Despite the past and ongoing efforts, further support and expertise of UNESCO are needed to raise awareness of the four countries of the Cluster (Kuwait, Qatar, Oman and UAE) of the benefits of the implementation of the 2005 Convention. In 2018, UNESCO launched the project "Cash for Work: Promoting Livelihood Opportunities for Urban Youth in Yemen" aiming at generating livelihood opportunities through the cash-for-work methodology, while enhancing access to cultural programming and production through funding in the arts. The programme will complement the ongoing project in Yemen, address the needs of other countries of the Cluster, while pursuing efforts to promote the ratification of the 2005 Convention by Bahrain, Saudi Arabia and Yemen.
