  • Consultancy for Use Cases of Micro-credentials

    Assignment:

    The international expert will perform the tasks under the overall authority of the Director of the UNESCO Asia and Pacific Regional Bureau for Education and the direct supervision of the Chief of Section for Educational Innovation and Skills Development (EISD). Specifically, the international expert shall perform the following assignments:

    a. Based on the research framework, conduct a thorough desk review of academic and grey literature, expert interviews and at least two (2) focus group discussions with diverse stakeholders to develop a national use case on micro-credentials;

    b. Produce a 10-15 page report and summary presentation (PPT) on micro-credentials recognition with the following headings: I) Background and policy context; II) Methods and results of stakeholder consultations; III) Key challenges and opportunities for quality micro-credentials; and IV) Actionable recommendations;

    c. Peer review an 8-10 page draft policy brief and provide substantive inputs to build regional consensus in line with the UNESCO recognition conventions. The peer review should determine if the draft policy brief is original as to thought, is methodologically sound and if it clearly adds to the knowledge and development of the field.
    In line with UNESCO's overall gender mainstreaming strategy, researchers are expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

    The Inclusive Quality Education Section (IQE) is implementing two regional projects on Costing and Financing Education 2030 in the Asia-Pacific. The projects aim to examine closely the costing and financing aspect of achieving SDG4 targets, specifically Target 4.1 (primary and secondary), Target 4.2 (pre-primary/early childhood) and Target 4.5 (Gender equality and Inclusion) to support countries to understand and meet the financial commitments in achieving these targets. Two excel-based education simulation costing models have been developed to produce analysis data and make projections for education sector planning. In addition, the IQE Section also provide technical and advocacy support to countries for strengthening education finance.

    OVERVIEW OF THE FUNCTIONS OF THE POST

    The United Nations Educational, Scientific and Cultural Organization (UNESCO) Office in Bangkok is seeking applications for an Individual Specialist to coordinate Social and Human Sciences activities for the Bangkok cluster. This involves the day to day coordination of the sector’s activities including monitoring of activity performance, partner relations and reporting. The main objective is to ensure continuity and smooth performance of the sectors activities which comprise of the following main activities:

    • Youth – The main cluster activity is the Asia Indigenous Youth Platform, plus support to the global Youth As Researchers and International Youth Media Summit initiatives.

    • Sport – The main cluster activities are Youth and Sport Taskforce and Winning Indoors, plus support to the global Fit for Life initiative.

    • Inclusive Cities – The main cluster activity is the Asia Pacific Coalition of Cities Against Discrimination (APCAD) which is implementing the APCAD Social Inclusion Marker System, Cities Art Lab, ICCAR Boot Camp, Masterclass Against Racism and the World Human Rights Cities Forum.

    • Management of Social Transformations – Currently in planning, through UNESCO’s long-standing partnership with the Thai National Commission for UNESCO and Chulalongkorn University, an initiative on sustainable agroecology in rural Southeast Asia has been supported.

    • Ethics of Science and Technology – Currently in pre-planning, UNESCO is preparing translations into local languages (Khmer, Lao, Thai, Vietnamese) of the Recommendation on Ethics of Artificial Intelligence to inform consultations and action using the guideline.

    • Together for Peace – UNESCO Bangkok’s intersectoral flagship on building peace and sustainability through education. SHS is leading the Positive Peace lecture Series and Hooked on Peace, two new initiatives involving youth.

The incumbent shall advance the SHS work on achieving inclusive economies and societies and the current flagships on the ethics of science, the Recommendation on the Ethics of Artificial Intelligence and the ethics of neuroscience; the Global Forum and Roadmap on Antiracism; the work on Youth, Sports and Management of Social Transformation (MOST) among others; and create synergies and partnerships with local actions to advance SHS work. Of particular importance is knowledge of artificial intelligence and ethics of science to implement the Recommendation on the Ethics of Artificial Intelligence.
