Call for Expressions of Interest Multimedia Communications Support

The Diversity of Cultural Expressions Entity is looking for a qualified and experienced communications company[1] to support in content gathering and content production for UNESCO’s International Fund for Cultural Diversity. Expressions of interest should reach UNESCO by August 15, 2022. The expected starting date for this work is 2 September 2022 lasting until 25 October 2022.

Background

  1. The 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions (hereafter ‘2005 Convention’) is an international standard-setting instrument providing a framework for the governance of culture. The most recent UNESCO Convention in the field of culture and ratified by 151 Parties, it encourages governments to introduce policies that protect and promote the diversity of cultural expressions.

  2. UNESCO’s main implementing body for the 2005 Convention is the International Fund for Cultural Diversity (IFCD), which has its own communications and fundraising strategy[2].  

  3. The Diversity of Cultural Expressions (DCE) Entity is currently looking for a communications company to support content gathering and video content highlighting the work and impact of the IFCD across the globe.

Tasks

Under the general supervision of the Chief of the Diversity of Cultural Expressions Entity and the direct supervision of the Head of the Programmes and Stakeholders Outreach Unit and Communications and Resource Mobilisation Officer, the Contractor shall support:

  1. Video production for 4 x “IFCD impact” videos (1 x 3–4-minute version and 3 x 1–2-minute versions), ensuring multilingual translation in English, French and Spanish, and social media specifications on all deliverables.
  2. Content gathering across several pre-identified countries (Haiti, Georgia, Palestine, Mongolia, South Africa, Mozambique, Tanzania, Serbia, TBC). This may include gathering footage from several events (in person) and collection of video interviews from project managers, beneficiaries, partners, and experts, both online and in person.

Deliverables and timeline

The Contractor shall submit the above-mentioned content to UNESCO by the following deadlines:

  • Submit by 2 September 2022: A detailed workplan
  • Submit by 1 October 2022: An interim report providing information about deliverables submitted under Articles 1-2.
  • Submit by 25 October 2022: A final report providing information about deliverables submitted under Articles 1-2 and all required deliverables.

Qualifications and skills

The applicant(s) shall have the following qualifications:

  • Relevant experience in communications and fundraising
  • Fluency in written English, French and Spanish.
  • Minimum 10 years of relevant professional experience in communications and fundraising

The following experiences and competencies would be an asset:

  • Relevant experience in working in the field of the cultural and creative industries and the diversity of cultural expressions.
  • Experience with UNESCO and/or other agencies of the United Nations.

Interested candidates are invited to send their expression of interest, in English or French, to the Diversity of Cultural Expressions Entity, together with the following information:

  • A portfolio including at least three (3) examples of past communication and fundraising work.
  • A financial proposal (quoted in US dollars or EUR only) with a breakdown of the cost based on the number of working days required for the deliverables described above.
  • Curriculum Vitae(s) of communication specialist(s) involved in the execution of the tasks and profile information on the organization, if applicable.

[1]          This call is for legal entities (i.e., individuals, teams, or organizations with a legal status in compliance with the established rules of the jurisdiction in the country of registration).

[2]          In February 2021, the Intergovernmental Committee of the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions adopted a new fundraising and communication strategy (2021-2023) with the objective to double annual contributions to the IFCD over three years, from approximately US$900,000 to US$1,800,000 per annum. The strategy focuses on three distinct outputs to consolidate the IFCD’s existing donor base, increase its visibility and reach a broader range of donors.
