James B. Chandler obtained his MA in English from the University of Kansas in 1949. He was an international education consultant who had worked extensively with the United States Agency for International Development (USAID) in many roles including education advisor in Ethiopia, Laos, and Tunisia. Mr. Chandler was one of the advisors to the U.S. delegation to the 18th General Conference and provided extremely valuable services. He was renowned for his knowledge of UNESCO, familiarity with the General Conference proceedings, competence in human resource development, broad experience in development matters and strong management expertise. He was appointed as Director of the International Bureau of Education in 1977 and served in this position until 1983.
