Chronological History of the Financing for Development Process

1997

20 June 1997 In adopting the Agenda for Development, the General Assembly decides that "Due consideration should be given to modalities for conducting an intergovernmental dialogue on the financing of development, taking into account the recommendation by the Secretary-General " (A/RES/51/240, annex, para.287).
18 December 1997

The General Assembly adopts resolution A/RES/52/179 (entitled "Global partnership for development: high-level international intergovernmental consideration of financing for development ") following negotiations on the basis of a draft resolution proposed by the Group of 77. In this document the GA, "recalling its resolutions 46/205 of 20 December 1991,48/187 of 21, December 1993 and 50/93 of 20 December 1995, and relevant resolutions, in which it decided, inter alia, to consider at its fifty-second session the convening of an international conference on the financing of development.

...Also decides to create an ad hoc open-ended working group to work during the fifty-third session of the General Assembly in order to undertake an in-depth examination of all the inputs requested, with a view to formulating a report containing recommendations on the form, scope and agenda of the high-level international intergovernmental consideration of the topic of financing for development."

1998

March 1998 Based on resolution A/RES/52/179 the Second Committee begins the process of seeking the views and inputs of all relevant stakeholders on Financing for Development (FfD) and meets to provide an opportunity for Delegations to give their initial views on topics that should be addressed in the preparatory process. They also suggest key groups of stakeholders that they wish the UN-Secretariat to contact on their behalf to obtain ideas, research studies and other inputs that could benefit the preparatory process. (A/52/840).
May - September 1998 DESA/DPAD-staff from the UN-Secretariat carry out an internet survey in which key stakeholder groups are asked for their opinion on the potential substantive and organizational scope of the high-level event. At the end of this effort an index report is put together containing the views of individual countries, regional groups and other stakeholders on the issues to be addressed. (A/53/470).
May 1998 UN-ECOSOC ambassadors meet formally for the first time with the World Bank Executive Board, in Washington, D.C.
07 July 1998 Cooperation between multilateral institutions is promoted at ECOSOC's high-level segment in New York. The ECOSOC communiqué calls for keeping world markets open in the face of financial instability and economic slowdowns.
15 December 1998 After the delegations in the Second Committee hold an open debate on "Financing of development including net transfer or resources between developing and developed countries", the General Assembly adopts resolution A/RES/53/173 (entitled "High-level international intergovernmental consideration of financing for development") in which it, inter-alia, 2. Requests the ad hoc working group to consider appropriate modalities that will ensure the completion of its work and the submission of specific recommendation to the General Assembly at its fifty-fourth session".

1999

21 January 1999 United Nations Executive Committee for Economic and Social Affairs issues a paper called "Towards a new financial architecture", which makes wide-ranging recommendations on international financial institutions and on policies to prevent financial contagion.
February 1999 World Bank Executive Board members and President Wolfensohn pay a return visit to ECOSOC at UN Headquarters in New York.
09 - 11 February 1999 The first working session of the Ad Hoc Open-ended Working Group is held. The Working Group schedules eight informal sessions to review each of the "major elements" classified in the Index Report (A/53/470).
15 March 1999 A panel brings together two business leaders and two NGO leaders who address selected issues relating to the first four "key elements" as identified in the Index Report.
15 March 1999 The Vice-Chairpersons of the Ad Hoc Working Group hold an open dialogue with members of the ECOSOC-accredited NGO community on the forthcoming series of informal discussions.
16 -19 March 1999 The first set of informal sessions of the Ad Hoc Open Ended Working Group on the high-level event is held. The focus of attention during these sessions is also on the first four topics identified in the "index report" (A/53/470).
05 - 08 April 1999 The Ad-Hoc Open Ended Working Group holds its second set of informal discussions. The focus of attention during these informal discussions is on the second four topics identified in the "index report" (A/53/470).
29 April 1999 The United Nations Economic and Social Council (ECOSOC) holds a special high-level meeting with the Bretton Woods institutions at United Nations Headquarters, for which the UN-Secretariat prepares a background paper. In this paper, the Secretariat elaborates on "The Functioning of International Financial Markets and Stability in Financing for Development".
30 April 1999 A second dialogue between the Ad-Hoc Open Ended Working Group and the civil society is held.
May 1999 ECOSOC Ambassadors pay a first-ever call on International Monetary Fund (IMF) Executive Board Members in Washington, D.C. The IMF board is invited to a return visit to New York later in the year.
28 May 1999 After various informal intergovernmental sessions involving the participation of the IMF and World Bank as well as Business and NGO representatives, the Ad-Hoc Open Ended Working Group of the General Assembly on Financing for Development adopts its report elaborating on scope, agenda and form of the High-Level Event on FfD (A/54/28(SUPP)).
22 December 1999

At its fifty-fourth session (1999), the General Assembly adopts resolution A/RES/54/196 (entitled "High-level international intergovernmental consideration of financing for development") in which it, inter-alia,

"a. Decides to convene a high-level intergovernmental event of political decision makers, at least at the ministerial level, on financing for development...

b. Also decides that the high-level intergovernmental event for the year 2001 will address national, international and systemic issues relating to financing for development in a holistic manner in the context of globalisation and interdependence....

c. Decides to establish an intergovernmental Preparatory Committee open-ended to all States to carry out the substantive preparations for the high-level intergovernmental event....

d. Requests the Secretary-General to initiate as soon as possible preliminary consultations with all relevant stakeholders, in particular the World Bank, the International Monetary Fund and the World Trade Organization, on the potential modalities of their participation in both the substantive preparatory process and the high-level intergovernmental event ".

2000

January 2000 The FfD-Coordinating Secretariat is established, marking unprecedented cooperation across institutional lines at the staff level and ultimately at management level.
07 February 2000 Organizational Session of the Preparatory Committee (Consultation on the potential modalities of participation of all relevant stakeholders (A/AC.257/1)).
15 March 2000 Bureau meets with World Bank Executives in Washington D.C. developing a three-prong arrangement for the active participation of the Bank (see Second Report of the Bureau A/AC.257/8).
23 March 2000 First Report of the Bureau is issued (elaborating on modalities of the participation of all relevant stakeholders in the FfD-process) (A/AC.257/6).

04 May 2000 The two Co-Chairmen of the FfD-Bureau meet with the IMF- Deputy Managing Director in Washington D.C. to discuss FfD-related matters.
19 May 2000 Informal Meeting between FfD-Bureau Members and permanent representatives to the World Trade Organization (WTO) as well as senior officials from the WTO- UNCTAD- and WIPO-Secretariat takes place in Geneva, Switzerland.
25 May 2000 Second Report of the Bureau is issued. It includes reports on dialogues with major FfD-stakeholders (A/AC.257/8).
30 May - 02 June 2000 Resumed organizational session and first substantive session of the Preparatory Committee (Second Report of the Bureau to the Preparatory Committee (A/AC.257/8); the preliminary substantive FfD-agenda is adopted in Document A/AC.257/L.2/Rev.1).
July - November 2000 After adoption of the preliminary agenda, the FfD-Coordinating Secretariat convokes five inter-secretariat task forces on the substantive agenda items to prepare sets of policy proposals to be put before the Preparatory Committee. These task forces were chaired by staff from DESA, UNCTAD and World Bank and involved experts drawn from IMF, WTO, ILO, UNDP, OECD, FSF and other multilateral organizations, (all staff serving in their personal capacity). The working groups meet from July to November when the final report of the Secretary General containing the 87 proposals is assembled by the FfD-Coordinating Secretariat and other senior officials of the major institutional stakeholders.
02 - 05 August 2000 ESCAP (Economic and Social Commission for Asia and the Pacific) holds regional consultations on FfD in Jakarta, Indonesia, Final report: (A/AC.257/13).
15 - 22 November 2000 ECA (Economic Commission for Africa) holds regional consultations on FfD in Addis Ababa, Ethiopia, Final report (A/AC.257/14).
06 - 07 November 2000 Hearings with NGO representatives are held in New York (see below-Hearings with the business community).
09 - 10 November 2000 ECLAC (Economic Commission for Latin America and the Caribbean) holds regional consultations on FfD in Bogotá, Colombia, Final report (A/AC.257/17).
23 - 24 November 2000 ESCWA (Economic and Social Commission for Western Asia) holds regional consultations on FfD in Beirut, Lebanon, Final report (A/AC.257/16).
06 - 07 December 2000 ECE (Economic Commission for Europe) holds regional consultations on FfD in Geneva, Switzerland, Final report (A/AC.257/15).
11 - 12 December 2000 Hearings with representatives from the business community are held in New York. After the hearings, a synopsis of the dialogue with business community and the NGO's is provided in document A/AC.257/19. In addition, twenty-one papers by business representatives and NGO-activists are presented in the UNU-publication "Financing for Development: Proposals from Business and Civil Society"(2001).
15 December 2000 The UN Secretary-General appoints Dr. Ernesto Zedillo, the former President of Mexico, to head a panel that will advise the Secretary-General on measures he can recommend to fulfill the finance needs of the world's developing countries.
18 December 2000 Report of the Secretary-General to the Preparatory Committee for the High-Level International Intergovernmental Event on Financing for Development is issued (A/AC.257/12).
20 December 2000

