UNESCO-UNEVOC Bulletin 22

From 14 to 16 November 2012, UNESCO-UNEVOC organized an International Forum on the role of the UNEVOC Network in transforming TVET for a sustainable future. This international forum provided the unique opportunity to exchange experiences and foster partnerships between members of the UNEVOC Network and beyond. This special forum was also organized to commemorate UNEVOC’s 10 year anniversary and emphasized the importance of strengthening the UNEVOC Network and facilitate regional cooperation for the improvement of TVET. We are grateful for the active contributions of all participants and look forward to working closely with all UNEVOC Network members in transforming TVET globally.

Prior to the International Forum, UNESCO-UNEVOC organized a three-day meeting for the Cluster Coordinators of the UNEVOC Network providing the opportunity to discuss the potential and strengths of the global Network and the mechanisms for further strengthening it. You will find a link to the meeting report in this bulletin.

In this last quarter of the year, we were also delighted to attend the launch of the Education for All Global Monitoring Report 2012 on ‘Youth and Skills: Putting education to work’ which was launched in Germany by the Ministry of Economic Cooperation and Development (BMZ). The report explores how to improve young people’s opportunities for decent jobs and capabilities for a better life and illustrates the need to promote the development of quality TVET around the globe.

Alongside these significant events, several recently published materials by UNESCO-UNEVOC are also presented in this bulletin. You will find the special brochure “Transforming TVET - from idea to action. One decade of UNESCO-UNEVOC”, which was published to commemorate our 10 year anniversary and acknowledge the contributions of UNEVOC’s many partners to the development and the activities of UNESCO-UNEVOC. You can also read the synthesis report on TVET teacher education, which was published following the virtual conference held on the e-Forum from 25 June to 6 July 2012. We also welcomed several visitors to the Centre in Bonn, including representatives from JET Education Services (South-Africa) and EUROPEN (Germany), students from the Bonn-Rhein-Sieg University and delegates from India and Peru.

The Role of the UNEVOC Network in Transforming TVET for a Sustainable Future
14 to 16 November, Bonn, Germany

From 14 to 16 November 2012, the UNESCO-UNEVOC International Centre organized a three-day International Forum on ‘The Role of the UNEVOC Network in Transforming TVET for a Sustainable Future’ in Bonn, Germany. The Forum was also organized to commemorate UNEVOC'’s 10 year anniversary.

During the three-day International Forum, which was attended by 120 TVET experts from over 55 countries, various key issues in TVET were discussed, with a focus on the importance of empowering teachers and the need to transform TVET for a greener future. On Day 1, the focus was on the recommendations of the Third TVET Congress and the revamping of the UNEVOC Network. The Cluster Coordinators, representing the five UNESCO regions, play a key role in strengthening the Network and advocating for quality TVET in their respective Clusters. On Day 2, representatives from the interagency working group on greening TVET and skills development, namely UNITAR, OECD, ETF, ILO, and Cedefop, contributed their knowledge and understanding in a panel discussion on greening TVET. After a stimulating debate, WorldSkills International and WorldSkills Germany presented the International Movement and WorldSkills Competition 2013, which will take place in Leipzig, Germany from 2 to 7 July 2013.

On the final day of the Forum, the debate was centred on TVET teachers as agents of change for a sustainable future. Sir John Daniel presented a keynote speech in which he shared his experiences of various education projects. In a panel discussion, representatives from the different regions illustrated the regional challenges and approaches to the enhancements of capacity building of TVET teachers.

The overarching emphasis of the Forum was on the role of partnerships and networking in global TVET development. On Day 2 of the Forum, a panel discussion with UNESCO Chairs highlighted the need to involve relevant stakeholders in the effort to promote TVET. On the last day of the Forum, the different regions participated in working group discussion to exchange experiences and construct future plans for regional coordination and cooperation. All participants acknowledged that collaboration and communication among the different Clusters plays an important role in TVET development, while clear mechanisms and strategies to do are still being identified and validated.

This Forum provided a great opportunity for strengthening the enforcement and spreading the outreach of the UNEVOC Network which is crucial in improving the quality of TVET around the world. In the closing ceremony, Mr Borhene Chakroun, Head of TVET at UNESCO HQ, expressed that the Forum has successfully facilitated high-level discussion and created a knowledge-sharing dimension. Mr Shyamal Majumdar, Head of UNESCO-UNEVOC, called for participants to take up the challenges and engage more actively in reinforcing the advancement of transforming TVET for a sustainable future.

Day 1 of the UNESCO-UNEVOC International Forum

From 14 to 16 November 2012, the UNESCO-UNEVOC International Centre is organizing a three-day International Forum on ‘The Role of the UNEVOC Network in Transforming TVET for a Sustainable Future’ in Bonn, Germany. The Forum is also organized to commemorate UNEVOC’s 10 year anniversary.

On Day 1 of the three-day Forum, over 100 delegates from over 50 countries gathered together to share their knowledge and commitment to TVET development worldwide.

In the opening ceremony, Dr. Michael Worbs, German Ambassador to UNESCO, presented a keynote speech in which he stressed the importance of investing in TVET to empower individuals to become active members of society.

Ms Angelica-Maria Kappel, Deputy Mayor of City Bonn, emphasized the key role that TVET plays in sustainable development and lifelong learning. Ms Birgit Thomann from the Federal Institute for Vocational Education and Training (BIBB) represented the German Commission for UNESCO and stated in her opening address that TVET lays a solid foundation providing young people with life skills. Mr Borhene Chakroun, Head of the TVET section at UNESCO, congratulated UNEVOC for their 10 years of dedication to put TVET higher on the education agenda. Finally, Mr Shyamal Majumdar, Head of UNESCO-UNEVOC, acknowledged the many challenges and opportunities of TVET, and advocated for more action in developing TVET that is relevant, accessible and lifelong. He concluded by welcoming participants for “the long journey of TVET successes”.

The 3rd international TVET Congress held in Shanghai, China, lead to the Shanghai Consensus which advocates for strengthening the policy dialogue and capacity building among Member States at the national, regional and international levels. This three-day Forum is convened to highlight the role of the UNEVOC Network in improving the quality and relevance of TVET for a sustainable future.

UNESCO-UNEVOC celebrates UN Day in Bonn

On 20 October 2012, UNESCO-UNEVOC joined the United Nations Day celebration on the Market Square in Bonn, Germany.

UN Day marks the anniversary of the founding of the United Nations on 24 October, 1945. As the German UN city, hosting 18 UN organizations, Bonn has had the tradition of celebrating the anniversary with an all-day cultural programme.

The day was officially opened by the Lord Mayor of Bonn, Jürgen Nimptsch. Alongside the cultural programme, all UN agencies based in Germany, international organizations, Federal Ministries and institutions were provided the opportunity to present themselves to the public.

UNESCO-UNEVOC was represented together with the UNESCO Institute for Lifelong learning (UIL) with an information stand in the UN tent. The team of UNESCO-UNEVOC presented its activities and raised awareness of TVET issues through distributing biennial reports, brochures and leaflets and answering verbal inquiries. The public was also encouraged to take a quiz about UNESCO-UNEVOC and UNESCO in general. The event provided a great occasion for the team of UNESCO-UNEVOC to interact with citizens and visitors from Bonn.

Launch of 2012 EFA Global Monitoring Report on Youth and Skills
16 October 2012, Bonn, Germany

On 16 October 2012, UNESCO launched the 2012 Education for All Global Monitoring Report ‘Youth and Skills: Putting education to work’ in Paris, France. Mr Shyamal Majumdar, Head of the UNESCO-UNEVOC International Centre, and his team attended the launch organized by the German Ministry for Economic Cooperation and Development (BMZ) in Bonn, Germany.

The EFA Global Monitoring Report aims to inform, influence and sustain genuine commitment towards Education for All and it is the prime instrument to access global progress towards achieving the six EFA goals agreed in the World Education Forum in April 2000. The topic of this year’s report is youth and skills, and explores how to improve young people’s opportunities for decent jobs and capabilities for a better life. It provides statistics on all levels of education in more than 200 countries and territories, illustrating the progress towards the six EFA goals, and towards spending on education to finance the goals, particularly paying attention to the skills needs of young people around the globe.

