Judges of the United Nations Dispute Tribunal (UNDT)
The UNDT is composed of three full-time judges, two half-time judges and three ad litem judges, appointed by the General Assembly. The current composition of the UNDT is as follows:
Rowan Downing (Australia)
Judge Downing is the current President of the UNDT. Prior to his appointment as an ad litem judge of the UNDT in Geneva effective January 2015, Judge Downing served as judge of the Extraordinary Chambers in the Courts of Cambodia (UNAKRT) since 2006. Earlier in his career, he held a number of expert and legal advisory positions in private and public sector, including as Adviser to the Ombudsman of Vanuatu. In 1998, he was appointed Queen's Counsel, and in 1993 a judge of the Supreme Court of the Republic of Vanuatu. He was previously admitted to practice as barrister and solicitor of the Supreme Court of Victoria and the High Court of Australia in 1977, and of the Supreme Court of New South Wales and the Supreme Court of Tasmania in 1987. Judge Downing holds Bachelor of Arts (International Politics), Bachelor of Laws and Master of Laws degrees from the University of Melbourne.
Teresa Maria da Silva Bravo (Portugal)
Judge da Silva Bravo was appointed as a full-time judge of the UNDT in Geneva effective 1 July 2016. She has been a judge at first instance since 2000, and since 2009 has been a judge of the Labour Court of Lisbon, dealing in both courts with employment disputes at the trial level. She has conducted research in labour law matters from a comparative law point of view.
Memooda Ebrahim-Carstens (Botswana)
Judge Ebrahim-Carstens was the President of the UNDT from 2011-2012 and from 2014-2015. She was initially appointed to the UNDT in 2009 for a three-year term and was reappointed effective 1 July 2012 for a seven year term as a full-time judge in New York. Judge Ebrahim-Carstens was formerly a presiding judge of the High Court of Botswana. Prior to this, she served for more than 10 years as a judge of the Industrial Court of Botswana, a Superior Court of Law and Equity, and a specialised labour court, where she gained considerable experience in the fields of employment/labour law, administrative law, adjudication and mediation. Prior to this, Judge Ebrahim-Carstens ran her own legal practice from 1987-1998, mainly in civil/commercial/employment/matrimonial and human rights law. Judge Ebrahim-Carstens also worked briefly in London. She holds an Honours Degree in law (BA Hons. Business Law), from City of London Polytechnic Business Law School (now London Metropolitan University). She obtained her Barrister-at-law Degree in 1983, and was called to the Bar at Lincoln's Inn, London.
Alessandra Greceanu (Romania)
Judge Greceanu was appointed as an ad litem judge to the UNDT in New York in April 2012. Prior to that she served as a judge at the Court of Appeal of Bucharest, having been appointed in 2002. She was on the Court's Civil Section (IV) and previously sat on the Court's Labour Section. She also served as a trainer judge at the National Institute of Magistracy in labour law and European Union law. Prior to appointment to the Court of Appeal, Judge Greceanu held appointments from 2000 until 2002 with the Tribunal of Bucharest (Civil and Administrative Suit) and from 1993 to 2000 as a first-instance judge in Judecatoria sector 1, Bucharest. Judge Greceanu received her degree in law from the University of Bucharest in 1993 and received her Certificate from the Romanian National Institute for Training of Magistrates in 1994.
Goolam Hoosen Kader-Meeran (United Kingdom)
Judge Meeran was appointed as a half-time judge to the UNDT for a seven year term effective July 2012. He was initially appointed to the UNDT effective July 2009 for a three-year term. He was a Deputy Judge of the Upper Tribunal in the UK, was President of the Employment Tribunals for England and Wales from 2002 to 2008. He was responsible for all aspects of policy, practice and procedure, management of judicial resources and providing judicial input to Ministerial working groups on Regulations and Rules of Procedure in Employment Tribunals. He introduced judicial mediation to complement other forms of alternative dispute resolution. In the 2009 New Year’s Honours list Judge Goolam was awarded a Knighthood for "Services to the Administration of Justice". He has been a full-time Employment Judge since 1993 and a member of the Judicial Studies Board Equal Treatment and Tribunals Committees. Judge Meeran holds degrees from the University of Manchester (1969) and the London School of Economics (1970), and a diploma in law (1981).
Alexander W. Hunter Jr. (United States of America)
Judge Alexander W. Hunter Jr. was appointed to the UNDT as a half-time judge effective 1 July 2016. He has served as a Justice of the Supreme Court of the State of New York since 1994. He previously served for eight years as a judge of the Criminal Court of the City of New York. He has extensive experience in most areas of civil law. He teaches trial advocacy and co-authored the chapter on evidence in a book on practice for trial judges.
Nkemdilim Amelia Izuako (Nigeria)
Judge Izuako was appointed as an ad litem judge of the UNDT in Nairobi effective 1 July 2009. She was formerly a High Court judge in the Solomon Islands. Previously, she held office as a High Court judge in Anambra State in Nigeria, as a High Court judge in The Gambia, and an acting judge of the Gambia Court of Appeal. In each of these jurisdictions, and as a judge of a court of general jurisdiction, she handled labour and administrative law matters. She was also a law lecturer at Nnamdi Azikiwe University in Nigeria and in the Gambia Technical Institute. She holds law degrees from the University of Ife, Nigeria (1976 and 1981).
Agnieszka Klonowiecka-Milart (Poland)
Judge Klonowiecka-Milart was appointed as a full-time judge of the UNDT in Nairobi effective 1 July 2016. During the period 2000 to 2008, she served as a United Nations international judge in the Kosovo Supreme Court. In 2006, she was appointed an international judge with the Extraordinary Chamber in the Courts of Cambodia where she served initially on an ad hoc basis and since 2010 on a permanent basis in the Supreme Court Chamber.