At its fifty-fifth session, the General Assembly adopts a resolution A/RES/55/213 (entitled "Preparations for the substantive preparatory process and the high-level international intergovernmental event ") in which it inter-alia:

"...1.Decides that the high-level international intergovernmental event should be scheduled for the first quarter of 2002, at a date to be agreed upon, and extends its invitation to interested countries to consider hosting or confirming existing offers to host the high-level international intergovernmental event;

2.Also decides that the Preparatory Committee should hold a final session from 14 to 25 January 2002, on the understanding that the second session will be held from 12 to 23 February 2001 and the third session from 30 April to 11 May 2001;"

2001

21 March 2001 The General Assembly adopts resolution A/RES/55/245 and decides, inter alia, "that the high-level international intergovernmental event on financing for development will take the form of an international conference, under the auspices of the United Nations, at the highest political level, including at the summit level, and accepts with gratitude the generous offer of Mexico to host this conference, to be named the International Conference on Financing for Development..."
09 April 2001 Bureau of the FfD-Preparatory Committee meets with the WTO- Committee on Trade and Development in Geneva, Switzerland.
24 April 2001 First Working Paper of the Facilitator, based on the substantive reports presented and discussions held during the second substantive session of the Preparatory Committee, is issued "to serve as a means to further focus the discussion of the substantive preparatory work" (A/AC.257/24).
25 April 2001 Third Report of the Bureau of the Committee referring, inter alia, to modalities of the participation of FfD key-stakeholders, incl. civil society and business sector is issued (A/AC.257/22, A/AC.257/22/Corr.1, A/AC.257/22/Add.1).

The General Assembly adopts resolution A/RES/55/245B (entitled "Preparations for the substantive preparatory process and the high-level international intergovernmental event ") in which it, inter-alia,

"... decides that the International Conference on Financing for Development shall be held in Monterrey, capital of the state of Nuevo Leon, Mexico, from 18 to 22 March 2002."
17 September 2001 The Draft Outcome Prepared by the Facilitator, based on discussions held during the first part of the third session of the Preparatory Committee is issued.
20 September 2001 As requested by the Preparatory Committee at the end of the first part of its third session, the FfD-Coordinating Secretariat produces Ten Technical Notes with collaboration of staff of the UN system and other experts covering themes related to all six FfD agenda items.

14 November 2001 WTO holds its Ministerial Conference in Doha, Qatar, recalling that "the majority of WTO members are developing countries" and seeking "to place their needs and interests at the heart of the Work Programme" (Ministerial Declaration).
18 November 2001 64th meeting of the Development Committee is held in Ottawa, Canada- the Communiqué adopted contains an attachment, solely dedicated to the International Conference on Financing for Development.
17 November 2001 The Secretary General, Ministers of Finance and Development Cooperation and Central Bank Governors attending the IMFC and Development Committee meet to discuss FfD-related matters at a working dinner in Ottawa, Canada.
November 2001 Commonwealth Meeting is held in New York discussing two themes: The preparation for the FfD conference and proposals for facilitating the flow of foreign investment to least developed and vulnerable economies.

2002

02 January 2002 Fifth Report of the Bureau elaborating, inter alia, on themes of ministerial Roundtables, is issued (A/AC.257/33).
14 January 2002 During the FfD-Curtain Raiser at the start of the Fourth Substantive Session of the Preparatory Committee the UN-Secretary General designates Trevor Manuel (Finance Minister of South Africa and Chair of the Development Committee) and Michel Camdessus (former IMF-Managing Director) as special envoys for the FfD-Conference.
14 - 15 January 2002 High-Level Interregional Meeting on FfD, organized by the regional commissions of the UN, is held in Mexico.

The Secretary-General presents a note aimed to provide background information and to raise some questions for consideration at the 2002 special high-level meeting of the Economic and Social Council with the Bretton Woods institutions.

In his note, the Secretary General reiterates the specific role Council has been assigned in the follow-up process to Monterrey (E/2002/13).
22 April 2002 The Economic and Social Council holds a special high-level meeting with the Bretton Woods Institutions and WTO following the spring meetings in Washington of the International Monetary and Financial Committee and the Development Committee. The topic of the meeting is "Dialogue on the outcome of the International Conference on Financing for Development and of the meetings of the Development Committee and International Monetary and Financial Committee" (summary by the president of ECOSOC: E/2002/67).
09 July 2002 The General Assembly endorses the Monterrey Consensus (A/RES/56/210B).
26 July 2002 The Economic and Social Council, in its resolution 2002/34 of 2002 (Published in E/2002/INF/2/Add.2, page 110) "invites all other stakeholders of the Monterrey process, in particular the Bretton Woods institutions, the World Trade Organization and regional development banks, to place the implementation of the Monterrey Consensus at the top of their respective agendas" and asks the Secretary-General to "provide information on the different follow up activities being undertaken within the United Nations system in support of implementation of the Monterrey Consensus."
8 August 2002 Responding to paragraph 72 of the "Monterrey Consensus" and similar requests by the General Assembly and ECOSOC, the Secretary-General submits his first annual report on follow-up efforts by all relevant stakeholders of the Financing for Development process providing "an initial account of initiatives and commitments undertaken by Governments and major institutional and non-institutional stakeholders, in conjunction with the Monterrey Conference" (A/57/319-E/2002/85).
08 August 2002 The Secretary-General reports on the outcome of the Monterrey Conference and outlines an approach to "ensuring effective secretariat support, in pursuance of paragraph 72 of the Monterrey Consensus, building on the innovative and participatory modalities and related coordination arrangements utilized in the preparations of the Conference" (A/57/344).
09 September 2002 The Secretary-General issues a report that is intended to assist the General Assembly in deciding the modalities, the nature and the timing of the next dialogue on strengthening international economic cooperation for development through partnership. The report "takes into account the important role assigned to the dialogue by the Monterrey Consensus, adopted at the International Conference on Financing for Development" (A/57/388).
October 2002 A book entitled "Financing for Development: Building on Monterrey" is published by the Department for Economic and Social Affairs of the UN Secretariat. It contains a collection of the statements by the heads of delegations and other major announcements at the Monterrey Conference (ISBN 92-2-104515-0).
20 December 2002 Member States decide to hold biennially a "High-level dialogue on strengthening international economic cooperation for development through Partnership" at the ministerial level. The meeting will serve as "the intergovernmental focal point for the general follow-up to the International Conference on Financing for Development" (A/RES/57/250)The 2003 meeting will be on 29-30 October and informal hearings for civil society will be held on 28 October 2003.
20 December 2002 The General Assembly requests the Secretary-General, in collaboration with the secretariats of relevant institutional stakeholders," to prepare a comprehensive report on the implementation and follow-up to commitments and agreements made at the Conference." The report would be" presented on an annual basis to the General Assembly, under the agenda item on follow-up to the International Conference on Financing for Development, as well as to the biennial high-level dialogue of the General Assembly (A/RES/57/272)."
20 December 2002 The General Assembly decides to establish with collaboration from other agencies and institutional stakeholders appropriate secretarial support arrangements along the lines envisioned in paragraph 48 of the Secretary-General's report on the outcome of the Conference (A/RES/57/273).