A number of international organizations attended the launch in Bonn, including the German Commission for UNESCO and the German Agency for International Cooperation (GIZ). After a life stream of the launch in Paris, France, an in-depth panel discussion was held where participants discussed the development of youth education in the future and post-2015.

2012 Education for All Global Monitoring Report

UNEVOC attends regional TVET conference in Viet Nam
TVET Quality Breakthrough - Regional TVET Conference, 10-11 October 2012, Hanoi, Viet Nam

On 10 and 11 October 2012, Mr Shyamal Majumdar, Head of the UNESCO-UNEVOC International Centre, attended the Regional TVET-Conference held in Hanoi, Viet Nam. The aim of the conference was to discuss how to upgrade the quality and enlarge the scale of TVET in Southeast Asian countries.

The conference was jointly organized by the Vietnamese Ministry of Labour, Invalids, and Social Affairs (MoLISA) and the German Federal Ministry of Economic Cooperation and Development (BMZ). Participants were ministries, and senior delegates from Asian countries, TVET experts, business representatives, international organizations and research communities. Ms Mdm Pham Thi Hai Chuyen, Minister of MoLISA, Mr Nguyen Thien Nhan, Deputy Prime Minister of Socialist Republic Viet Nam and Mr Hans-Juergen Beerfeltz, the State Secretary of German Federal Ministry of Economic Cooperation and Development (BMZ) delivered the opening addresses.

The conference drew special attention to:

• Occupational standards
• Cooperation with the private sector
• TVET teaching staff
• Financing of TVET

Mr Shyamal Majumdar delivered a keynote speech for the panel discussion, in which he advocated for TVET teachers as being the backbone of TVET quality. Dr Michaela Baur, Head of Competence Centre TVET & Labour Market at the German Agency for International Cooperation(GIZ) shared her international experiences in occupational standard development and implementation. In the session on cooperation with the business community, President of the Federal Institute for Vocational Education and Training (BIBB, Germany), Prof Dr Friedrich Hubert Esser, delivered a keynote address on key success factors of German TVET provision.

The conference highlighted the growing importance of TVET in the context of the Association of Southeast Asian Nations (ASEAN) regional integration and provided a platform to share experiences, enhance regional networking and formulate recommendations for raising the quality of TVET among countries in the region.

Greening TVET for sustainable development: UNEVOC virtual conference
UNEVOC e-Forum, 22 October - 2 November 2012

The UNESCO-UNEVOC International Centre is organizing a moderator-driven discussion from 22 October to 2 November 2012 on the UNEVOC e-Forum. The topic of the discussion is ‘Greening TVET for sustainable development’.

The discussion seeks to explore the concept of greening TVET and gather feedback and experiences on this issue from the international TVET community. The input from participants will be synthesized and summarized into a final synthesis report, which will provide directions for future research and programme work in this field. Your active participation in the discussion would be most gratefully received and we would also like to encourage you to circulate this event in your network.

Mr Kai Gleissner from the Otto-von-Guericke University Magdeburg (Germany) will be moderating this discussion. In the context of his work for the Otto-von-Guericke University Magdeburg, Mr Gleissner has conducted research in the area of sustainable development and international vocational education and has published various publications on this topic. Mr Gleissner is also the coordinator of the UNEVOC Centre “TVET for Sustainable Development” in Magdeburg, Germany, a consortium of three institutions, namely the Otto-von-Guericke University Magdeburg, the German Agency for International Cooperation (GIZ) and Fraunhofer Institute for Factory Operation and Automation.

UNESCO-UNEVOC participates in workshop on TVET for the Hospitality and Tourism Sector
20-21 November, Vienna, Austria

From 20 to 21 November 2012, Ms Naing Yee Mar, Programme Officer at UNESCO-UNEVOC participated in the Asia-Europe Meeting (ASEM) Workshop on Technical and Vocational Education and Training- “TVET for the Hospitality and Tourism Sector” in Vienna, Austria. The workshop was organized by the Austrian Federal Ministry for Education, the Arts and Culture, a UNEVOC Centre.

With the theme “TVET for the Hospitality and Tourism Sector”, the ASEM meeting brought together representatives from member countries and subject-matter experts to exchange views in the field of hospitality and tourism. Presentations focused on cooperation projects between Asia and Europe and international research projects in the area of hospitality and tourism education.

