Working Groups

The TCG has established working groups to make recommendations on various aspects related to SDG 4 measuring, evaluating, and reporting. Initially, working groups were created to diagnose difficulties of specific indicators during the implementation of the indicator framework to monitor SDG 4-Education 2030 and to provide recommendations.  In the process of implementing the framework, a wider range of data sources mobilising became important to adequately report on SDG4.

The post-TCG 5 Annual Meeting  consultation in 2019 indicated an agreement to the dissolution of two of the working groups:  Capacity development and on Data reporting, validation and dissemination. In a post-TCG 6 Annual Meeting consultation, members were consulted and were favourable to the creation of six new working groups. Consequently, additional working groups focused on specific types of data sources were created in 2020 to better respond to the TCG needs to meet the set objectives.

In 2020, the TCG has a total of seven working groups:

Indicator Development

This group oversees the elaboration of the definitions and methodologies of the indicators requiring further methodological development (as identified by the TCG). It also examines the potential development of new indicators identified by the TCG.

Administrative data / Education management information systems (EMIS)

This working group will leverage efforts to develop harmonized guidance to countries who seek to strengthen their national education management information systems.

Household surveys

This working group will support the development of household survey-based indicators, maintain definitions of indicators calculated from survey data, contribute to the harmonization of survey data used by different organizations, and prepare guidelines for producers and users of survey data.

Learning assessments

This working group is composed of the Global Alliance to Monitor Learning (GAML), whose goals and tasks are to improve learning outcomes by supporting national strategies for learning assessments and developing internationally comparable indicators and methodological tools to measure progress towards key targets of SDG4.

Teacher's personal data

This working group will develop guidelines for strengthening government capacity to compile data from various administrative and survey sources to provide measures for SDG 4.c indicators.

Finance and expenditure data

This working group will support the development and implementation of guidelines for producers and users of education expenditure data, contributing to the harmonization of data from different sources.

Data on specific groups (eg. refugees)

This working group will focus on the development of indicators with disaggregated data for different vulnerable groups, which has been a priority in the adoption of the SDG Agenda and the Global Indicator Framework.
