    In Senegal, school-based sexuality education has evolved over 20 years from family life education (FLE) pilot projects into cross-curricular subjects located within the national curriculum of primary and secondary schools. We conducted a literature review and semi-structured interviews to gather information regarding the scale and nature of FLE scale-up.   3. Impact and cost-effectiveness analysis of the national school-based sexuality education programme in Estonia

    Policy-makers making decisions on the implementation of school-based sexuality education (SE) programmes face two important questions: (1) what are the costs of implementing and scaling up SE programmes, and (2) what are the impacts? This paper responds to these questions by retrospectively assessing costs, impact and cost-effectiveness of the national school-based SE programme in Estonia 1997–2009. The three-year curriculum had been taught to 190,000 students at the end of 2009. The cost of reaching one student was USD 32.90 and the total costs were USD 5.6 million. …

  5. Report of an evaluation of relationships and sexuality education in post-primary schools

    This report summarises the findings of an evaluation, of Relationships and Sexuality Education (RSE) in post-primary schools in Northern Ireland (NI) by the Education and Training Inspectorate (Inspectorate). The objectives of the evaluation were to: evaluate the quality of the provision for RSE within schools; report on the quality of the provision for staff training for RSE; record examples of good practice; and identify areas for development within RSE.

    Portugal, like many other countries, faces obstacles regarding schoolbased sexuality education. This paper explores Portuguese schools’ approaches to implementing sexuality education at a local level, and provides a critical analysis of potential strengths and weaknesses.     To better understand the current situation of sexuality education at school and the barriers for implementing effective programs, more research on educators and their experiences within the context of professional development is needed.   11. Sex and HIV education programs: Their impact on sexual behaviors of young people throughout the world

    This paper reviews 83 studies that measure the impact of curriculum-based sex and HIV education programs on sexual behavior and mediating factors among youth under 25 years anywhere in the world. Two thirds of the programs significantly improved one or more sexual behaviors. The evidence is strong that programs do not hasten or increase sexual behavior but, instead, some programs delay or decrease sexual behaviors or increase condom or contraceptive use. …

  12. Cost analysis of school-based sexuality education programs in six countries

    Policy-makers who are making decisions on sexuality education programs face important economic questions: what are the costs of developing sexuality education programs; and what are the costs of implementing and scaling them up? This study responds to these questions by assessing the costs of six school-based sexuality education programs (Nigeria, Kenya, Indonesia, India, Estonia and the Netherlands). Cost analyses were carried out in schools that were fully implementing a SE program, as this best reflects the resources needed to run an effective program. …

  13. Sexuality education: a ten-country review of school curricula in East and Southern Africa

    This collaborative regional curriculum scan, which was conducted in 2011, seeks to assess the content, quality, and delivery methods of sexuality education curricula in ten ESA countries and aims to ensure that the reviews help countries to develop curricula designed to not only increase comprehensive knowledge among young people, but to empower them to adopt protective behaviours, such as refusing unwanted sex, delaying sex, using condoms and testing for HIV. The ten countries included are Botswana, Kenya, Lesotho, Malawi, Namibia, South Africa, Swaziland, Uganda, Zambia and Zimbabwe.

  14. Community-level successes and challenges to implementing adolescent sex education programs

    Best practices for adolescent sex education recommend science-based approaches. However, little is known about the capacity and needs of organizations who implement sex education programs on the local level. The purpose of this research was to describe successes and challenges of community organizations in implementing science-based sex education. Using qualitative methods, we interviewed program directors and educators in 17 state funded adolescent pregnancy prevention/sex education programs as part of a larger mixed methods evaluation. …

    Teaching sexual and HIV and AIDS education in schools has been the subject of debate and discussion for a while now southern Africa. The debates have mainly centred around three key issues – at what stage to introduce it, what kind of curricula is appropriate and who is qualified to provide such teaching. South Africa is one the few countries in the region that have made attempts to introduce sexual and HIV and AIDS education at the secondary school level.
