The COVID-19 pandemic has both exposed and exacerbated discrimination, exclusion and associated inequalities, demonstrating the systemic fragility that characterizes many contemporary societies, and underscoring the asymmetric impact of these phenomena on vulnerable populations. In this regard, and within the context of East Asia, this workplan will promote effective tools to strengthen systems of governance and institutions and empower individuals, notably youth, with intercultural and anti-discrimination competencies to instill deep change in mindsets and respect of cultural diversity as a basis for peace. Emphasis will also be placed on promoting the participation of groups that are left behind, vulnerable or excluded, including youth and women and girls.
