Supporting national training institutions

IIEP-UNESCO creates comprehensive support strategies hand in hand with national training institutions specialized in educational planning and management. This helps develop national capacities so that institutions can deliver their own training offer for long-lasting impact in education.

National training institutions specialized in educational planning and management (EPM) are key to ensuring that a country has sustainable capacity to build strong education systems. However, many countries continue to either lack a dedicated institution or the support needed to ensure high quality training. IIEP works with countries to both establish and/or support such institutions so that educational planners and managers can easily access opportunities for professional development and growth within their country.

The sustainability of educational planning and management capacities needs to be urgently addressed, as decentralization policies require stronger capacities in EPM at sub-national levels. In addition, expertise and skills in EPM are in high demand as more and more countries strive to prepare sound education sector plans for both national and international funding.

This is why the existence of a national institution – with a clear mandate in training and research in educational planning – is a crucial precondition to developing coherent and locally owned training. In order to bring about this change, IIEP provides support to strengthen national training institutes worldwide by identifying strategies to:

  • Design and co-organize training programmes and courses;
  • Develop training materials adapted to local needs and languages;
  • Train the national trainers;
  • Assess training institution needs and develop a strategic institutional plan;
  • Support the development of a library.

IIEP collaborates with national training institutions worldwide. This type of support also represents one of the key priorities of the Institute’s 10th Medium- Term Strategy for 2018–2021. It ensures that countries have sufficient human resources – at both central and decentralized levels – to contribute to the achievement of national educational policies and reforms.

IIEP seminar on Enhancing training capacities in educational planning and management

From 27 to 29 May 2019, IIEP hosted a seminar for national and regional training institutions specialized in educational planning and management to reflect on how training in this field can better respond to the challenges of national education systems, thus contributing to the achievement of the fourth Sustainable Development Goal (SDG 4). The representatives of the institutions, from both Anglophone and Francophone countries worldwide, discussed strategies to enhance the quality, relevance, and reach of training programmes in planning and management, including partnerships with other training institutions.
