2. Justification of pre-selection
What are the main reasons for having pre-selected this project proposal, as compared to other proposals received by the National Commission for UNESCO?: 
The primary reason for pre-selecting the project proposal is that it aims to directly contribute to the following two outcomes of IFCD, ‘Outcome 3: The value and opportunities that cultural and creative industries contribute to sustainable development are clearly demonstrated to relevant authorities involved in national development planning.’ ‘Outcome 4: Gender inequalities in cultural sectors are addressed and more equitable access to and participation in cultural and creative industries are demonstrated.’
3. The applicant institution/organization
What elements demonstrate that the applicant institution/organization is a significant stakeholder in the culture sector (locally / nationally / internationally)?: 
The Centre for Urban and Regional Excellence (CURE) is a not-for-profit, communitarian development organization working with urban poor communities with the purpose of reimagining inclusive, equitable and sustainable development. CURE works with Communities - building meaningful partnerships to co-create solutions that transform lives and living habitats, inculcates Innovation - designed to promote equity, inclusion, integration, sustainable change and ecological resilience and Data - co-produced by people, and spatialized for effective service provision, and assists in policymaking, incorporating community processes in national programs. CURE believes that community participation is a ‘powerful organizing ideal’ to foster sustainable development and community transformation. CURE’s core work is based on the model of Cultural Commons which play a significant role in the economic, social and environmental development of people.
4. Relevance of the pre-selected project proposal
4.1. What are the main current needs and priorities in your country in terms of cultural policies and/or cultural industries?: 
One of the main current needs is adequate sensitization among professionals and local communities about the potential of cultural industries and creative economy in contributing to sustainable development. The present cultural policies of the country are implemented keeping in focus the technological advancements, the dissemination of cultural knowledge through the digital media and digitization. The cultural policies as also focusing on instilling cultural sensitivity in the youth, incorporating art and culture in educational curriculum and ensuring equal opportunities and equal access to the vulnerable/marginalized groups in the creation of cultural industries and in the production and distribution of cultural goods and services.
4.2. How do the objectives of this pre-selected project proposal meet the current needs and priorities of the country in terms of cultural policies and/or cultural industries?: 
The project aims to strengthen a city’s (Agra) capabilities to recognize, appreciate, integrate and conserve cultural commons within the existing heritage programs and interventions - ensuring cultural constructs become an integral component of the city’s heritage policy planning. It also aims to develop a framework for cultural policy at state and city level including various levels of stakeholders. The results of this project may be beneficial for the culture sector at large.
4.3. To what extent do you expect this pre-selected project proposal to have an impact on the country’s cultural policies and/or cultural industries?: 
The project is expected to develop new learning frameworks - tool kit and guiding principles, around the construction of Cultural Commons for integration into academic discourse, along with cultural policy making at the state and city level in India. This framework of the cultural city of Agra may serve to be a reference for other cities as well.
