Practical information and application
The course 'Fundamentals of Crisis-Sensitive Educational Planning' consists of an 6-week online training (7 June- 19 July 2023) involving 8 work hours per week. It is preceded by a 6-day orientation phase (31 May-6 June 2023) to get acquainted with the e-learning platform and to meet the other participants and IIEP instructors.

Course objectives
To enhance participants’ competencies and technical skills to analyse the impact of risks and identify how to integrate crisis risk reduction and climate change into national education sector policy and planning processes.
At the end of the course, participants should be able to:
- Analyse the risks of conflict, natural hazards, climate change and forced displacement that impact their country’s education sector, and identify capacities that are already in place to respond to and prevent the impact of crisis;
- Identify opportunities for coordination between humanitarian and development activities as well as cross-sectoral coordination in their country;
- Examine existing and proposed policies in their country,– including for climate change adaptation and mitigation and displaced populations, – in order to respond to risks that could affect the education system;
- Identify crisis-sensitive programmes and build stakeholder support for effective implementation;
- Generate a cost estimation, use scenarios to assess the feasibility of policies, and identify sources of financing;
- Develop measurable and realistic indicators and identify the sources of information necessary for monitoring and evaluation;
- Identify key entry points to strengthen MoE leadership in crisis risk management.
Structure
- Key concepts of crisis risk reduction and forced displacement: Participants will identify the main steps in the education sector planning process and look at the role of data and information in crisis-sensitive educational planning. In this module the participants will analyse the risks and vulnerabilities of their
education systems, including in the context of climate hazards and displacement situations. - Crisis-sensitive strategic actions and programmatic responses for access, quality, equity, and management: Participants will work together to identify the main activities and actors responsible for the implementation of measures that are crisis sensitive and respond to displacement challenges.
- Overview of the necessary steps to implement crisis risk reduction strategies and programmes that address the education needs of forcibly displaced populations: Participants will learn how to estimate the costs of the different strategies for risk reduction and for displaced populations and explore operational plans and monitoring and evaluation frameworks as key tools to ensure programmes are implemented and monitored successfully. Throughout the three modules, participants will be invited to reflect on opportunities to strengthen coordination and MoE leadership for crisis risk management.
Pre-requisites
Basic knowledge of descriptive statistics and good command of computer skills.
Participants' profiles
This course is designed for Staff of ministries of education at central and subcentral levels and personnel from humanitarian and development partner organizations; NGOs or consultants who are directly involved in the organization, planning, and management of the education sector (technical staff and policy-makers).

Technology
This specialization course is held online in a “virtual classroom”. Our e-learning platform (Moodle) is user-friendly and adapted to the participants’ needs, allowing practice-oriented training and collaborative learning approach. Teaching-learning activities span a variety of interactive modules, resources and tools, including discussion forums, video and audio instructional contents, web conferencing, wikis, blogs, quizzes, and more.
