The 2023 GEM Report on technology and education will be launched on 26 July 2023 in Montevideo, Uruguay. The report will tackle the divisions surrounding technology's role in education, exploring its potential solutions to education challenges while recognizing that proposed solutions may also pose risks.

The GEM Report is partnering with Restless Development  to mobilize youth globally to inform the development of the 2023 Youth Report, exploring how technology can address various education challenges, including issues of access, equity, and inclusion, quality, technology advancement, and system management. Leadership and education

Leadership is at the heart of quality education. It has been argued that it is the second most important school factor explaining learning outcomes. Leaders at multiple levels matter, from those within the school, to those outside of the school, and even those outside of education systems.

The new concept note for the 2024/5 GEM Report, developed based on a  think-piece  by David Gurr, details how the theme will be explored.