Ms Naing Yee Mar delivered a presentation on the work of UNESCO-UNEVOC in the Asia region and took part in the discussion on how international agencies can serve as a platform for cooperation between the two continents in general and in the area of tourism education in particular. The workshop provided a great opportunity for UNESCO-UNEVOC to deepen its understanding of skills development in the field of art and culture.

Meeting of Coordinators of UNEVOC Network Cluster Centres
12-14 September 2012, Bonn, Germany

The Shanghai Consensus advocates for expanding and enhancing the capacities of the UNEVOC Network to revitalize its role as capacity builder and facilitator in the engagement of all actors in the global TVET community. Following the Congress, UNESCO-UNEVOC International Centre introduced sub-clusters in all regions to promote effective coordination of the Centres in the UNEVOC Network. Each of the 5 regions (Africa region, Arab region, Asia and the Pacific region, Latin America and the Caribbean region and the Europe and America region) have been divided into several sub-clusters of countries and cluster coordinators and co-coordinators have recently been identified to manage these sub-clusters.

From 12 to 14 September 2012, UNESCO-UNEVOC organized a meeting of Coordinators and Co-coordinators of UNEVOC Network Cluster Centres in Bonn, Germany. The meeting brought together 30 UNEVOC Centres from all regions, as well as representatives from the regional UNESCO offices in Beirut, Santiago and Bangkok. The objective of the meeting was to elaborate on the specific role of the different Coordinators, to discuss better mechanisms in facilitating updates of information on Centres, modalities to organize activities at the sub-regional level and more effective ways to contribute to a more efficient information flow regarding the activities of the Centres, with the aim of improving national, regional and global policy processes in TVET development.

The keynote message was delivered by Ms Mmantsetsa Marope, Director of the Division for Basic Learning and Skills Development at UNESCO. In her opening speech, Ms Marope stressed the important role of the UNEVOC Network in advocating for high quality TVET that is relevant, inclusive and lifelong. Ms Marope also urged for the necessity to cooperate and interact with each other in order to place TVET higher on the agenda of the Member States, and called for the support of the UNEVOC Network members in revitalizing and strengthening the Network.

During the 3-day meeting, various sessions were organized which focused on developing the roles and tasks of cluster coordinators, gaining an understanding of the diverse challenges faced in the regions in terms of TVET, and informing the Network members about UNEVOC’s online services, in particular the UNEVOC Network portal, an online platform developed to facilitate interaction between UNEVOC Network members.

The meeting provided an excellent opportunity for the International Centre and the Network members to discuss the potential and strengths of the global Network, the mechanisms for further strengthening it and provided more opportunities for closer collaboration towards enhancing the capacity of the UNEVOC Network.

University of Technology launches UNEVOC Centre for Research and Sustainable Development
on 19 October 2012, University of Technology, Jamaica

The University of Technology, Jamaica (UTech) in partnership with the United Nations Educational Scientific and Cultural Organization (UNESCO) through its International Centre for Technical and Vocational Education and Training (UNEVOC) has collaborated for the establishment of the UTECH/ UNESCO-UNEVOC Centre for Research and Sustainable Development to be housed in the Faculty of Education and Liberal Studies, UTech Papine Campus.

The Centre will be launched at a special ceremony to be held on Friday, October 19, 2012 at the Knutsford Court Hotel, New Kingston at which the signing of instruments will be done by the two organisations. The Centre, which will focus primarily on research and activities aimed at strengthening technical and vocational education and training (TVET) in Jamaica, is the second of its kind in Jamaica and is being set up on the advice of the UNESCO Kingston Cluster Office for the Caribbean.

President of UTech, Prof. the Hon. Errol Morrison, OJ said that “the establishment of the Centre at UTech represents an important acknowledgement of UTech’s strength and track record in the delivery of academic programmes and training in technical and vocational education and training.”

TVET Offerings at UTech

The Faculty of Education and Liberal Studies at UTech offers the Bachelor of Education in TVET with specializations in Industrial Technology, Family and Consumer Studies and Business and Computer Studies, and Master’s level programmes in Career and Technical Education (CTE); Workforce Education; and the Master of Philosophy/PhD in Career and Technical Education.

