Creating a dedicated institution to support Palestine’s film industry

In the last 10 years, Palestinian films have achieved significant success and recognition in major international venues. In 2018, Palestine had its first-ever official pavilion at the Cannes Festival. While Palestine has no shortage of talented filmmakers or powerful stories, the country is in dire need of an improved legal environment to help the national film industry develop and thrive. The project assists Palestine in developing the necessary legal framework to establish a Palestinian film institute. Its purpose is to manage and support the national film industry through funding and promotion of film productions across Palestine and among the diaspora population. Special focus will be on copyright protection, freedom of expression, and the empowerment of women and girls both behind and in front of the camera. The project responds to the following needs and challenges identified by the Ministry of Culture:

There is currently no regulatory framework in Palestine to specifically support the country’s film industry. An enabling legal environment is necessary for the development, growth, and sustainability of the film production cycle. Creating co-production opportunities is also a priority. Through this project, Palestine will take steps to create a legal environment that can support, protect, and promote local production and cinematic culture.
This project, in partnership with stakeholders and members of the film industry, will pave the way for the establishment of a Palestinian national body for cinema placed under the Ministry of Culture. This independent public administration will focus on developing and regulating film production, distribution, training, and promotion.
The institute will notably enable the creation of a national registration mechanism for data collection and archiving. It will enable the assessment of the film sector, protect Palestine’s cinematic heritage, and lead to the creation of a funding mechanism to support the growth of the sector.
- Early 2021: Launch of the project.
- 2021: Mapping of the Palestinian film industry.
- February 2022: Peer-to-peer with the Royal Film Commission of Jordan as well as training on the different legal frameworks and sustainability mechanisms that exists for film councils, in order to provide the national team with the necessary background for the decisions that are to be made, as the national film institute is established.
- June 2022: Public consultations and capacity building.
- Summer 2022 (expected) : Publication of the online production directory.