2003

24 January 2003 The Financing for Development Office is established in the Department of Economic and Social Affairs in accordance with General Assembly resolution A/RES 57/273.
20 - 21 March 2003 The Economic and Social Council (ECOSOC) conducts public hearings and an interactive dialogue with members of civil society and the business sector on key topics of the Monterrey Consensus in preparation for the special high- level meeting of the Economic and Social Council (ECOSOC) with the Bretton Woods institutions (BWIs) and the World Trade Organization (WTO).
24 March 2003 The Secretary General presents a note aimed to provide background information and to raise some questions for consideration at the 2003 special high-level meeting of the Economic and Social Council with the Bretton Woods institutions. The note focuses on "increasing the coherence of economic policy for the implementation of the Monterrey Consensus through more effective coordination and cooperation at the national, regional and global levels" (E/2003/50).
14 April 2003 The Economic and Social Council holds a special high-level meeting with the Bretton Woods Institutions and WTO following the spring meetings in Washington of the International Monetary and Financial Committee and the Development Committee. The theme of the meeting is "Increased coherence, coordination and cooperation for the implementation of the Monterrey Consensus at all levels a year after Monterrey (A/58/77-E/2003/62).
April - August 2003 The Financing for Development Office in close collaboration with senior staff from the IMF, World Bank, WTO, as well as UNCTAD and UNDP prepares the first report of the Secretary-General on the implementation of commitments and agreements made at the Monterrey Conference.
05 August 2003 Report of the Secretary-General on the "Implementation of and follow-up to commitments and agreements made at the International Conference on Financing for Development" is issued (A/58/216).
15 October 2003 Note by the Secretary-General on the Organization and procedural matters of the High-level Dialogue on Financing for Development is issued (A/58/436).
28 October 2003 Informal Hearings of Civil Society and the Business Sector are held at UN Headquarters in New York in preparation of the High-Level Dialogue on Financing for Development (A/58/555, A/58/555/Add.1, A/58/555/Add.2, A/58/555/Corr.1).
29 - 30 October 2003 Governments, many at the ministerial level, intergovernmental organizations, civil society and business sector organizations come together in the General Assembly to participate in the first High-Level Dialogue on Financing for Development at UN Headquarters in New York The overall theme of the High-Level Dialogue is: "The Monterrey Consensus: status of implementation and tasks ahead" (A/58/555).
15 - 19 December 2003 The eleventh meeting of the Ad Hoc Group of Experts on International Cooperation in Tax Matters is held from 15 to 19 December 2003 at Geneva. The proceedings are summarized in the corresponding Report of the Secretary-General (E/2004/51).
23 December 2003

The Second Committee adopts resolution A/RES/58/230 entitled "Follow-up to and implementation of the outcome of the International Conference on Financing for Development." In it, calls on the Financing for Development Office (FFDO) to continue:

(a) To organize workshops and multi-stakeholder consultations, including experts from the official and private sectors, as well as academia and civil society, to examine issues related to the mobilization of resources for financing development and poverty eradication;

b) To convene activities involving various stakeholders, including the private sector and civil society, as appropriate, to promote best practices and exchange information on the implementation of the commitments made and agreements reached at the International Conference for Financing for Development (A/RES/58/230).

2004

The Financing for Development Office of the Department of Economic and Social Affairs organizes public hearings and an interactive dialogue with members of civil society and the business sector on the overall theme of "Coherence, coordination and cooperation in the context of the implementation of the Monterrey Consensus” in preparation for the special high- level meeting of the Economic and Social Council (ECOSOC) with the Bretton Woods institutions (BWIs) and the World Trade Organization (WTO) (A/59/92/Add.1-E/2004/73/Add.1, A/59/92/Add.2-E/2004/73/Add.2).

08 April 2004 The Secretary-General releases his note on "Coherence, coordination and cooperation in the context of the implementation of the Monterrey Consensus". The note provides background information and raises a number of questions for consideration at the 2004 special high-level meeting of the Economic and Social Council with the international financial and trade institutions in relation to the three themes selected to focus this year’s discussion: (a) impact of private investment and trade-related issues on financing for development; (b) the role of multilateral institutions in reaching the Millennium Development Goals; and (c) debt sustainability and debt relief (E/2004/50).
26 April 2004 The special high-level meeting of the Economic and Social Council with the Bretton Woods institutions and the World Trade Organization is held (A/59/92/-E/2004/73; A/59/92/Add.1-E/2004/73/Add.1; A/59/92/Add.2-E/2004/73/Add.2).
10 May 2004 In support of the follow-up process to the International Conference on Financing for Development, the World Economic Forum teams up with the United Nations Department of Economic and Social Affairs for a first set of "multi-stakeholder consultations." The collaboration is a joint effort to define policies that could help maximize business contributions to development and the fight against poverty.
03 June 2004 The Financing for Development Office of the Department of Economic and Social Affairs launches a second set of multi-stakeholder consultations jointly with staff of partner multilateral institutions and other parts of the United Nations Secretariat. One set, called "Building an inclusive financial sector for development," relates to section A of "Leading Actions" of the Monterrey Consensus ("Mobilizing domestic financial resources for development"). The other set, called "Sovereign debt for sustained development," relates to section E of the Consensus ("External debt").
14 - 15 July 2004 A seminar on regional financial arrangements is held at the UN Headquarters.
15 June 2004 A high-level panel on Innovative Sources of Financing for Development is held during the eleventh ministerial conference of the United Nations Conference on Trade and Development (UNCTAD) in São Paulo, Brazil.