Objectives of the UNEVOC Centres

Through the UNEVOC Centres, UNESCO aims to assist Member States to develop and strengthen TVET through the sharing of best practices, and joint venture collaboration.
The UTech/UNESCO Centre for Research and Sustainable Development will be charged inter alia, to organize national and regional network activities, in particular to disseminate UNESCO TVET messages to TVET practitioners and to enable the exchange of information, experiences and lessons learnt among TVET experts and to contribute to the collection of country data and reports on good practices, frameworks, innovations and models in TVET.
The operations of the Centre will be administered by a team consisting of faculty and technical personnel from the Faculty of Education and Liberal Studies (FELS) led by Dr. Simon Yalams, Associate Professor of Technical and Vocational Education and Training (TVET), UTech and Faculty Coordinator for Graduate Studies, Research and Entrepreneurship. Other members of the FELS team are Dr. Carmen Roofe-Bowen, Mrs. Jennifer McKenzie, Dr. Tom Amonde, Mr. Everton Lewis, Dr. Leonie Clarke, Dr. Cynthia Onyefulu and Mr. Kirvine Simpson.

Dr. Yalams notes that “as a leader in TVET, UTech will now have a stronger platform for impacting developments in technical and vocational education globally. The UTech/UNESCO UNEVOC Centre for Research and Sustainable Development will also benefit all TVET stakeholders and institutions in Jamaica and the Caribbean as they will be able to strengthen collaboration among one another and share best practices in contemporary TVET research activities.”

Launch of the 2012 Global Monitoring Report

The Education for All Global Monitoring Report (GMR) for 2012 which is jointly released by the Education for All Global Monitoring Report and the UNESCO Institute for Statistics will also be launched on the occasion. The GMR is an authoritative reference that aims to inform, influence and sustain genuine commitment towards education for all. It looks in depth at youth skills globally and a focus in Latin America and the Caribbean. Among the findings of the Report is that the skills deficit for young people is becoming increasingly urgent making the need to increase alternative pathways for training an important regional imperative.

Students from Bonn-Rhein-Sieg University visit UNESCO-UNEVOC

On 6 December 2012, the team of UNESCO-UNEVOC welcomed students from the Bonn-Rhein-Sieg University of Applied Sciences (BRSU) to the UNESCO-UNEVOC International Centre in Bonn, Germany. The visit was part of a study trip organized by the World Health Organization - European Centre for Environment and Health (WHO-ECEH).The day started with an introductory presentation by Ambassador Harald Ganns about the history of the UN in Bonn, which was followed by a presentation from Ms Lis Mullin-Bernhardt of the UN-Water Decade Programme on Capacity Development(UNW-DPC) who presented the current activities and ways of working of UNW-DPC.

Mr Shyamal Majumdar, Head of UNESCO-UNEVOC delivered a presentation on the concept and five dimensions of greening TVET with reference to integration of education for sustainable development (ESD) into TVET. In his presentation, he underlined that not only economic achievement, but also the social and environmental dimensions should form the thread for development and advocated for the young generation to attach more importance to the sustainability of society and humankind. Mr Majumdar's presentation was followed by a presentation by Mr Braubach from WHO-ECEH, who elaborated on the contemporary issues in housing and health.

The study visit provided a good opportunity for the team of UNESCO-UNEVOC to present their work to interested students, and learn more about the work of other UN agencies that are based in Bonn.

Delegates from Peru Visit UNESCO-UNEVOC

On 4 December 2012, the team of UNESCO-UNEOVC welcomed fifteen delegates from Peru specialized in the field of vocational education in the water sector to the Centre’s premises in Bonn, Germany. The guests were representatives from the PROAGUA Programme and the visit was facilitated by the German Agency for International Cooperation (GIZ).

The fifteen delegates are from different professions in the field of vocational education in the water sector. The overall aim of the visit was to exchange knowledge and experience and discuss the sustainability approaches in Germany. The UNESCO-UNEVOC team welcomed the representatives and introduced UNEVOC's activities in the area, in particular its cooperation with the German Institute for Vocational Education and Training (BIBB) and DWA on the subject of green skills and TVET in the context of the water and wastewater sector. Mr Teeluck Bhuwanee gave more details on the UNEVOC network and the activities which have been carried out in the region, inviting Peru to nominate an appropriate institution to join the network. Ms Katerina Ananiadou also gave information on the UNEVOC online services, in particular, the world TVET database.

The PROAGUA programme was established in 1996 by the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) and the Peruvian Ministry of Housing, Construction and Sanitation and aims at improving the capacity of different sectors to enhance efficient use of resources for the sustainable development of water and sanitation services.

Indian delegation visits UNESCO-UNEVOC

On 27 November 2012, the team of UNESCO-UNEVOC welcomed Mr R.N. Bandyopadhyay, Mr L.K. Mukherjee, and Mr N. Nath from the Central Staff Training and Research Institute (CSTARI, Kolkata, India) and Sushil Lakra, Industrial Adviser Sector Skill Council Rubber, to the Centre’s premises in Bonn, Germany. The visitors were accompanied by Ms Maren Verfürth from the German Federal Institute of Vocational Education Training (BIBB).

The visit was arranged within the framework of the German-Indian consortium for vocational training, which is coordinated by BIBB on behalf of the Federal Ministry of Education and Research (BMBF). The overall aim of the visit was to gain further insight into the TVET system of Germany, using the example of BIBB as a way of operating a vocational training institute. The CSTARI representatives visited UNESCO-UNEVOC to learn about the organization and its work in the areas of networking, capacity development and resource development.

Mr Shyamal Majumdar, Head of UNESCO-UNEVOC, welcomed the four representatives and informed the delegates about the recent activities of UNESCO-UNEVOC, in particular in the area of greening TVET. After a presentation of UNEVOC’s online services in the Knowledge Management Centre, the discussion focused on opportunities for collaboration in the field of greening TVET, with an emphasis on assessment standards and identification of the relevant stakeholders in the context of India.

CSTARI forms part of the Indian Department of Labor and Employment and aims at modernizing the Institute in the areas of TVET research and networking. The institute’s main activities focus on the development and design of instructional materials and training aids, conducting research studies and implementing training programmes.

Representatives of EUROPEN visit UNESCO-UNEVOC

On 21 November 2012, Mr Shyamal Majumdar welcomed Mr Pierre Troton, Director Reep Euroentent (France), and Mr Jean-Marc Hetsch from the PEN International Worldwide Practice Enterprises Network (EUROPEN) to the UNESCO-UNEVOC International Centre in Bonn, Germany.

The representatives of EUROPEN visited the International Centre to inform about their work, in particular about their reputable training programme and their worldwide network. The visitors also wished to learn more about the UNEVOC Network and explore potential areas of collaboration. Mr Troton and Mr Hetsch visited in the context of their participation at the Annual International Trade Fair of Practice Enterprises, which took place in Mannheim from 20 to 21 November 2012.

PEN International is the worldwide network of practice enterprises (PE) with over 7000 PEs in more than 44 countries. A practice enterprise is a virtual company and a centre of vocational learning that runs like a real business silhouetting a real firm's business procedures, products and services. PEN International acts mainly as the Coordination Centre that supports the development of the PEN International Network and provides national Central Offices, Practice Enterprises, professional organizations, educational organizations, and interested companies with relevant assistance, services and information at their request.

Representatives from JET Education Services
visit UNESCO-UNEVOC

On 9 October 2012, the UNESCO-UNEVOC team welcomed two representatives from the JET Education Services to the UNEVOC premises. Dr Anthony Gewer, Executive Director for the Youth and Community Division, and Ms Bina Akoobhai, Specialist in Institutional Planning and Monitoring, visited UNESCO-UNEVOC as part of a study tour to Germany.

The delegation visited UNESCO-UNEVOC to learn more about its work and discuss potential areas of collaboration, particularly in the areas of resource development and knowledge sharing.

JET Education Services is an independent, non-profit organization that works with government, the private sector, international development agencies and education institutions to improve the quality of education and the relationship between education, skills development and the world of work in South Africa. JET’s main focus is on making a meaningful impact in improving the learning and teaching at schools and vocational colleges to ensure that learners receive quality education by giving them access to further opportunities.
