calls, securing the Programme’s visibility and promoting fundraising strategies.
The Secretariat coordinates and delivers on UNESCO’s Journalism Education initiatives and special allocations on emerging media policy issues such as Media Viability.