20 September 2004 The "Action Against Hunger and Poverty" meeting of world leaders is held at United Nations Headquarters in New York. 61 Heads of State or Government participate in the event, chaired by H.E. Mr. Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil. 111 Governments sign on to the New York Declaration on Action against Hunger and Poverty, which highlights the need to raise development assistance levels and to give further attention to innovative mechanisms of financing, in order to meet the Millennium Development Goals.
12 October 2004 The first multi-stakeholder consultation on addressing the challenges to building an inclusive financial sectors is held as a special session at the first Middle East and North Africa Microcredit Summit in Amman, Jordan, hosted by the Summit Campaign and the Arab Gulf Programme for United Nations Development Organizations (AGFUND).
15 October 2004 A Debt Issues Paper prepared by the FFDO in cooperation with the United Nations Conference on Trade and Development, the International Monetary Fund, and the World Bank is made public. The paper is meant to support the multi-stakeholder dialogues on "sovereign debt for sustained development. The General Assembly adopts a resolution on "Follow-up to and implementation of the outcome of International Conference on Financing for Development", in which it, inter alia, decides "to give further consideration to the subject of possible innovative and additional sources of financing for development from all sources", while also acknowledging "the role that the private sector can play in generating new financing for development" (A/C.2/59/L.69). The General Assembly adopts further resolutions on issues relevant to the Financing for Development process, including "External debt crisis and development" (A/C.2/59/L.53) and "International financial system and development" (A/C.2/59/L.70).

The United Nations General Assembly agrees to hold a High-level Dialogue on Financing for Development on 27 and 28 June 2005, in New York, immediately prior to the high-level segment of the 2005 substantive session of the Economic and Social Council. The Assembly also decides to hold a meeting on financing for development within the framework of the High-Level Millennium review to be held from 14 to 16 September 2005 (A/59/L.53).

27 - 28 June 2005 The High-level Dialogue on Financing for Development takes place in New York at the UN Headquarters. The overall theme of the High-level Dialogue is "The Monterrey Consensus: status of implementation and tasks ahead." The first day of the Dialogue consists of a formal meeting chaired by the President of the General Assembly, at which ministers and high-level officials make formal statements. The second day is devoted to six interactive multi-stakeholder round tables followed by an informal interactive dialogue with the participation of all relevant stakeholders. The central theme of each of the round tables is an individual chapter of the Monterrey Consensus.

03 - 04 May 2007 The Meeting of Experts on "Financing for Innovative Development" takes place in Geneva, Switzerland. The meeting considers the financing constraints faced by innovative enterprises and reviewed national practices in this field, with a particular emphasis on the lessons to be drawn for transition economies.
08 June 2007 The first round of "Informal consultations of the whole on the preparation of the Follow-up International Conference on FfD to review the Implementation of the Monterrey Consensus" takes place at the United Nations Headquarters in New York. Acting as facilitators on behalf of the President of the sixty-first session of the General Assembly, the informal consultations are convened by the Permanent Representative of Egypt, H.E. Mr. Maged A. Abdelaziz, and the Permanent Representative of Norway, H.E. Mr. Johan L. Lovald. At the meeting, the two facilitators propose to hold the High-level Dialogue on 22-23 October 2007.

The Doha Declaration reaffirmed the Monterrey Consensus and called for a United Nations conference at the highest level on the world financial and economic crisis and its impact on development.

15 December 2009 The Economic and Social Council holds its resumed substantive session of 2009 at which it considers the follow-up to the Council decision 2009/258 pertaining to paragraph 56 of the Outcome of the Conference on the World Financial and Economic Crisis and its Impact on Development. It is agreed that consultations will continue in 2010.
21 December 2009 The General Assembly adopts the report of the Second Committee on "Follow-up to and implementation of the outcome of the 2002 International Conference on Financing for Development and the 2008 Review Conference" (A/64/419 (Part II) and draft resolution (A/64/L.41), in which it decides to hold its fourth High-level Dialogue on Financing for Development on 16 and 17 March 2010 at United Nations Headquarters.
