Repertoire of the Practice of the Security Council

The Repertoire

The Repertoire of the Practice of the Security Council provides comprehensive coverage of the Security Council’s interpretation and application of the United Nations Charter and its own Provisional Rules of Procedure. The material presented in the Repertoire is exclusively based on official documents of the Security Council, in particular the Council’s resolutions and decisions, the verbatim records of the Council’s meetings, the Secretary-General’s reports and the official correspondence from Member States.

The Repertoire of the Practice of the Security Council covers four primary areas:

Agenda items:  An overview of the Council’s activities for each item on its agenda during the period covered by individual supplements of the Repertoire.

Procedural issues:   Application of the provisional rules of procedure and of Articles of the UN Charter with reference to the Security Council. These rules and Articles provide the procedural framework within which the Council organizes its work and decisions.

Constitutional issues:  Application and discussion of the Articles of the UN Charter with reference to the Security Council’s functions, powers and measures. These Articles of the Charter define the constitutional framework within which the Council carries out its responsibility for the maintenance of international peace and security.

Subsidiary organs:  Subsidiary organs and enforcement mechanisms of the Security Council, including special political missions, peacekeeping operations, sanctions committees, working groups and others.

The Structure of the Repertoire

From the years 1946-2007, each supplement to the Repertoire is organized into twelve chapters.
From 2008 onwards, each supplement is organized into ten parts.

For the years 1946 - 2007, the Chapters of the Repertoire cover the following topics:

Chapter 1 Provisional rules of procedure of the Security Council (Articles 28, 30, 98; Rules of procedure 1-5, 13-36, 40-67)
Chapter 2 Agenda (Rules of procedure 6-12)
Chapter 3 Participation in the proceedings of the Security Council (Articles 31, 32, 35 (1); (Rules of procedure 37-39)
Chapter 4 Voting (Article 27; Rule of procedure 40)
Chapter 5 Subsidiary organs of the Security Council
Chapter 6 Relations with other United Nations organs
Chapter 7 Practice relative to recommendations to the General Assembly regarding membership in the United Nations
Chapter 8 Consideration of questions under the Council’s responsibility for the maintenance of international peace and security. (Overview by agenda item)
Chapter 9 Decisions in the exercise of other functions and powers
Chapter 10 Consideration of the provisions of Chapter VI of the UN Charter
Chapter 11 Consideration of the provisions of Chapter VII of the UN Charter
Chapter 12 Consideration of the provisions of other Articles: Other Articles of the Charter - Purposes and principles, functions and powers of the Security Council and Regional Arrangements

From 2008 onwards, the Parts of the Repertoire cover the following topics:
