Describe the main features of the policy/measure: 
In May 2021,a law was passed in the Parliament of the Republic of Azerbaijan and approved by the President of the Republic of Azerbaijan declaring the city of Shusha as cultural capital of Azerbaijan in order to restore the city's historical appearance, to bring its former glory to it and to reunite it with the rich cultural life, as well as to promote it in the international arena as a pearl of centuries-old rich culture, architecture, and urban planning of Azerbaijan. The city is well known as "the temple of Azerbaijani music" and the conservatory of the South Caucasus. The founding father of Azerbaijani composed classical music and opera, Uzeyir Hajibeyli was born in Shusha, a city also home to world-famous Azerbaijani poet Molla Panah Vagif and poetess Khurshudbanu Natavan. The city of Shusha has long been considered as a centre of culture of Azerbaijan. In the field of cultural and creative industries, the law includes developing cultural activities and cultural services in Shusha. It also foresees annual holding of the "Kharibulbul" International Music Festival.
What are the results achieved so far through the implementation of the policy/measure?: 
The measure has drawn a lot of attention of national and international media to the cultural life of Shusha, thus boosting production of cultural goods and services in the city.
