The ICT Competency Framework for Teachers (UNESCO ICT-CFT)were developed in 2008 and improved in 2011 by the UNESCO cross-sectoral working group based on consultations with experts in the field from all world regions. The aim of the Framework is to support the UNESCO Member States in developing national (regional) policy on teachers’ ICT competence and establishing the standards in this field. The Framework has been enriched using feedback from experts and users worldwide, and has been translated into the several languages, including Russian. The Russian version of ICT-CFT was developed by the UNESCO Institute for Information Technologies in Education (IITE) in cooperation with national experts from the Russian Federation and was officially presented in December 2011.

The 13th Session of the IITE Governing Board was held in Moscow from 15 to 16 November 2012. At the opening session, Mr. Svein Osttveit, UNESCO Director of the Executive Office Education Sector (EO/ED) on behalf of the Director-General gave a speech on the current situation in Education sector of UNESCO, presented its objectives and the means to achieve them. He informed about recent launching of Education First by the Secretary General of UN, Mr. Ban Ki Moon. Also he stressed on the current debates on post -2015 education agenda. He acknowledged the synergies between sustainable development and UNESCO’s core constitution and the role of education in reducing inequality.
